The 'global' and the 'local' : a comparative study of development practices in three South African municipalitiesGibb, Matthew William 15 August 2013 (has links)
On first impression, it would seem that globalisation is producing an increasingly homogenous trans-border world, whereby, as a result of key changes including the impact of technological improvements, foreign travel, the spread of westernised cultural identities, market capitalism, and liberal democracy, the point has been reached where it is now becoming difficult to tell different localities apart. In this process, it is often forgotten what role individual places assume in the creation of this globalised world and that not all will benefit from globalisation. In many respects, locally specific activities, including urban renewal, place promotion, and infrastructural developments pursued within a selection of the planet's most strategically connected cities are now the primary catalysts of, and the influence behind, globalisation. Likewise, community-businesses, rural micro-industries, and alternative livelihoods are some of the key mechanisms that under-privileged localities in developing countries are employing to either respond to the marginalization imposed by globalisation, or to simply ensure survival. The emergence of localisation theory has therefore acknowledged and exemplified the importance of the locality in the context of the global economy as either a key node within it or a point within which people must engage in coping strategies, often as a result of the negative impacts of globalisation. In recent years, varying styles of locality-based development have become central to enhancing both the pro-growth global competitiveness of a number of South African localities, as well as for initiating pro-poor interventions in several of the country's smaller towns and rural areas. In the City of Cape Town, millions of Rands have been invested by the municipality and the private sector in urban regeneration strategies,which have led to an economic rebirth in the city centre and have generated numerous jobs in the tertiary and construction sectors that have helped to enhance the city's global stature. In Ndlambe Municipality, two community-businesses, which have received national funding and have strong municipal support, employ fifty people between them and have demonstrated the advantages of participatory action in propoor local development, within the context of the open market. In Emalahleni Municipality, attempts at locality-based development have been instigated directly by the local poor themselves and have been organised by members of the community in the face of non-existent local government support, which have resulted in the creation of several hundred income-earning opportunities for area residents. In summary, these three cases illustrate a range of approaches to locality-based development cunently undertaken in South Africa by different localities possessing widely differing resources, skills, and degrees of global connectivity in order to initiate growth and enhance standards of living. Structures and struggles of rural local government in South Africa: the case of traditional authorities in the Eastern CapeNtsebeza, Lungisile January 2003 (has links)
This thesis is about the political implications of the constitutional recognition of the hereditary institution of traditional leadership in post-1994 South Africa for the democratization process in the rural areas of the former Bantustans. The thesis is organized around three related conceptual, historical and political questions. The conceptual question deals with the meaning of democracy in rural areas under the jurisdiction of traditional authorities. The historical question traces how the institution and traditional authorities have survived to the present post-colonial period. Lastly, this study investigates the political issue of why an ANC-led government came to recognize the institution. The focus of the thesis is the sphere of rural local government in the Xhalanga district, where these issues are best illustrated. The thesis argues that the institution of traditional leadership and its officials survived precisely because they were incorporated into the colonial and apartheid administrative structures in the project of indirect rule. Traditional authorities were central to the apartheid policy of retribalisation, which was essentially a form of control of Africans in the Bantustans. Rural residents engaged in fierce struggles against the imposition of rural local government structures such as the District Council and Tribal Authorities. In so far as traditional authorities were part of government structures, they could not avoid being targets in these struggles. In explaining the recognition of the institution of traditional leadership, the thesis focuses on the policies of the ANC, the majority party in the Government of National Unity, towards traditional authorities. Organisationally weak on the rural grounds, the ANC operated through what they considered to be “good/progressive/comrade chiefs”. The ANC had hoped that these traditional authorities would accept a non-political ceremonial role. However, traditional authorities have rejected this ceremonial role. Their refusal, coupled with the ANC’s ambivalence in resolving the tension imply, the study concludes, that the (political) citizenship rights of rural people are partial: they are neither citizens nor subjects.

The informal sector : micro-enterprise activities and livelihoods in Makana Municipality, South AfricaMtero, Farai January 2008 (has links)
This study examines the nature and characteristics of the informal sector within the Makana municipal area in South Africa. The focus is on the socio-economic characteristics of the informal sector operatives; operational characteristics of the microenterprises that we studied, such as longevity, employment generation, growth potential, and linkages of the informal sector with the formal sector of the economy. Extensive studies on the informal sector have been conducted in many parts of the world relative to South Africa. The key finding in most of these researches is that the informal sector is highly heterogeneous. These studies provide us with the parameters for analysing the nature and characteristics of the informal sector in the Makana Municipality. The results of the thesis show that the majority of people in Makana Municipality join the informal sector as a result of such push factors as unemployment, retrenchment and the need to survive. While there is evidence of lucrative activities amongst the surveyed enterprises, most of the informal sector micro-enterprises are concentrated in the lower segment of the sector where earnings are very low. Results from this study reveal that employment generation (beyond owner-operator) is very limited. The co-existence of a small number of remunerative activities alongside a large proportion of relatively unproductive activities is not only a sign of restricted economic potential but, most importantly, it points to the heterogeneous nature of the informal sector. Precisely, the informal sector encompasses activities which are different in terms of asset holdings, earnings, etc. From the study, it is also evident that the informal sector micro-enterprises play a crucial role in distributing goods produced in the formal sector. Evidence indicates that these micro-enterprises are Iinked to the formal sector. The idea of a 'second economy' devoid of linkages with the 'first economy' is of limited heuristic value. Thus, the 'second economy' is an extension of the first.

Local government food security strategies: the Qamata Irrigation SchemeLibala, Phumlani January 2014 (has links)
Many households in South Africa are exposed to extreme food insecurity that threatens their livelihoods. Authorities in the local sphere of government have employed food security strategies to curb the trail of food insecurity that prevails in many rural households. However, high levels of food insecurity in many households in across the country, especially those living in rural areas like Qamata Village, are noteworthy. Contributing factors to this problem are attributed to local government’s inability to successfully stimulate agricultural production in the face of climate change. The research aimed at assessing the impact of Qamata Irrigation Scheme intervention programmes or strategies in Qamata Village. It was discovered that livelihoods of many households in Qamata Village rely heavily on agricultural production to access food. Limited government support, poor planning and failure to invest on climate change adaptation strategies were identified as serious impediments in the implementation of food security strategies. Due to the enormity of the problem and extensive nature of local government, this study focussed on the Qamata Irrigation Scheme, in the Qamata Village within Chris Hani District Municipality. For the purposes of this study, qualitative research methods were used to gather an in-depth understanding and verification of the problem. Research tools used were mainly semi structured interviews and focus group discussions. Interviews were conducted with farmers in the Qamata Irrigation Scheme and focus group discussion were held with dry land farming households in the Qamata Village and representatives from the CHDM. Findings of the study revealed that the decline in agricultural production due to climate changes has not only fuelled food insecurity for dry land farming households but put these households in an economically disadvantaged position. This was a major concern for this research especially with agricultural production being identified as a livelihood strategy for many households in the Qamata Village.

In South Africa the economic gaps imposed by the previous apartheid government aggravated economic inequalities and caused considerable disparities, which has resulted in high unemployment rates. Inequalities were also manifest in the neglect of infrastructural and service provision as well in the effective absence of independent governance among some race groups. This led to a call for pro-active initiatives by the post-1994 democratic government to remedy the living condition of the previously disadvantage people. As part of this poverty relief drive the South African government has embarked on a series of developmental initiatives in bringing infrastructure related service to the poor and to reduce the enormous prevailing backlog, with the aim of increasing community participation, improving service delivery and promoting the upliftment of the lives of poor people through the medium of local governance. This study investigated the integrated Development Planning, which has been undertaken in Cookhouse in Blue Crane Route Municipality in the Eastern Cape to respond to the prevailing poverty and underdevelopment among the poor communities.

An investigation of the role of selected ward committees in enhancing basic service delivery: the case of Buffalo City MunicipalityJakatyana, Xolile Christopher January 2010 (has links)
This study investigated the role of selected ward committees 29 and 32 of Nompumelelo and Tsholomnqa respectively in the Buffalo City Municipality (BCM) in enhancing basic service delivery. In terms of the White Paper on Local Government (1998:4), developmental local government promotes a system that centres on working with local communities to find sustainable ways to meet their needs and improve the quality of their lives. The study on that basis examines the nature and extent to which wards 29 and 32 committees enhanced basic service delivery within BCM. The study is premised on the assumptions that: The involvement of party-elected Councillors in ward committees inhibits members of ward committees from playing an active role in their communities; Ward committees are not clearly communicating municipality programmes to their communities; BCM is biased in favour of urban wards in service delivery; If the committees of wards 29 and 32 were given more powers to play a much wider role in providing leadership and make decisions in their communities (being elevated from an advisory role to ward management structures), they would make an impact in enhancing basic service delivery; and, With additional decision-making powers ward committees could play a more effective role in local government matters. The perceived slow pace of service delivery by municipalities has resulted in growing impatience and dissatisfaction, in particular among poor communities. This has been demonstrated by the spontaneous protests and unrests directed at municipalities that have been taking place nationally since 2003. The uprisings explain two aspects, namely local government is considered by communities to be the delivery arm of government in South Africa and poor communities feel betrayed because their active participation in government-provided spaces for participation such as municipal elections, ward committees and IDPs did not yield the result of promised development (Theron, 2008:36). iv The study employed the qualitative research design using an interview survey as a method of data collection and the reviewing of existing study material and documents to test the validity of the afore-mentioned assumptions. Lastly, with the aim of assisting BCM in nurturing the potential of ward committees operating in its area of jurisdiction, the following recommendations based on the findings of the study are made: BCM considers subjecting ward committees to structured formal and accredited training; BCM delivers services in a legally compliant manner; BCM delegates sufficient powers to ward committees; Ward committees be trained together with officials that drive the CBP process when BCM starts implementing the process; and, BCM provides support to ward committees.

An assessment of the impact of Local Economic Development in Mbhashe Local Municipality with special focus on agricultural projectsMniki, Sicelo January 2013 (has links)
The need to achieve developmental local government in South Africa has necessitated that the municipalities and other government departments pay more attention to the poor so that they can be helped to live more fruitful lives and become the instruments for the growth of local economy. This study seeks to assess the impact of Local Economic Development (LED) initiatives in Mbhashe Local Municipality with special focus on the Maize Production Project (MPP). The areas of Mbhashe municipality that were included in the study include Ndakeni village near Dutywa, Tswele-litye near Willowvale and Madwaleni near Elliotdale. The study followed both the qualitative and quantitative research approaches and the respondents were made up of a sample of MPP beneficiaries from the three areas mentioned above, Community Leaders and the Officials. The objectives of the study were to identify MPP objectives, to identify challenges in the implementation of the MPP, to assess the availability of remedial measures and lastly, to assess whether the community has benefited from the maize production project or not. Among others, the objectives of the MPP were to maximise maize production, to make profit, to create employment opportunities for the unemployed. Only 13 percent of the surveyed beneficiaries believe that their expectations of this initiative were fully met. The majority (two thirds) believe that their expectations were partly met, whilst one in five (20 percent) believe that their expectations were not met at all. The MPP implementation challenges included delays caused by the municipal procurement processes, unfavourable climate conditions, poor service delivery by the appointed service providers who provide tractors, shortage of funds and late start for ploughing. Even though the remedial measures seem to be in place, the implementation and the communication of the strategies remains a big challenge. Furthermore a proportion of the respondents were unhappy with the public participation process that preceded the implementation of the project.According to the findings, two thirds (67 percent) of the surveyed farmers believe that their communities have benefited from the MPP, although one third (33 percent) disagreed. The challenges of an insufficient budget, procurement delays and late commencement of ploughing need to be addressed if the maize production initiative is to yield the desired results.

This study investigated the role of ward committees in enhancing service delivery through public participation with reference to the Buffalo City Metropolitan Municipality in the Province of the Eastern Cape in South Africa. This study provided a motivation for the study to be undertaken, problem statement, objectives of the study, hypothesis, research design and methodology, ethical considerations, delimitation of the study and the overview of chapters. The Constitution of the Republic of South African of 1996 provides for the creation of three spheres of government, namely, the national sphere, the provincial sphere and the local government sphere. These spheres are interdependent from each other. Local government is one of the spheres of government created to bring government closer to the people, as well as giving communities a sense of involvement in the political and governance processes that control their daily lives. The need for effective democratic local government as a vehicle for development and national integration is imperative (Reddy, 1996:3). Municipalities are established in terms of section 12 of the Municipal Structures Act 117 of 1998, wherein Members of Executive Councils (MEC‟s) may establish a municipal area which the Demarcation Board demarcates in the province in terms of the Municipal Demarcation Act 27 of 1998.

The role of traditional leadership in governance and rural development: a case study of the Mpumalanga traditional authorityGeorge, Khanyisa January 2010 (has links)
This study examines how well the Mgwalana Traditional Authority (MTA) is performing its role of governing and developing its area and the municipal area of Nkonkobe in the Province of the Eastern Cape. The Chief of the MTA is one of the 2400 traditional leaders in South Africa who are responsible for giving leadership and development services to approximately 16 million people living in the rural areas. This study tries to find answers to two research questions: 1) What role does the Mgwalana traditional council play in governance and development? 2) Has the South African government managed to add traditional leadership to the local government structures? The study shows that the MTA is finding it difficult to do much socio-economic development because the Nkonkobe Local Municipality considers governance and development as its own role, and the traditional leadership is supposed to join only in customary and cultural activities. The research concludes that these two bodies could move out of the cross-road if they were to follow the Traditional Leadership and Governance Framework Act, 2003 (Act 41 of 2003), and if the municipality were to work with local stakeholders, including the MTA, to achieve the goals for local government laid down in section 152 of the Constitution of the Republic of South Africa, 1996.

A critical analysis of challenges facing developmental local government : a case study of the Nelson Mandela Metropolitan MunicipalityTsatsire, Israel January 2008 (has links)
This thesis investigates the challenges facing developmental local government in South Africa, using the Nelson Mandela Metropolitan Municipality as a reference. The thesis comprises eight chapters. The study is based on the assumption that the Nelson Mandela Metropolitan Municipality, like other municipalities in South Africa, is confronted by numerous challenges in implementing its constitutional developmental mandate conferred on it by the Constitution of the Republic of South Africa Act 108 of 1996. It is vital that local government understands and contextualises these challenges, so that appropriate interventions may be developed. The widespread recent service delivery protests which, in many instances, have turned violent, have sounded an alarm that cannot be ignored. If local government is already struggling to fulfill its traditional mandate of service delivery, then it would find it difficult to spearhead social and economic transformation and development. This study proposes to provide a brief historical background on the evolution and transformation of local government in South Africa. Issues such as the new status and developmental mandate of local government, the extent to which local government has succeeded in complying with its developmental mandate, as well as the challenges it has encountered along the way, will be addressed. Recommendations are presented on how the existing status quo can be changed to enhance service delivery and development and enable low government to fulfil its developmental role more efficient and effectively, with particular reference to the Nelson Mandela Metropolitan Municipality. The empirical survey and research methodology employed in the study is described. This is followed by the operationalisation of the survey questionnaire used for gathering the data needed for analysis. The research findings of the empirical survey are then statistically analysed and reported. The concept of models is introduced, and selected models are explained. This is followed by an explanation of the proposed normative model for monitoring and evaluating service delivery and development in the Nelson Mandela Metropolitan Municipality, for possible replication in other South African municipalities. Various recommendations flowing from the results of the empirical study, namely the responses made by the respondents during the empirical survey, are proposed in the final chapter. If adopted, these recommendations will enable the Nelson Mandela Metropolitan Municipality to deal with the developmental challenges facing it, ultimately rendering the Municipality a more efficient and effective developmental agent.
