Truancy as a factor in the delinquency of boys : a case-study of 300 boys in the Preston School of Industry at Ione, California, and comparisons with the truancy problem of the Sacramento City SchoolsHusband, V. Pierpont 01 January 1930 (has links)
The study of a question such as that of Truancy must be undertaken on the basis of statistics. It is essentially a matter of investigating and gathering data upon individual cases.
The preliminary search for material upon the subject revealed the fact that practically nothing had been written upon it and apparently little inquiry made into the problem. Accordingly, the writer obtained permission from Superintendent O.H. Close of the Preston School of Industry located at Ione, Amador County, California to conduct an investigation of this problem among the delinquent boys committed to that institution. This school is the state correctional institution for boys between the ages of 15 and 21 years.
For comparative purposes, an investigation of the problem of truancy in a city school system -- that of Sacramento -- has been made.
It is hoped, therefore, that the present study may make some worthwhile contribution to what is already known about the subject.

Young people, who attend high school. Face many problems these days. Some youth seem able to marshal all the resources necessary to solve and overcome their problems; others seem barely able to hold the line, while a few, who are much publicized, are overcome by their problems. Those who are overcome by their problems, when their behavior takes on anti-social characteristics, are called juvenile delinquents. It may be juvenile delinquency or parental failure. By whatever name it is called, shortcomings are in evidence.
Whenever juvenile delinquency is mentioned in a community, the signal seems to be given to variou groups or agencies to wrap white “robes of righteousness” about themselves and point out the shortcomings of other groups. Blaming others is not the purpose nor in the province of this paper. The hope is to ask a question or set forth a problem which may be answered, in some fair measure, to the good of all persons concerned.
Are there categories of problems which can be uncovered by an exploratory study of cases of juvenile delinquency, which might prove useful in changing procedures in the high school in order to reduce delinquency?
Efforts have been made to discover (1) whether there are problems which can be grouped; (2) whether the small city of Tulare has much or little in common with like cities or areas; and (3) whether something can be done in Tulare Union High School to change the situation.

The problem of juvenile delinquency is one that has received increasing emphasis during the past ten years. The rise and spread of the Coordinating Council Movement, the number of surveys made by public and private agencies on the subject, the increasing number of books published that deal with the problem and the new knowledge that has come from the Child Welfare Centers, the psychiatrists, and the psychologiste have all been noted and used by the various groups of interested citizens. Not only have we seen the rise of leisure time activities that are designed to meet the needs of the individual as well on the exceptional child, but we cannot forget the philosophy behind the present day educational theory that is re- calving more and more emphasis. The development of the guidance program, the new and broader concept of education as "all and any experience that widens the horizons of the ch114", and the on the one work program in Child Welfare Centers have all helped to bring the problem of how to lower the juvenile delinquency rate to the fore.

Risk factors identified included: dropping out of school, participating in gang activity, poverty, using drugs (or just the availability of drugs), parental involvement in criminal activity, and the lack of parental supervision.

Within the Stockton community there are agencies a) whose primary purpose is treatment of juvenile offenders, or b) whose auxiliary function is the treatment of juvenile offenders . One of the working assumptions of these agencies is that if the juvenile, as a first offender or minor offender, can be diverted from the juvenile courts or even from the probation office, then the juvenile can receive more effective care and treatment. Many juvenile offenses such as truancy, or incorrigibility, or psychological problems can obviously be handled better out of court and out of jail.
The purpose of this project is to investigate diversionary attempts within the Stockton community and in San Joaquin County as they apply to Stockton. This project will seek to not only identify diversionary attempts and define diversion in some of its forms, but also to produce a statement regarding the potential for city and related county agencies to achieve coordination of juvenile diversionary services.
