Harmonic Current and Stray Current for Kaohsiung MRT System

This thesis is to investigate the power quality problems for KMRT system and to derive the optimal strategy to mitigate the harmonic distortion. The mathematical models of dc network which includes the TSS, 3rd track and VVVF Converters will be derived. Based on the power system network configuration, the operation schedule and annual ridership of KMRT system, the ac/dc load flow analysis is executed to find the power demand and current harmonic components for each TSS and each BSS. The harmonic load flow analysis is then performed to solve the voltage harmonic distortion. The optimal planning of harmonic filters will be derived so that the proper locations and years for the harmonic filters to be committed can be determined. The active filters and high pass filters as well as the band pass filters are all considered in the study to achieve the best cost effective for harmonic filter investment. This thesis will also to analyze in the stray current for mass transit system the mathematical models of TSS rectification stations, 3rd rail, running rail, the insulation resistances between running rail, MRT structure and grounding are included in the computer simulation. The variation of stray current for the peak and off peak operation of KMRT system over each study year is derived. The sensitivity analysis of stray current with respect to the insulation level of running rail is executed . The nearby public pipes of the MRT network will be used for the analysis of cathode corrosion due to the stray current. Different strategies to mitigate the stray current are investigated.

The study for strategies of BOT development in Taiwan-Kaohsiung MRT Project

As a distinctive type of investment, BOT indicates distinct attraction in many aspects. The government adopts BOT¡]Build-Operate-Transfer¡^format to reprieve financial stress, to attract folk enterprise to join grand-scale public construction projects, to infuse the operation of the government department with the spirit of enterprise, to expect efficient build and operation of grand-scale public construction projects, to make bigger economic efficiency and profit for the country. There are some characteristics for BOT, inclusive of long-term build eviction, unreversibility of investment, huge amount of investment, uncontrollable risks on scheme, build and operation, and the privilege for the enterprise. In theory, BOT format can reduce the financial stress and human-resource expense of the public department, raise the economic efficiency on management and disperse the investment risks of the government. Complete experiences are lacking from the operation of development project, bank financing to risk assessment and management because of the enforcement of public construction projects through the BOT format in Taiwan is still in the beginning. This thesis mainly examined Kaohsiung MRT Project, and analyzed foreign successful or discussible cases to explore why the enforcement of BOT format in Taiwan was difficulty, and severely criticized. The purpose of this thesis is to identify the various issues of BOT format by interviewing with the industrial advanced, official advanced and scholar to examine the BOT spirits is implemented or twisted, and hope the government¡¦s development project in the further can be practically benefited by this research. A Study on Supervision and Administration of Private Participation in Major Transportation Facilities ¡Ðthe Case of Kaohsiung Mass Rapid Transit¡Ð

It is been an international trend to introduce the private participation ideas to improve the public service quality. Based on the most concerned issues, such as quality and cost, in the construction and operations phases, the private sector plays an important part in major transportation projects. It is important that the government and private sectors works together to promote construction of infrastructure. It is common to implement the BOT approach to the public major construction project. The BOT approach,which needs the cooperation of both government and private sector, is often implemented in the major construction projects. Unfortunately, due to lots of abuses and corruption happened in the process recently, both of them have to face not only challenges by public but also integrity in every government employee. We find out this is very controversial for the Kaohsiung Mass Rapid Transit project, the most media criticized. That is the reason we the KMRT project is chosen as an example for the study on the private participation in the major government projects. It is necessary to establish a mechanism to control the government and the private sector to balance both benefits. The study will focus on the supervision and management of the administration of government to the private sectors, participating in the major transportation projects. The aim of investigation is to establish the optimal supervision and control operation model based on the maximum participation of private sector and the interest of government. The supervision and control operation model and the project progress in BOT management must according to the rules:standard operation procedures, a robust financial audit system, responsible supervision and management mechanism, and a good partnership of both parties. Therefore, the mechanism has an important function, which reflects effectiveness, efficiency, profit, prevent from abuses, response, and prospects. The study is based on documentation, information research, case study, and suggestions from: Laws and regulations: avoidance of old law and review and modification of new law. System: establishment of audit management meeting and implementation of contract fulfillment management mechanism. Practice: evaluation of planning and the feasibility study, establishment of fair and open selection process, the evaluation of the implementation ability of the private sector, the fair risk sharing in concessionary contract and the enhancement of the management operation.

A Feasibility Study on the Investment and Operation of a Second Bus Company by the KRTC.

Abstract The Kaohsiung Mass Rapid Transit system (KMRT) in its initial planning had several lines: red, orange, blue, brown, pink, green; creating a web-shaped MRT network, but due to funding constrain, only the Red and Orange lines are currently under construction, 42.7 km, traversing through the greater Kaohsiung area like a long ¡§cross¡¨, unable to meet the need of the entire city for public transportation. It is foreseeable that the Kaohsiung Rapid Transit Corp. (KRTC), which has a 36-year-BOT contract with the City to construct and operate the MRT, will have difficulty achieve its revenue target. The KRTC is under a great deal of pressure finding solutions, like using bus routes to supplement the MRT, to achieve a sustainable operation. The aim of this study concentrates on how to utilize the existing resources within the Kaohsiung Metropolitan area, with an emphasized goal on creating a web-shaped public transportation network, through strategies, organization, and integration. The study examines the financial feasibility for the KRTC to operate a second bus company, the pros and cons of purchasing or renting shuttle buses, and the strategies for operation. First, the study applies Michael Porter¡¦s 5-forces model in examining the current competitive situations of routes within the Municipal Bus Company, by using the competitive theory to discuss the potential activities and goals of a 2nd bus company. Then, with reference to the Harrison¡¦s Decision Making Process as a foundation for the KRTC to run a bus company was discussed. Second, referring to the Metropolitan Area Bus Network theory done by Dr. Jun-Shian Lee, the study examines if the KRTC integrated bus routes with the cross-shaped MRT to form a web-shaped public transportation network, what would be the most cost-effective ways of operation; how large an area of service should the shuttle bus reach; whether bus-purchasing or bus-renting would be more feasible financially; and what strategies, advantages and risks of operating such a shuttle bus company would be. With reference to the analytical theories on Business Competitive Advantages of Dr. Cher Min Fong, the study establishes the competitive edge of a 2nd bus company. The main purpose of this study, with careful comparisons done on bus renting vs. purchasing and investment strategies for operating the 2nd bus company, is based on an underlining wish: trying to bring a possible solution for the successful operation of the KRTC.
