Previous issue date: 2015-08-12 / Esta dissertação analisa o Programa Crescer Microcrédito Produtivo Orientado, uma política pública de inclusão produtiva, geração de trabalho e renda do Programa Brasil Sem Miséria do Governo Federal. Foi implementada pelo Governo para subsidiar quatro objetivos a serem alcançados para o atendimento do público alvo: dar oportunidade de novos negócios, estimular o empreendedorismo, estimular a bancarização e principalmente fornecer a porta de saída aos programas do Brasil Sem Miséria, priorizado por meio dos microempreendedores individuais, com atenção destacada aos participantes do Cadastro Único do Fome Zero. Esta Política de Microcrédito é subsidiada pelo Tesouro Nacional, com características e critérios específicas para sua concessão estabelecidos pelo Banco Central, apresentado pelo Governo Federal como o passo decisivo para a democratização do Crédito aos microempreendedores. Para fazer tal análise realizamos levantamento bibliográfico e pesquisa de tipologia exploratória referente ao Microcrédito, tratando a pobreza como espaço onde está inserido o público alvo desta política, discutindo o papel do Estado e às Políticas Sociais, entendendo o microcrédito e sua nova proposta por meio do crédito produtivo e orientado. O objetivo é avaliar esta política pública, averiguando a real efetividade da Inclusão Produtiva do micronegócio por meio da orientação oferecida pelos agentes de crédito, o que resultou na constatação da fragilidade do processo instituído pela metodologia de concessão do crédito que esses agentes não concretizam o objetivo do Programa Crescer de Microcrédito Produtivo Orientado pela não obrigatoriedade de capacitação profissional dos mesmos pela Lei do Programa Nacional de Microcrédito Produtivo Orientado. / This dissertation analyzes the Growth Oriented Productive Microcredit Program, a public policy of productive inclusion, creation of jobs and income of Brazil Without Poverty Program of the Federal Government. It was implemented by the Government to subsidize four objectives to be achieved for the target audience of care: give opportunity to new businesses, stimulate entrepreneurship, stimulate banking and mainly provide the exit door to the Brazil Without Poverty programs, prioritized through microentrepreneurs individual, carefully highlighted to the participants of the Single Zero Hunger Register. This microcredit policy is subsidized by the National Treasury, with specific characteristics and criteria for their award established by the Central Bank, presented by the Federal Government as the decisive step towards the democratization of credit to microentrepreneurs. To do such an analysis conducted literature review and exploratory type of research in the Microcredit, treating poverty as a space where the target audience of this policy is set, discussing the role of the State and Social Policies, understanding the micro-credit and its new proposal through production-oriented credit. The objective is to evaluate this public policy, checking the actual effectiveness of the Productive Inclusion of micro business through the guidance offered by loan officers, which resulted in the process of the fragility of verification established by the granting of credit methodology that these agents do not materialize the goal Growing the Productive Microcredit Program Guided by not mandatory professional training of the same by the National Law Program of Oriented Productive Microcredit.

Previous issue date: 2007-08-30 / In the process of consolidation of democracy, many channels have emerged in other to establish a culture of participation of the civil society into management and awareness towards decisions taken about public policy, and among these channels, we may call attention to the Public Policy Management Councils. The presence of these councils points out to a perspective of democracy which cannot be thought without the direct participation of society, leading, in this sense, to the social policies as an action that represents far more than government, public action is expressed as a result of the meeting of the governmental sphere of civil society. It is in this field that the present research is based on, which objective is to demonstrate the educative process that is aligned to the Management Councils, identifying that the social dialogue, established in these Councils, cannot be possible without a process of collective learning. In this sense, the study focused on the Management Councils of Public Policy for Employment, Labor and Income, trying to identify the operation of the elements of this educational process, from the speeches of members, the State Councils of Labor of Alagoas, Sergipe and Bahia, the Municipal Employment Salvador, and Minutes of the Council of State of Alagoas. The process of research showed us that, while these show councils, in practice, the possibility of a State which meeting from Civil Society and Government, as Gramsci understood, also shows evidence of a perspective State that reveals itself in an educational process of learning arising from this meeting, a State focused on education. / No processo de consolidação da democracia, vários canais têm surgido no sentido do estabelecimento de uma cultura de participação da sociedade civil na gestão e na tomada de decisão acerca das políticas públicas, e dentre esses canais, poderemos citar os Conselhos Gestores de Políticas Públicas. A presença desses Conselhos demarca uma perspectiva de democracia que não pode ser pensada sem a participação direta da sociedade, apontando assim para as políticas sociais, como uma ação que, muito mais do que governamental, se traduz enquanto ação pública, resultado do encontro da esfera governamental com a esfera da sociedade civil. É neste universo que se estrutura o presente estudo, o qual objetivou demonstrar o processo educativo que perpassa aos Conselhos Gestores, identificando que o Diálogo Social, estabelecido nesses conselhos, não pode prescindir de um processo de aprendizagem coletiva. Nesse sentido, o estudo então focalizou os Conselhos Gestores da Política Pública de Emprego, Trabalho e Renda, procurando identificar no funcionamento dos mesmos, os elementos que compõem esse processo educativo, a partir das falas de conselheiros, dos Conselhos Estaduais do Trabalho de Alagoas, Sergipe e Bahia, da Comissão Municipal de Emprego de Salvador, e das Atas do Conselho Estadual de Alagoas. O processo de investigação nos mostrou que, ao mesmo tempo em que esses Conselhos demonstram, de forma concreta, a possibilidade de um Estado que se constitui a partir do encontro da Sociedade Civil e do Governo, como entendia Gramsci, também apresentam indícios de uma perspectiva de Estado se revela num processo educativo de aprendizagens oriundas desse encontro, um Estado Educador.

Fin de vie active des travailleurs canadiens : une analyse des départs d’emploi de carrière et des emplois de transition selon l’industrie, 1993-2010Charbonneau, Patrick 10 1900 (has links)
Avec la vague des départs à la retraite amorcée par la génération des baby-boomers, le marché du travail canadien traversera inéluctablement une période de transition. Le vide laissé par ces départs obligera de nombreuses industries à réajuster leur tir afin de ne pas être secouées par de trop fortes turbulences. À cet effet, l’impact des retraites n’aura pas la même ampleur pour chacune des branches d’activité. S’appuyant sur les données longitudinales de l’Enquête sur la dynamique du travail et du revenu de 1993 à 2010, cette recherche analyse les tendances au fil du temps et entre les industries en regard des départs d’emploi de carrière. Une attention particulière est aussi portée aux emplois de transition selon le secteur d’activité, afin de déterminer si cette pratique peut amoindrir les répercussions des départs d’emploi de carrière.
Les résultats montrent que l’intensité des départs d’emploi de carrière s’accroit au cours de la période considérée et que d’importantes variations existent entre les travailleurs des diverses catégories d’industries examinées. L’industrie des services professionnels, scientifiques et techniques affiche la plus faible proportion de travailleurs ayant quitté un emploi de carrière (26 %). À l’autre extrémité du spectre, les travailleurs du secteur de l’hébergement et des services de restauration présentent la plus forte probabilité d’effectuer un départ d’emploi de carrière (47 %). Au chapitre des emplois de transition, les travailleurs en provenance l’industrie de la construction montrent la plus forte propension à oeuvrer au sein d’un tel type d’emploi. Si certaines industries se démarquent des autres, cela s’explique surtout en raison du comportement différentiel des travailleurs les plus âgés (55 à 64 ans). / With the Baby-boom generation entering upon a retirement wave, the Canadian labour force will ineluctably go through a transition period. Those departures will leave a vacuum that will force many industries to readjust in order to avoid heavy turbulences. The impact of the retirement wave will not have the same impact for each of the industries. Using longitudinal data from the Survey of Labour and Income Dynamics for years 1993 to 2010, this study analyzes trends over time and across industries regarding workers leaving a career job. A particular attention will also be paid to bridge jobs by industry, in order to determine if this type of work may lessen the effects of the loss of many career jobs.
The results show that workers are increasingly leaving career jobs during the period under review and that considerable variations exist between workers of various industries. The industry of Professional, Scientific and Technical Services shows the smallest proportion of workers that have left a career job (26%). Conversely, the highest probability of leaving a career job was recorded among workers of the Accommodation and Food Services industry (47%). Regarding bridge jobs, workers coming from the Construction industry have the greatest propensity to start such a type of work after leaving a career job. If some industries stand out from all the others, this is largely attributable to the distinct behaviour of the eldest workers (55 to 64 years old).
