A gestão dos resíduos sólidos é bastante complexa por envolver diversos fatores (sociais, políticos, econômicos, culturais, ambientais e tecnológicos). Neste contexto, com base na Política Nacional de Resíduos Sólidos, a gestão dos resíduos sólidos deve ocorrer de forma integrada e compartilhada envolvendo a sociedade civil, os gestores públicos e o setor privado. A pesquisa teve como objetivo analisar as dificuldades encontradas para a implantação do Plano de Gerenciamento Integrado de Resíduos Sólidos (PGIRS) nos prazos preconizados pela atual Política Nacional de Resíduos Sólidos no Município de Ipojuca. Para a efetivação da pesquisa foram usados os seguintes procedimentos metodológicos: pesquisas bibliográficas, pesquisa de campo, observação, análise documental e entrevistas com representantes da sociedade civil e gestores responsáveis pela gestão dos resíduos sólidos urbanos do Município de Ipojuca. Os resultados da pesquisa apontaram alguns avanços na gestão dos resíduos sólidos em Ipojuca, como exemplo temos a desativação do lixão e a construção do aterro sanitário. Porém, diversas estratégias do PGIRS não foram executadas dentro do prazo. A principal dificuldade apontada pelos gestores para a implementação da PNRS tem sido em relação à implantação de um sistema de coleta seletiva municipal. Além deste obstáculo, o munícipio não tem conseguido reduzir a geração dos resíduos sólidos urbanos. O PGIRS está sendo atualizado dentro do Plano de Saneamento básico, conforme apontaram as informações contidas no Termo de Conduta Ambiental (TCA) do município de Ipojuca. Por fim, a realização da pesquisa foi relevante por apontar alguns obstáculos na adequação da PNRS no gerenciamento dos resíduos do município de Ipojuca, evidenciando a necessidade de novas pesquisas com intuito de analisar as possibilidades existentes para a execução da Política Nacional de Resíduos Sólidos, através do desenvolvimento das estratégias contidas do PGIRS do município de Ipojuca – PE. / With the approval of the National Solid Waste Policy (PNRS) Law 12.305 / 2010, the debate on the adoption of sustainable management model for solid waste intensified, as this instrument contributes to subsidize public managers in the planning of actions aimed at implementation the objectives, principles and instruments of PNRS in the management of solid waste. The solid waste management is complex because it involves several factors (social, political, economic, cultural, environmental and technological). In this context, based on the National Solid Waste Policy, solid waste management is an integrated and shared manner occur involving civil society, public officials and the private sector. The research aimed to analyze the difficulties encountered in the implementation of the Integrated Management Plan for Solid Waste (PGIRS) the recommended deadlines for the current National Policy on Solid Waste in the Municipality of Ipojuca. For the realization of the research were used the following methodological procedures: bibliographic research, field research, observation, document analysis and interviews with civil society representatives and managers responsible for the management of municipal solid waste in the municipality of Ipojuca. The survey results showed some progress in solid waste management in Singapore, for example, disabling the dump and the construction of the landfill. But several PGIRS strategies were not implemented in time, the main difficulty pointed out by managers for the implementation of PNRS has been in relation to the implementation of a municipal selective collection system. Beyond this obstacle, the municipality has not been able to reduce the generation of municipal solid waste. The PGIRS is being updated within the Sanitation Plan as noted the information contained in the Environmental Conduct Agreement (TCA) of Ipojuca. Finally, the research was relevant for pointing out some obstacles in the fitness PNRS in waste management in the municipality of Ipojuca, highlighting the need for further research in order to analyze the possibilities for the implementation of the National Solid Waste Policy, through the development of strategies contained PGIRS of Ipojuca - PE.
