The Institutional Portals constitute communication channels that have information of interest to institutional and collective targeting many different purposes. With the creation of the Information Transparency Law n º. 12.527/11, public institutions are obliged to provide information through websites conveying with clarity and transparency in the way it operates and investments of public spending for the common good. Considering the need for this instrument, this research aimed to assess how the information environment is composed of the Institutional Portal State University of Amazonas (UEA) from the perspective of systems theory. Therefore, the study used the considerations of Rosenfeld and Morville (2006) to show how willing the information architecture of the site that the authors define as four systems: search, labeling, navigation and organization, in order to identify how these are presented in the Portal. Given that such a structure can affect the usability of the site, we adopted the Heuristic Evaluation of Nielsen in order to see to what extent the characteristics of the system have an influence on it. It was observed that the Portal is deficient in the presentation of information and measures should be taken to provide greater interactivity, because it proved to be a static channel, not behaving as autopoietic system / Com o crescente uso da Internet tanto para fins pessoais quanto profissionais, as empresas públicas e privadas, tem se utilizado de Portais Institucionais com vistas a estreitar sua relação com o cliente/usuário final, e assim manter um elo de comunicação com o mesmo. Os Portais Institucionais se constituem em canais de comunicação que possuem informações de interesse institucional e coletivo visando as mais diversas finalidades. Com a criação da Lei da Transparência da Informação nº. 12.527/11, as instituições públicas se vêem obrigadas a disponibilizar informações através de sítios na Internet transmitindo com clareza e transparência sua forma de atuação e investimentos dos gastos públicos visando o bem comum. Haja vista a necessidade deste instrumento, esta pesquisa se propôs a avaliar de que forma está constituído o ambiente informacional do Portal Institucional da Universidade do Estado do Amazonas (UEA) sob a perspectiva da teoria sistêmica. Para tanto, o estudo utilizou as considerações de Rosenfeld e Morville (2006) para apresentar como está disposta a arquitetura informacional do site que os autores definem a partir de quatro sistemas: de busca, rotulação, navegação e organização, de modo a identificar como estes se apresentam no Portal. Tendo em vista que tal estrutura pode influir na usabilidade do site, adotou-se a Avaliação Heurística de Nielsen com o intuito de visualizar até que ponto as características do sistema possuem influência sobre o mesmo. Observou-se que o Portal apresenta deficiências na apresentação das informações e medidas deveriam ser tomadas no sentido de proporcionar maior interatividade, pois o mesmo se revelou um canal estático, não se comportando como sistema autopoiético
