understand what factors have allowed them to build a thriving land reform project in a terrain
riddled with dysfunctional community property institutions and under-utilised land. The case of
the neighbouring Gayede Trust, with a shared history, is used as a secondary case for
comparison. The research considers what factors contribute to effective communal property
management, as well as the role of government, the traditional authority, and commercial
partners in contributing to or hindering success. It also explores what factors have allowed for
alleged co-option of resources by elites, and the role of corruption and mismanagement by
government in jeopardising the community’s success. Finally, it discusses the importance of
accountability from both the top-down and bottom-up if land reform is to avoid ongoing

Effect of land restitution programme on households' food security in Limpopo Province of South Africa : a case study of Waterberg DistrictMantsho, Stephen Mozindo January 2018 (has links)

Agriculture (Agricultural Economics)) -- University of Limpopo, 2018 / The Land Restitution Programme was designed to assist farmers through support for infrastructure, marketing, finance and extension services. This initiative was intended to support job creation, food security and support agricultural growth. Nevertheless, poverty and food insecurity have profound implications for health and welfare. However, household dietary diversity score has long been recognized by nutritionists as a key element of high-quality diets.
This study examined the effects of the land restitution on households’ food security in Waterberg district. The objectives of this study were to profile households’ socioeconomic/ demographic characteristics, assess the food security status of land restitution beneficiaries and non-beneficiaries, examine the effects of Land Restitution Programme on food security and investigate the challenges faced by smallholder farmers in accessing land and other inputs for agricultural purposes in Waterberg district. Primary data was collected from 110 smallholder farmers using purposive and random sampling techniques. Dietary diversity score was used to assess the food security status of land restitution beneficiaries and non-beneficiaries while logistic regression model was used to examine the effect of Land Restitution Programme on their food security status.
The results of dietary diversity score revealed that 70% of the households were food secure while 30% of the households are food insecure. The age of the household head, access to the market and land size were found to be positively significant at 10% level while beneficiary status was found to be positively related to food security status and significant at 5% level. Variables which were found positively significant at 1% level are gender of the household head, off-farm income and access to credit. Problems affecting households differs from lack of access to credit facilities to lack of grazing land.
Based on the findings the study recommends prioritisation of women agricultural projects; diversification of income; provision of smallholder credit facilities in rural areas and provision land to farmers so that they increase their production which give them an advantage to become food secure.

Thesis (MBA) -- University of Limpopo, 2008 / Land reform is divided into three sub-programmes, which are redistribution programmes, restitution and tenure reform. The redistribution programme consists of Land Redistribution for Agricultural Development settlement and non-agricultural enterprises. Land Redistribution for Agricultural Development programme was established to redress the imbalances of land owners aroused from the previous government and its policies.
A person who qualifies to purchase farms through the Land Redistribution for Agricultural Development programme is a previously disadvantaged person, that is, an African, Coloured and Indian. If a person belongs to a previously disadvantaged group and that particular person works for the government he/she does not qualify to be funded by the Land Redistribution for Agricultural Development programme.
The National Department of Agriculture introduced a new programme called the Comprehensive Agricultural Support Programme. The primary aim of the Comprehensive Agricultural Support Programme is to make provision for agricultural support to targeted beneficiaries of the land reform and agrarian reform programme.
This dissertation proposed an investigation of the success factors of Comprehensive agricultural Support programme on the farms allocated under the Land redistribution for Agricultural Development in the Waterberg District of the Limpopo Province.
The objectives of study were:
i. To determine factors influencing the success of the Comprehensive Agricultural Support Programme projects on farms allocated under the Land Redistribution for Agricultural Development farms
ii. To suggest recommendations for the improvement of the implementation of the Comprehensive Agricultural Support Programme.

A case study approach was used to investigate the Comprehensive Agricultural Support Programme funded projects. Personal interview questions were posed to participants who were the farmers who receiving the Comprehensive Agricultural Support Programme grant and managers who were managing the Land Redistribution for Agricultural Development farms. Open-ended questionnaires were used to collect data and four farms allocated under Land Redistribution for Agricultural Development funded by the Comprehensive Agricultural Support Programme and four municipal managers in the Waterberg District of the Limpopo Province were interviewed. The qualitative approach was used to process the data
The chapter layouts of this research are as follows: Chapter 1: Problem Statement, Aims and Objectives of the Study, Chapter 2: Literature Survey, Chapter 3: Research Design, Chapter 4: Analysis of Data and Interpretation, and Chapter 5: Recommendations and Conclusion.
The analysis of the data revealed that Comprehensive Agricultural Support Programme is a success on the farms allocated under the Land redistribution for Agricultural Development in the Waterberg District of the Limpopo Province.

With the introduction of a new government in South Africa in 1994, the country embarked on a programme of land reform, and currently the process of dealing with the issues of Land Redistribution, Land Restitution and Tenure Reform is underway.
Sound land administration is crucial to the Land Reform programme, and to future peace in the country. Such land administration requires a range of role players with varying levels of education. Also in the field of education the country saw a complete break away from the system of content-based education and competency based training, to one of
outcomes-based education and training. The introduction of this new educational dispensation is overseen by the South African Qualifications Authority (SAQA), who is in the process of ensuring the smooth implementation of the National Qualifications Framework (NQF) into all aspects of learning in South Africa. The purpose of the NQF in the broad sense is to provide for the registration of nationally and internationally recognised qualifications on all levels in an integrated system, in
order to facilitate access to and provide mobility in education and training. The NQF is designed to develop learning that is relevant to the needs of industry, the individual and the economy, but also to be dynamic and able to adapt quickly to changing circumstances. It therefore is providing South African educators with new challenges in the field of Outcomes-Based Education and training. One of the methods available to identify appropriate learner outcomes to meet the above requirements is the DACUM method, which works on the premise that expert workers are better able to describe/define their job than anyone else. The DACUM method is a proven way of arriving at relevant outcomes, which is the starting point in the curriculum development process as used in outcomes-based education and training programmes. In this thesis the DACUM model is tested as a tOGI for
designing relevant outcomes, and such outcomes are modified in accordance with outcomes in practices in existing programmes in land administration in SouthernAnother important component in designing learning outcomes is to ensure that appropriate embedded knowledge is identified in order to avoid that learning
becomes mechanistic without learners mastering necessary content. In this thesis a body of general knowledge has been compiled which can inform the curriculum developer on relevant embedded knowledge when designing learning units in Land
Administration. This body of knowledge includes land related historical issues in South Africa as well as Australia and the USA, Government Policies and Legislation dealing with Land Reform. Finally some learning units in one of the fields in land administration were developed. In making the choice of which field, care was taken to identify one which will span a range of NQF levels, and the choice fell on the adjudication of land rights, which proved to have relevant learning on every NQF level from Level 3 to Level 7. To achieve this the writer had to interview a number of stakeholders and compile a body of knowledge specific to adjudication. Care was taken to develop elements, which could be used by the Standards Generating Body (SGB) in Surveying in designing Unit Standards, as well as by educators in Higher and Further Education. This study is centred on the challenges of land tenure reforms in South Africa taking a case study of the labour tenants in KwaZulu-Natal between 1996 and 2009. The study uses narrative policy analysis as a framework for understanding these challenges. Of course, the challenges around the tenure reforms cannot be discussed in isolation from the land owners and the government. Voices of the labour tenants, farmers, government and civil society are heard in this study. This study shows how policy change comes about and how instrumental stories are in bringing about change. It also specifically looked at the factors that lead to policy change. The measures put in place to bring about the needed policy change and finally the procedures and condition advanced to secure this new change in policy were examined.
The study focuses on a redistributive policy, as it looks at policy transition from one regime, in which a certain group of people was disadvantaged in terms of ownership, to the next, where the previously disadvantaged are being uplifted. Stories in this study are used to show how and why change occurs in policy arenas. The study used qualitative methodology to obtain the information that was needed to answer the research question. Documents were used to source this information, which was in the form of workshop minutes, reported complaints, government legislation and policy documents such as the Labour Tenant Act No.3 of 1996, the Constitution of the Republic of South Africa, the Green Paper and the White Paper on South African Land Policy. Other documents included a report on independent research done on the relationships between farmers and labour tenants on farms in KwaZulu-Natal and the various land and agrarian reports.
This study unearths the challenges of land tenure reforms in South Africa, through a narrative policy analysis technique. The study used the narratives to gain a better understanding of the policy; the story of the government in the form of the legislation enacted relating to land and the story of the people as recipients of the policy. The Labour Tenant Act No.3 of 1996 is used as the main document of reference and Association for Rural Advancement (AFRA) as the voice of civil society, not only as a source of information. In this study the voices of AFRA, labour tenants and farmers are collectively referred to as the people‟s voice.
KwaZulu-Natal was used as a case study due to the high rate of labour tenants in the province as well as its history of the land conflict. The study in its final chapter refers to the difficulty of managing redistributive policies such as land reform. Despite the challenges of the

In some parts of the African continent, colonialist left a long time ago but the legacy they left
exist to this day. In one way or the other they ensured that their legacy lives on even beyond
independence of the African people. This is the case also in Southern Africa and particularly in
South Africa. The legacy of white settlers who came into the country in the early colonial days is
still evident in the characteristics of the contemporary South African society. The racially skewed
distribution of land started centuries ago and up until today, such disproportionate in land
distribution has not been corrected. At the end of apartheid, the newly elected democratic
government placed on top of its agenda the issue of addressing the land question. Land reform
programme was drawn and deadlines for achieving certain goals were set. But since then, land
reform has been slow and fallen short of its targets. Main contributors to the slow progress of
land reform were the policies and mechanism with which the government seeks to implement the
programme and achieve its objectives. There has been a plethora of laws enacted with the aim of
improving the implementation of the land reform programme in South Africa, but progress has
remained slow. Many questions and concerns have been raised as to whether land reform is
necessary or not in a democratic South Africa. This thesis argues that land reform is indeed
necessary if South Africa is interested in rectifying the injustices and the inequalities of past land
distribution. The thesis also argues that a properly implemented land reform would not only
bring justice but it will also help in the reduction of poverty which is rife in the South African
society and particularly the rural poor. But both the latter and the former will be realizable if the
society is aware and have a full understanding of the ever developing laws which guides land
