A partir d'une enquête sur le rôle de l'OMS dans la politisation de l'accès aux médicaments dans l'espace international cette thèse rend compte de deux choses : d'une part, des conditions particulières d'émergence et de structuration d'une cause à vocation mobilisatrice au sein de cette organisation; d'autre part, des effets de cette mise en politique sur l'action publique internationale. Il s'agit de comprendre les logiques sociales et politiques qui ont fait de cette organisation relativement marginalisée dans son domaine d'intervention, aux normes essentiellement non contraignantes, le lieu d'une mise en débat inédite et durable des enjeux situés à l'interface entre la santé publique et le commerce international et plus précisément entre le brevet pharmaceutique et l'accès aux médicaments des pays en développement. Privilégiant une approche de sociologie politique de l'international, la thèse montre que l'OMS a constitué le foyer de convergence et de consolidation de cette dynamique contestataire car elle offrait un support à la fois matériel et symbolique à cette revendication qui a contribué à revaloriser sa position dans le nouvel espace politique de l'accès aux médicaments. La thèse secondaire est que la prise en charge de ce problème public à l'OMS offrait des marges de manœuvre aux entrepreneurs de mobilisation sans pour autant remettre fondamentalement en cause l'ordre social contesté. En effet, les solutions qui émergent et s'institutionnalisent aussi bien à l'OMS que dans d'autres espaces, constituent des arrangements qui peinent à s'affranchir du cadre établi par le système dominant d'innovation pharmaceutique. / Drawing from an investigation of the role played by WHO in the politicization of access to medicines issue at an international level, this thesis reports on two things: - first, on the specific conditions in which this issue emerged and how it was structured within and by WHO; - second, on its effects on international health public policy. Indeed WHO has been the space of an unprecedented and long-lasting political debate on tensions between public health and international trade, and more specifically between pharmaceutical patents and access to medicines in developing countries. The main objective is to understand the social and political dynamics behind a process that occurred within an organization with mostly non-binding norms, and which has been relatively marginalized in its field of intervention. Favoring an international political sociology perspective, this research shows that WHO offered material and symbolic adherence to the claims for greater access to medicines and pharmaceutical innovation system reform. These claims were shaped and consolidated by a coalition of actors within and outside WHO, and in return this politicization process helped replace the organization at the center of the new international access to medicines' policy space. A secondary thesis is that this framing process was possible as it provided at the same time some room for policy entrepreneurs without fundamentally questioning the challenged social order. Indeed, the emerging institutionalized solutions, both in and outside WHO, are domesticated political arrangements which hardly go beyond the dominant pharmaceutical innovation system.

The present paper reports on an empirical study conducted in 2008-09 investigating the role of German and English in International Study Programmes. Our main interests are the language usage and the linguistic experiences of students and lecturers / professors in such multilingual study settings and the constellation of multilingualism in the university and in the students’ environment. Additionally, the study investigates the types of language support offered and their implementation, as well as the ways in which students perceive and use them. The first section outlines the design and methodological approach of the study. This is followed by a summary of the students’ language test results in English and German. The second section presents some of the major findings of our study, drawing on data from the student and teacher questionnaires and interviews. The final section provides a brief discussion of some pedagogical, linguistic and language policy implications of the present study.
