This work is focused at the unemployment analysis in Prachatice and Čestký Krumlov districts in 2010 and considering of the locality impact on active labour market policy efficiency. The work should provide comprehensive view of ways and possibilities to solve unemployment at local labour markets. It should examine suitability of used tools of active labour market policy for particular groups of job applicants and confirm their importance for unemployment cutting, mainly at monitored groups of job applicants which are most endangered in labour market.

This paper takes it points of departure in a gender equality perspective and the perceived paradox between the governmental labour market policy and family policy. The first policy area has the aim to put people to work, whereas the other introduces a reform, vårdnadsbidraget, that point in the opposite direction. Which are the problem representations within the two policy areas and are the problem representations concordant or contradictive? From a constructivist perspective, langue is closely related to power through defining and ascribing meaning to reality. Drawing on political documents, speeches and articles formulated within the government, this paper analyzes problem representations through the use of discourse analysis and feminist political theory. The main conclusion of this paper is that there are contradictions within the problem representations, both within and between the two policy areas. The most significant contradiction is that gender equality within labour market policy is formulated around the individual, whilst in family politics it is based on the family as a unit.

The Czech economic transition started in the beginning of nineties, coming with a number of changes to tore down the dogma of socialist methods not only in the labour force allocation. The most important contribution of this thesis is to reflect these changes by using the empirical testing of selected models and commonly available statistical indicators. The thesis investigates the development of the labour market in the Czech Republic at a critical period of reform in the last decade of the twentieth century. In addition to the main objective the work focuses also on the identification of causal relationships between indicators and critically assesses them. In conclusion of the thesis are summarized the most important changes that created the Czech labour market during the reporting period, the success of the Czech economic transformation is valorised in the context of other countries in the region with similar experiences. The work is primarily based on academic economic literature and analyses of officially published statistical indicators.

The diploma thesis "The Labour Market in the European Union" evaluates the developments of the labour market in the European Union and the mechanisms of the European Union's employment policy in the period of 2000-2010. The theoretical definitions of the main labour market categories and three major macroeconomic models are explained in the first chapter. The second part provides comparative analysis of them member states based on selected labour market indicators -- employment, unemployment, labour productivity and costs and labour market policy The third chapter investigates in the activities of the European Union in the area of employment policy and more closely focuses on the European Employment Strategy, its guidelines and influence on member states policy setting. The chapter closes with the overview of the financial resources activated by the EU to support employment in response to the financial crisis.

The active employment policy belongs to main means solving problems of unemployment. This dissertation concentrates on active employment policy and analyses it by an example of Ústí region. Its main aim is to determine whether the implements used in active employment policy are purposeful and effective in decreasing of unemployment rate in Ústí region, using methods of induction and abstraction,analysis of statistical data. The dissertatioun evaluates the period after 2000. The dissertation is divided into theoretical and practical parts. The theoretical part describes labour market, unemployment and employment policy. There are described other implements used to fight the unemployment in some European countries. There is a description of European social fund that gives the financial support to some implements and projects concerning active employment policy. In the analytical part there is a brief socioeconomical analysis of Ústí region, and the analysis of unemployment describing its developmemt since 1990s in Ústí region and in the Czech Republic. The structure of applicants for job is described out of various viewpoints. On the basis of these data we find out which groups of people have the greatest participation in unemployment and should be the target group of active employment policy. The main part of the dissertation is the analysis of active employment policy, its financing, analysis of implements and some completed projects that had been concentrated on threatened groups of job applicants. On the basis of these results we try to say whether the active employment policy in Ústí region has an effect on decreasing the number of unemployed. At the end there are some suggestions and possible solutions of the problem in Ústí region in following years.

"Alla som kan jobba ska jobba" : En intervjustudie om aktiveringskravens stöd- och kontrollfunktioner samt dess effekter på deltagarnas handlingsutrymme

Den föreliggande studiens syfte har varit att undersöka hur socialarbetare på myndighet och verkställande verksamhet jobbar med implementeringen av aktiveringsinsatser. Detta med fokus på hur aktiveringsprocessen påverkar deltagarnas handlingsutrymme. Studien har genomförts med hjälp av semistrukturerade intervjuer och analyserades utifrån tematisk tolkning. Resultatet av intervjumaterialet har tolkats genom Habermas och Lipskys teoretiska perspektiv. Studiens resultat visar två huvudsakliga teman som påverkar deltagarnas handlingsutrymme. Aktiveringsprocessen med sina stöd- och kontrollfunktioner begränsar deltagarnas handlingsutrymme. Resurseffektivitet märks i intervjumaterialet som ett ledande styrmedel i processen, detta i kontrast till andra värden. Socialarbetarnas relation till deltagarna påverkar på både direkta och subtila sätt deltagarnas handlingsutrymme, dels möjliggörande men mest begränsande. Resultatet visar att relationen påverkas av social kontext, normer och de ramar socialarbetarna och deltagarna måste arbeta inom. Resultatet i studien bekräftar tidigare studier att deltagare i aktiveringsprocessen har begränsat handlingsutrymme. / The aim of the present study has been to examine how social workers at government and executive organizations work with the implementation of activation efforts. This focuses on how the activation process affects the participants’ capacity for action. The study was conducted using semi-structured interviews and analyzed based on thematic interpretation. The results of the interview material have been interpreted through Habermas’ and Lipsky’s theoretical perspectives. The study results show two main themes that affect the participants’ capacity for action. The activation process with its support and control functions limits the participants’ capacity for action. Resource efficiency is noticed in the interview material as an instrument value in the process, in contrast to other values. The social workers’ relationship with the participants affects the participants’ capacity for action in both direct and subtle ways, partly enabling but mostly limiting. The result shows that the relationship is influenced by social context, norms and the frameworks that social workers and participants must work within. The results of the study confirm previous studies that participants in the activation process have limited scope for action.
