La gestion de l'eau en Corée et en France / Water management in Korea and in France

Yeo, Eun Tae 09 July 2015 (has links)
As for the main purpose of water management, water must be rationally managed and protected in a clean and health manner for human and environment. In this sense, we question the current Korean legal regime for water management which is highly fragmented and thus not able to achieve the main purpose of water management. Moreover "conflict" in a term that characterizes the water management approach in Korea. Debates on water management reform are certainly not new in Korea. In fact, previous studies carried out on administrative and legislative aspects of water management emphasize the need for a new legal framework reflecting a paradigm shift towards watershed and participator management associating local governments and residents. Thus, with regard to it, we decided to consider French water management law. From half a century ago, with the Water Act of 1964, France has appraised and integrate administrative aspects of water management at the level of river basins. Regarding to water law, France has undertaken the improvement of its legislation by adopting recognized principles of the international environmental law in water management. Thus, we consider that France's Iegislative effort towards water management could serve as a mode) for Korea's Iegislative research in water law.

Strnad, Zdeněk January 2012 (has links)
This PhD thesis, after a brief introductory historical exposé of water use (not only) in our territory and related sources of law focuses on decision making and processes in water use in contemporary Czech legislation. The topic is divided into three blocks, relating to integrated water management procedures, a general measure of water law and other acts pursuant to the Water Act. The introduction precedes the chapter on system of water authorities, which are crucially involved in the exercise of state administration under the Water Act. PhD thesis points to the split competence of the four central ministries (agriculture, environment, transport, defense) as a central water authorities and the other "residual" powers of municipal authorities of municipalities with extended powers as water authorities. The chapter on water management offices is also engaged in the scope of municipal and regional authorities and military domains office, as well as the recently canceled water authorities in charge of municipal authorities. The water management is the administrative proceedings on matters within the Water Act. Administrative bodies (mostly water authorities) there follow the Administrative Code, or in the case of water works and water management arrangements of the Building Act, if the Water Act, which...
