Economic cycle has significantly affected the national as well as the international labour market and has caused increased unemployment which primarily concerns endangered groups of people on the labour market. This Thesis is based on the hypothesis that persons older than 50 years are more prone to be socially excluded due to long-term unemployment and a more complex return to job than younger groups of people. With respect to the continuous aging population and prolongation of retirement age, it is necessary to analyse the obstacles and options leading to longer job engagement. The theoretical part of the Thesis characterises the labour market and its imperfections using a descriptive method. In the analytical part, effectiveness and purposefulness of the tool of active employment politics in Jindřichův Hradec are investigated. Evaluation of the analysis follows. The major aim of this Diploma Thesis is to identify the status of the social group in question in the Czech labour market via secondary analysis and also to evaluate to what extend active employment politics contributes to such a status in the regional labour market in Jindřichův Hradec.

Labour market status and well-being during the Great Recession : a changing relationship?

This thesis investigates the relationship between labour market statuses and well-being in the UK working age population, and the moderating role of the Great Recession. Research on the relationship between labour market statuses and well-being outcomes identifies negative associations with unemployment and economic inactivity. These findings are typically presented as independent of macroeconomic conditions, but to what extent does this assumption hold? The central proposition of this thesis, is that economic crises moderate the way in which labour market statuses affect well-being, thereby changing the value of statuses, not just their prevalence. The main research question addressed is ‘for the UK working age population, to what extent did labour market and employment statuses contribute to the greater or lesser effects of the economic crisis (2007/8–2011) on well-being, compared to the pre-recession ‘boom’ period (2003/4–2006/7)?’I make use of a national panel data series from the British Household Panel Survey and Understanding Society. Firstly, after critiquing the reliance on subjective well-being (SWB) measures, confirmatory factor analysis is used to develop a measure of positive psychological health, representing a single dimension of well-being. This is then compared to a measure of SWB in a series of latent growth models to investigate individual trajectories over the study period. Secondly, multilevel models are used to estimate the relationship between five labour market and employment statuses and positive psychological health, comparing the pre-recession and recession periods. Finally, a dynamic structural equation modelling approach is used to investigate selection and causation in the relationship between labour market status and positive psychological health. Aggregate positive psychological health was associated with a recession period decline, in contrast to SWB which remained stable. Labour market statuses were found to moderate the impact of recession. People who were economically inactive were associated with the largest declines in positive psychological health during the recession period, compared to the pre-recession period, followed by those in standard employment. In contrast, the relationship between non-standard employment and unemployment and positive psychological health remained constant over time. Finally, despite evidence of selection into labour market statuses, the findings show a strong causal impact of statuses on positive psychological health. The findings provide a different take on those hardest hit by recession, showing that some of the most vulnerable to low psychological health were most exposed to the impact of recession by virtue of their labour market status. The protective value of standard employment was also diminished relatively. Evidence in favour of a causal interpretation suggests policy makers should use employment and welfare policy to prevent an accumulation of welfare issues.

Analýza účinnosti aktivní politiky zaměstnanosti na nezaměstnanost v Ústeckém kraji / Analysis of the effectiveness of active labor market policies on unemployment in the Usti region

The active employment policy belongs to main means solving problems of unemployment. This dissertation concentrates on active employment policy and analyses it by an example of Ústí region. Its main aim is to determine whether the implements used in active employment policy are purposeful and effective in decreasing of unemployment rate in Ústí region, using methods of induction and abstraction,analysis of statistical data. The dissertatioun evaluates the period after 2000. The dissertation is divided into theoretical and practical parts. The theoretical part describes labour market, unemployment and employment policy. There are described other implements used to fight the unemployment in some European countries. There is a description of European social fund that gives the financial support to some implements and projects concerning active employment policy. In the analytical part there is a brief socioeconomical analysis of Ústí region, and the analysis of unemployment describing its developmemt since 1990s in Ústí region and in the Czech Republic. The structure of applicants for job is described out of various viewpoints. On the basis of these data we find out which groups of people have the greatest participation in unemployment and should be the target group of active employment policy. The main part of the dissertation is the analysis of active employment policy, its financing, analysis of implements and some completed projects that had been concentrated on threatened groups of job applicants. On the basis of these results we try to say whether the active employment policy in Ústí region has an effect on decreasing the number of unemployed. At the end there are some suggestions and possible solutions of the problem in Ústí region in following years.

The dissertation "The Factors of Social Exclusion on the Labour Market" is aimed on groups of people who have for some reason complicated access to the labour market - women, elder people, people with disabilities, Roma people, foreigners, and partly on disintegrated persons (particularly people after imprisonment). It discourses their position on the Czech labour market and describes problems they often face. That is especially low rate of employment and lack of appropriate jobs. There are mentioned measure proposals that could improve the situation of people excluded from the labour market, and the European Union policy in this sector too. Attention is also contributed to the concept of social exclusion, dimensions and mechanisms of social exclusion and social inclusion. The dissertation refers to the labour market and factors influencing the labour market margination, law regulations of discrimination on the labour market (in the Czech Republic and the European Union).

The main topic of this paper is retraining as one of tools of unemployment solution and evaluation of effectivity of this instrument with regional extent at Decin county. The efficiency is surveyed as a linear relation between the skill-wise orientation of the training course and ability to gain a new job of the training attendants. The purpose of this analysis is to evaluate the most effective types of retraining in the district, the time interval of deleting of the job applicant from the register included. As a part of this work is evaluation of quality of the retraining course provided by its attendants and as well as their judgement of contribution of this program for following career development. I have used relevant data from information system of the Labour office, private files of the retraining attendants and questionaries from addressed respondents. Retraing is here considered not only bare remedy of the Active Labour Market Policy, but as well as one of significant elements of whole-life education. The thesis "Analysis of the influence of demographic development on employment and employment policy of elderly people in the Czech republic" focuses on the specific position of elderly people in the labour market. In the event of redundancy, they tend to be under threat of long- term unemployment more often and to a greater extent than other groups in the labour market. The thesis describes in detail the current state of employment of elderly people in the Czech Republic and the European Union with respect to demographic trends, which - in addition to other consequences - also have a strong impact on the labour market. The aim of the thesis is to determine the main obstacles preventing greater involvement of elderly people in the labour market in the Czech Republic, and the direction employment policy should take in order to achieve greater efficiency. The purpose of this diploma thesis is to describe the influence of the European Union and especially the European employment strategy on the active employment policy in the Czech Republic. The thesis follows the development of the employment policy in both European Union and the Czech Republic. One part of the thesis is devoted to the pre-accession period and the other is concerned with the period after the Czech Republic has become a valid member of the EU. There were applied two theoretical concepts in the analysis of the European Union's influence on the Czech employment policy: social network theory and the concept of policy transfer. There are pointed out the changes that happened in both periods. The motivation of both parties to accept and implement the changes and to influence or to be influenced is described. The aim of this thesis is to prove that the Czech Republic has been influenced and to show the aspects of the influence: where, why and by whom.
