Firstly, it was made a historical survey in which the meanings of the concept citizenship present from antiquity to the present day were identified. The liberal conception of citizenship in Marshall, formulated from the observation to the British society in the middle of the century XX, lists as central the categories of civil, political and social rights as status. Pizzorno presents the "System of Solidarity" and the "System of Interest" as regents of political action. In Severino, the conception of citizenship based on the categories of material, symbolic and political goods stands out, which the subject needs to enjoy to be considered a citizen. Saviani offers reading keys to understand Gramsci's theoretical-methodological legacy, which is the main reference of the research. Based on this reference, the meanings of the concept of "citizenship" present in the legal norms that guide the organization of educational systems and the educational processes of secondary and technical-vocational education, such as: LDB 9394/96, the Guidelines National Curriculares for High School and Technical-Vocational, as well as the Political Project Pedagogical of the researched school unit. Questionnaires were applied, with open and closed questions to 10 teachers and 30 students of the Etec de Piedade school, in order to capture datum about the conception and practice of teachers regarding citizenship. Finally, as a result of this research, the polissemias, the generalities and the limitations of the educational systems in the organization of elements imbricated in the educational processes of social quality, as well as the documentary conceptual incoherencies, in the conceptions and practices related to the education for the Citizenship in the Marxist-Gramscian sense / Esta dissertação resulta de uma pesquisa bibliográfica, documental e de campo sobre os sentidos, as concepções e os processos pedagógicos referentes à cidadania desenvolvidos na ETEC de Piedade-SP. Primeiramente, fez-se um levantamento histórico no qual se identificou os sentidos do conceito de cidadania presentes desde a antiguidade até os dias atuais. A concepção liberal de cidadania de Marshall, formulada a partir da observação à sociedade britânica nos meados do séc. XX enuncia como centrais as categorias de direitos civis, políticos e sociais como status. Pizzorno apresenta o “Sistema de Solidariedade” e o “Sistema de Interesse” como regentes da ação política. Em Severino, destaca-se a concepção de cidadania baseada nas categorias de bens materiais, bens simbólicos e bens políticos, os quais o sujeito necessita usufruir para ser considerado cidadão. Saviani oferece chaves de leitura para compreender o legado teórico-metodológico de Gramsci, que é a principal referência da pesquisa. A partir deste referencial, destaca-se os sentidos do conceito “cidadania” presente nas normas legais que orientam a organização dos sistemas de ensino e os processos educativos do ensino médio e técnico-profissionalizante, tais como: a LDB 9394/96, as Diretrizes Curriculares Nacionais para o Ensino Médio e Técnico-Profissionalizante, assim como o Projeto Político Pedagógico da unidade escolar pesquisada. Aplicaram-se questionários, com perguntas abertas e fechadas a 10 professores e 30 alunos da escola Etec de Piedade, a fim de captar dados sobre a concepção e a prática dos docentes referentes à cidadania. Por fim, como resultado dessa pesquisa destacam-se as polissemias, as generalidades e as limitações dos sistemas de ensino na organização de elementos imbricados nos processos educativos de qualidade social, assim como as incoerências conceituais documentais, nas concepções e práticas referentes à educação para a cidadania no sentido marxista-gramsciano.
