Inspirado no realismo neoclássico e nos conceitos estruturalistas empreendeu-se uma pesquisa quantitativa da dinâmica dos processos de elaboração da política declarada de defesa e seu correspondente alinhamento na construção ou desconstrução das estruturas de defesa no Pós-Segunda Grande Guerra, com vistas a compreender os novos caminhos que os sistemas de defesa selecionaram nesse início de século. Os documentos oficiais de defesa surgiram com escopo principal de promover a estabilidade e reduzir as incertezas no ambiente internacional, e pôde ser verificado que a difusão, desses documentos, ocorreu por ondas, durante o período da Guerra Fria, no Pós-Guerra Fria e depois dos atentados de 11 de setembro. A pesquisa também teve por escopo apresentar fatores domésticos e externos que contribuíram ou não para a difusão da documentação e também para a orientação doutrinária de defesa, usando como método de pesquisa o teste de Wald e a técnica implementada por Benoit, Laver e Garry, que desenvolveram uma forma de análise de textos políticos com auxílio de programa de computador, para estimar o posicionamento de cada documento por meio da contagem de palavras. Em que pese à pesquisa ser basicamente quantitativa, foram produzidos dois capítulos essencialmente qualitativos que tiveram o objetivo de prover os instrumentos quantitativos com um necessário arcabouço teórico, sendo feita uma análise mais qualitativa em 52 documentos de defesa e uma discussão teórica entre as principais correntes de pensamento que tratam do tema defesa. E por fim buscou-se atestar a validade desses documentos de defesa quanto aos propósitos que se destinam. / This study aims to present a theoretical contribution to the defense studies which the object of analysis was white papers and also other official documents related to the issue. Inspired by the neoclassical realism and structuralist concepts, a quantitative research of the dynamics was undertaken related to the production process of the declared policy of defense and its corresponding alignment in the construction or deconstruction of the defense structures of the post-Second World War. It had the objective of understand the new defense paths systems that were chosen in the beginning of this century. The official defense documents emerged with main aim of promoting stability and reducing uncertainty in the international environment. It could be verified that the diffusion of these documents occurred waves during the Cold War, post-Cold War and after September 11 attacks. The survey also had the scope of presenting domestic and external factors that contributed or not to the diffusion of documentation. Another ambit of this study was the defense of doctrinal direction using as a research method the Wald test and the technique implemented by Benoit, Laver and Garry, who developed a new way of analysis policy texts with the aid of estimating the position of each document through the word count through a computer program. Despite the research is primarily quantitative, it was produced two essentially qualitative chapters that had the objective of providing quantitative tools with necessary theoretical framework. Also, they had the aim of producing a more qualitative analysis being done in 52 defense documents and a theoretical discussion between the main currents of thought that deal with defense theme. Finally, this study attempt to attest the validity of defense documents for the purposes intended.

The END formulates strategic directives to achieve the objectives of national defense within the Defense National Policy (PND). The PND is the Brazilian highest level document for defense planning. In order to achieve the targets defined in the END, the Brazilian Army Commander issued guidelines, followed by a plan called 'The Strong Arm Strategy' (EBF). Subsequently, by means of the General Staff of the Army (EME), a document was produced entitled 'The Brazilian Army Transformation Process' (PTEB). Its content is the result of research, diagnoses, formulations and concepts arisen in EME along with the work concerning the END and the preparation of 'The Strong Arm Strategy'. In addition to the management measures for defense matters, the Federal Government made available, in July 2012, the National Defense White Book (LBDN), delivering it to the Congress for appreciation. Several documents on Defense were formulated based on the END. These documents are covered at the strategic level and define who is responsible for its planning and management. This work aims at conducting an analysis of the Defense National Strategy and submitting the documents pertaining to the National Defense which have to do with the Brazilian Army that may be related to the strategic level. As such, there was a discussion about the concept of strategy and the strategic levels and an analysis of the END, considering the existing criticism on this document. Then, the National Defense White Book is presented and a comparison with the END is made. Following this, two documents designed as the outcome of the END were presented: 'The Strong Arm Strategy' and 'The Brazilian Army Transformation Process'. Finally, the strategic levels of the mentioned documents are described and the strategic levels coherence proposed by Luttwak. / A Estratégia Nacional de Defesa (END) foi o documento de Defesa Nacional que mais repercutiu nas Forças Armadas e, também, na sociedade brasileira. A END formula diretrizes estratégicas para alcançar os objetivos nacionais de defesa, que estão inseridos na Política Nacional de Defesa (PND). A PND é o documento de mais alto nível do Estado brasileiro para o planejamento de defesa. Para atingir os objetivos definidos na END, o comandante do Exército Brasileiro expediu suas diretrizes, seguidas de um planejamento denominado 'Estratégia Braço Forte' (EBF). Posteriormente, por meio do Estado-Maior do Exército (EME), foi produzido um documento intitulado 'Processo de Transformação do Exército Brasileiro' (PTEB) cujo teor é fruto de resultados de estudos, diagnósticos, formulações e concepções surgidas no EME ao longo dos trabalhos relativos à END e à elaboração da EBF. Em complemento às medidas de gestão para os assuntos de defesa, o Governo Federal disponibilizou, em julho de 2012, o Livro Branco de Defesa Nacional (LBDN), entregando-o ao Congresso Nacional para apreciação. Vários documentos sobre o tema defesa foram formulados a partir da END. Estes documentos estão enquadrados no nível estratégico, definindo quem é o responsável por seu planejamento e por sua condução. Assim, este trabalho tem como objetivo realizar a análise da Estratégia Nacional de Defesa e apresentar os documentos decorrentes afetos à Defesa Nacional, atinentes ao Exército Brasileiro que podem ser relacionados ao nível estratégico. Para tanto, fez-se uma discussão do conceito de estratégia e níveis estratégicos e realizou-se uma análise da END, considerando críticas existentes sobre este documento. Em seguida, o Livro Branco de Defesa Nacional foi apresentado e uma comparação com a END foi realizada. Em continuação, apresenta-se os dois documentos do Exército elaborados como conseqüência da END: a 'Estratégia Braço Forte' e o 'Processo de Transformação do Exército Brasileiro'. Por fim, apresenta-se os níveis estratégicos dos documentos mencionados e a coerência dos níveis estratégicos propostos por Luttwak.
