This thesis addresses the conditions experienced by a farm working community living on Meerlust Bosbou in the Cape Winelands, Western Cape. The programme includes a winery, a restaurant, tasting room, exhibition hall, therapy rooms, digital library, daycare centre, greenhouse and laboratories, extensive programmed public space, an outdoor gym as well as a future housing scheme. This programme enables the community to reconnect to their land, heritage and traditions. The benefits of designing the building as a form of ‘living machine’, where nature and building begin to blur were examined as a means of providing these reconnections. This methodology ensures a mutually beneficial relationship between man and nature, rather than an unbalanced dependency and impact on the land. This intervention will enable the preservation of heritage, endangered fynbos species, the education and up-skilling of community members and visitors and reestablishing a sense of place for the present community, and securing a stable future for future generations.

Thesis (M. Dev) --University of Limpopo, 2011 / The struggle for land ownership in South Africa continues despite the successful democratic dispensation. Among other apartheid legacies, the new South Africa inherited a highly skewed land ownership pattern based on racial inequalities of the apartheid regimes stemming from the colonial era. The new government introduced a comprehensive land reform programme, aimed at a non-racial distribution of land. The land reform programme consists of three subprogrammes namely redistribution, restitution and land tenure reform. Equity - share schemes are types of land reform, through which previously disadvantaged and landless people can pool their resources to engage in agricultural and other land-related production activities with white commercial farmers, corporations or sectors of government. A critical question has centered on whether equity-share schemes can- and - do really result in redistribution of power and resources. Most of the research work already done on equityshare schemes focused much on investigating their social and political aspects, leaving much attention on their financial performance. This research investigated the financial performance of equity-share schemes using a recognized set of financial indicators. As an additional input to the research, the study investigated perceptions of the scheme’s general performance based on empowerment of farm workers, gender equity, decision making or power relations and tenure security. A combination of both quantitative and qualitative methodologies was used to answer key questions of the study. These involved obtaining quantitative data from balance sheets and income statements as well as holding meetings with management committee and beneficiaries.

The development of a methodology to evaluate business plans for land reform projects in the Western Cape with special emphasis on LRAD grant supported projects

Thesis (MDF)--University of Stellenbosch, 2011. / ENGLISH ABSTRACT: The main purpose of this study was to develop a methodology to evaluate business plans which support governmental grants to emerging farmers in the Winelands area of the Western Cape. The study focuses primarily on two types of emerging farmer groups namely (i) farm equity groups and (ii) individual farmers (less than 10 members per farm). Empowering disadvantaged people is exceedingly complex, therefore it is of paramount importance to compile a detailed and comprehensive business plan based on a proper feasibility study. If a project is not feasible on paper it will rarely succeed in practice. Four LRAD business plans per group were evaluated and have been scored against a contents list, which was compiled from an ideal farm business plan. This was followed up with a questionnaire to evaluate the current situation on the farms and to test the understanding of the business plan and its elements with the beneficiaries. There is a clear distinction in the quality of business plans between the equity scheme land reform models and individual farmer’s business plans. The quality of the equity farmer’s business plan was in most cases around 25 percent better compared to those of the individual farmers. The result of the study shows that there is a direct link between the quality of the business plan and the sustainability of the projects. Lower scored individual farmer projects under review, struggle to stay afloat with a weak cash flow as their main drawback. On the other hand the better scored equity scheme projects are much more sustainable; however more focus needs to be placed on developing the shareholders in the understanding of the financial side and land ownership principals. The author is of the opinion that only feasible projects must receive grant funding and this should be supported by good mentorship policies from government. South Africa can no longer afford “social business plans” in the land reform process; there is a need for sound farm business plans as a very important first step to feasible and sustainable farming ventures. The methodology developed in this study could become a valuable tool for government departments for directly measuring the quality of business plans and thereby indirectly the feasibility of land reform projects. / AFRIKAANSE OPSOMMING: Die hoofdoel van hierdie studie was om 'n metodiek te ontwikkel waarmee plaas besigheidsplanne geёalueer kan word vir die aansoek van skenkings (“grant”) fondse vir opkomende boere in die Kaapse Wynlandarea. Die studie fokus hoofsaaklik op twee tipes groepe, naamlik (i) plaas aandele skema groepe en (ii) individuele boere (minder as 10 lede per plaas). Die bemagtiging van opkomende boere is baie kompleks, daarom is dit baie belangrik om 'n gedetailleerde en omvattende besigheidsplan, gegrond op' n behoorlike ondersoek na die haalbaarheid, daar te stel. As 'n projek op papier nie haalbaar is nie, gaan dit nie sommer suksesvol wees in die praktyk nie. Vier LRAD besigheidsplanne per groep is geëvalueer teen 'n inhoudslys wat vanaf ‘n ideale plaas besigheidsplan saamgestel is. Dit is opgevolg met 'n vraelys om die huidige situasie op die plase te evalueer en die begrip van die besigheidsplan en sy elemente te toets. ‘n Duidelike kwaliteits verskil kan gesien word tussen die aandeel skema boere -en individuele boere se besigheidsplanne. Die gehalte van die aandeel skema boere se planne was in die meeste gevalle ongeveer 25 persent beter as dié van die individuele boere. Die studie kan 'n direkte lyn trek tussen die besigheidsplan inligting en die volhoubaarheid van die projekte. Die individuele boere- projekte onder oorsig sukkel om kop bo water te hou met 'n swak kontantvloei as hulle belangrikste nadeel. Aan die ander kant, is die aandeleskema projekte baie meer volhoubaar, maar meer fokus moet geplaas word op die ontwikkeling van die aandeelhouers se begrip van die finansiële kant van die boerdery asook eienaarskap op die plaas. Die tyd het aangebreek dat slegs haalbare projekte befonds moet word en dat die regering hierdie projekte moet ondersteun met goeie mentorskap beleid. Daar is nie meer plek vir "sosiale besigheids planne" in die Suid-Afrikaanse grondhervormingsproses nie. Goeie werkbare plaas besigheidsplanne is nodig as 'n baie belangrike eerste stap om volhoubare boerdery ondernemings daar te stel. Hierdie studie is 'n waardevolle hulpmiddel in die regering se hand vir die evaluering van besigheidsplanne van grondhervormings projekte.

The impact of employment equity legislation on land reform delivery within the provincial land reform office of the department of rural development and land reform in the Western Cape

Thesis (MTech (Public Management))--Cape Peninsula University of Technology, 2011. / The main objective of this research was to evaluate the impact of Employment Equity Legislation on land reform delivery within the Provincial Land Reform Office of the Department of Rural Development and Land Reform in the Western Cape Province. In order to achieve this goal the researcher conducted a literature search of relevant books, journal articles, academic papers, news paper articles, legislation and subordinate legislation, policy documents, official reports, other applicable published and unpublished research materials. In conjunction with the literature search, the researcher developed a survey questionnaire to establish whether employment equity legislation does have a negative impact on land reform delivery within the provincial land reform office in the Western Cape. The survey was conducted arnonqst 60 employees within the Provincial Land Reform Office in Cape Town, including the District Offices of the Provincial Office. Fifty four (54) responses were used in the analysis, which represent a 90% rate of return. Based on the findings of the literature study and the empirical survey, 51.9% respondents' are of the opinion that the implementation of employment equity legislation does have a negative impact on land reform delivery within the provincial land reform office of the Western Cape. The researcher recommends that the department should consider using provincial demographics when employing staff within its provincial offices to ensure a more stable workforce. This is a true reflection of the responses as the majority of the respondents (81.5 %) agreed that Employment Equity (EE) targets should be based on provincial demographics rather than national demographics, whilst 13% of the respondents disagreed with this statement. Seventy seven comma eight percent (77.8 %) of the respondents also agreed that EE should reflect the target market being served. This will go a long way to foster good employer - employee relationships.

Alternative land uses to forestry in the Western Cape : a case study of La Motte plantation

Thesis (MSc)--Stellenbosch University, 2003. / ENGLISH ABSTRACT: The South African government started the restructuring process of the state’s forest assets in 1998. The privatisation process includes all the assets of the South African Forestry Company (SAFCOL) and half of the former homelands’ 150 000 hectares of forest. In August 2000 SAFCOL released their “Operational Plan for Implementing Exit from Forestry in the Southem-Cape Portion of the Western Cape Region”. This plan identified only major land uses (agriculture, forestry, and conservation). A more detailed and intensive land evaluation study was required to specify land utilisation types that are tailor-made to each land unit of the study area. The main intention of this research study is to develop a more detailed evaluation process that elaborates on the land uses proposed by SAFCOL, which is site-specific in terms of the type of agricultural system to be used on specific areas, or the type of indigenous vegetation to be restored in conservation areas. La Motte plantation was taken as the case study and the SAFCOL digital database for the study area was used as the input data. The Automated Land Evaluation System (ALES) was the computer software package used to build the expert system to evaluate land according to the method presented in the FAO 1976 report. The ALES model built in this research study had 15 decision trees (one per land utilisation type) resulting in a total of 1678 branches, which relate land characteristics to severity levels of land qualities. During the computation of an evaluation ALES attempts to place each map unit into one of the four severity levels of land qualities within each landutilisation type. Physical suitability of each land unit for each land utilisation type was determined by the maximum limitation method. ALES is not a GIS and does not by itself display maps. The evaluation result matrix was exported into ArcMap for further optimisation and geographical analysis to enable the spatial representation of the results. After completion, taking into account the theoretical background, optimal terrain units were identified for the different land uses considered and the results are presented as tables and maps. Fynbos is the most suitable alternative land use for the study area followed by Pears, Sauvignon Blanc and Chardonnay vines. Pinotage, Shiraz, Cabernet Sauvignon and Cabernet Franc vines were least suitable as alternatives. The study found that the SAFCOL’s database is not sufficient to meet the requirements of a detailed site-specific land evaluation process. The polygon attribute table of the soil coverage only provided a subset of the land characteristics necessary to build and run the model. Data fields like soil form, depth, drainage, wetness, terrain type, aspect and climatic information had to be created because most of the data provided were in a non-digital form. The database was not complete and more precise data are needed to improve the system. / AFRIKAANSE OPSOMMING: Die Suid-Afrikaanse regering het in 1998 met die herstruktureringsproses van die bosboubates van die Staat begin. Die privatiseringsproses het al die bates van die Suid-Afrikaanse Bosboumaatskappy (SAFCOL) en die helfte van die vorige tuislande se 150 000 hektaar ingesluit. In Augustus 2000 het SAFCOL sy Operasionale Plan vrygestel vir die implementering van sy onttrekkingsprogram van bosbou uit die Suid-Kaap gedeelte van die Weskaap-streek. Hierdie plan het slegs die hoof landgebruike geidentifiseer, bv. landbou, bosbou en natuurbewaring. ‘n Meer gedetaileerde en intensiewe grondgebruikstudie was nodig om geskikte gebruikstipes te identifiseer wat optimale altematiewe gebruike spesifiseer vir elke landeenheid in die studie-area. Die hoofdoel van hierdie navorsingstudie is om ‘n meer gedetaileerde proses te ontwikkel ter uitbreiding van die altematiewe landgebruike wat deur SAFCOL voorgestel was. Hierdie voorstel moet meer ligging-spesifiek wees in terme van die tipe landbougewas of die tipe inheemse plantegroei wat in natuurbewaringsgebiede gevestig moet word. Die La Motte-plantasie is as voorbeeld gebruik om hierdie gevalle-studie te doen en die inligting is vanaf die SAFCOL digitale databasis verkry. Die rekenaar sagteware-pakket wat gebruik is om die land-evalueringstelsel te bou, is die “Automated Land Evaluation System” (ALES). Dit berus op die metode wat in die verslag van die FAO in 1976 voorgestel is. Fynbos is die mees geskikte altematiewe landgebruik vir die studiegebied gevolg deur Pere, Sauvignon Blanc en Chardonnay wingerde. Pinotage, Shiraz, Cabernet Sauvignon en Cabernet Franc wingerde is minder geskikte altematiewe. Die studie het bevind dat die SAFCOL databasis nie voldoende was om aan die vereistes van ‘n gedetaileerde liggingspesifieke landevalueringsproses te voldoen nie. Die poligoon-attribuuttabel van die grondoorleg het net ‘n subversameling van die landeienskappe verskaf wat benodig was om die model te bou en uit te voer. Datavelde soos grondvorm, diepte, dreinering, vogtigheid, terreintipe, hellingrigting en klimaatinligting moes geskep word, omdat meeste van die data wat verskaf is nie in ‘n digitale vorm beskikbaar was nie. Die databasis was nie volledig nie en meer presiese data word benodig om die stelsel verder te verbeter.
