Programas de capacitação à juventude latino americana: um estudo comparativo entre Argentina e Brasil

It contextualizes some relevant aspects of the historical trajectory and the structural adjustment in Latin America, highlighting the processes of productive transformation from the colonial period to the adjustment in the 90s and the social changes that were consequences of this process. It describes and analyzes relevant aspects of youth, its concepts and configurations, changes in the job market since 1990 and a mapping of the training programs for the youth of Latin America that have emerged since 1990 and were running by 2010. It performs a comparison between the training programs in Argentina and Brazil, highlighting their similarities and differences, as well as a reflection on the contradiction between education and training, pointing out the challenges of the training programs for youth insertion in the job market on the logic of capital. / Nesta pesquisa realiza-se um estudo comparativo dos programas de capacitação para a juventude da Argentina e do Brasil, que objetivam a inserção no mercado de trabalho e a finalização do estudo primário e/ou secundário, bem como um mapeamento dos programas vigentes na América Latina, entre 1990 e 2010, como uma das respostas construídas às Metas de Desenvolvimento do Milênio. Contextualizam-se alguns aspectos relevantes da trajetória histórica e do ajuste estrutural na América Latina, destacando os processos de transformação produtiva, desde o período colonial ao ajuste nos anos 90, e as modificações sociais que foram consequências deste processo. Descrevem-se e analisam-se aspectos pertinentes à juventude, seus conceitos e configurações, as modificações do mercado de trabalho a partir de 1990 e um mapeamento dos programas de capacitação para a juventude da América Latina, que surgiram a partir de 1990 e estavam em execução até 2010. Realiza-se, ainda, um comparativo entre os programas de capacitação da Argentina e do Brasil, destacando suas convergências e divergências, assim como uma reflexão sobre a contradição entre educação e capacitação, apontando os desafios dos programas de capacitação para a juventude na inserção no mercado de trabalho frente à lógica do capital.

In this direction, the poverty and the educational inequality had been chosen as expressions of analysis to verify of that it forms its logics of action if they reflect in social inaquality. The study it was limited to one determined geographic space, Latin America and to a time, decade of the 90 and first years of 21th Century, moment characterized for structural adjustments in the economies of the region. In the development of this research, it was verified, that, the existing educational inaquality in the region, reflects on the work market generating an disparity of incomes, creating perverse circle around the poverty and of the social inaquality. In sight of this, an instrument capable is had in the reduction of the educational inaquality to promote the reduction of the poverty, and consequently to go of meeting to a society with fairness. / Esta dissertação tem como objetivo analisar como a desigualdade social se expressa na América Latina, dado que desde seu processo de formação o problema se mantém na região. Nesse sentido, foram escolhidas a pobreza e a desigualdade educacional como expressões de análise para verificar de que forma suas lógicas de ação se refletem em desigualdade social. O estudo foi limitado a um determinado espaço geográfico, América Latina e a um intervalo de tempo década de 90 e os primeiros anos do século XXI, momento caracterizado por ajustes estruturais nas economias da região. No desenvolvimento desta pesquisa, verificou-se, que, a desigualdade educacional existente na região, reflete-se sobre o mercado de trabalho gerando uma disparidade de rendimentos, criando círculo perverso em torno da pobreza e da desigualdade social. Em vista disso, tem-se na redução da desigualdade educacional um instrumento capaz de promover a redução da pobreza, e conseqüentemente ir de encontro a uma sociedade com eqüidade.
