Lietuvos ekonominės konvergencijos, siekiant visateisės narystės ekonominėje ir valiutinėje sąjungoje, tyrimas / Research on Lithuanian economic convergence seeking full rights membership in Economic and Monetary Union

Magistro darbe, siekiant ištirti Lietuvos ekonominę konvergenciją integracijos į EVS kontekste, apibrėžta konvergencijos koncepcija, nusakant galimus jos pažinimo ir įvertinimo būdus makroekonomikos teorijos bei Mastrichto sutarties atžvilgiais. Tyrimo metu apibūdintos Lietuvos ekonomikos ir ekonominės politikos tendencijos po nepriklausomybės atkūrimo 1990 m. kovo 11 d. iki šių dienų, įgalinančios detaliau įvertinti ekonominės konvergencijos tvarumą. Atliekant Lietuvos ekonominės konvergencijos analizę statistiniais tyrimo metodais, išanalizuotas ekonominis suartėjimas su visateisėmis EVS šalimis narėmis, remiantis BVP parametrais; išnagrinėtas tam tikrų makroekonominių rodiklių atitikimas Mastrichto konvergencijos kriterijams, atskleidžiant jų raidą 1999-2006 m., įtakojusius esminius veiksnius, numatant ateities tendencijas bei probleminių aspektų sprendimo būdus; patvirtintos suformuluotos mokslinio tyrimo hipotezės: (1) Lietuvos ekonominė konvergencija su visateisėmis EVS šalimis, remiantis BVP parametrais, vyksta ir yra tvari; (2) vienalaikiškas visų konvergencijos kriterijų tenkinimas dėl kai kurių iš jų tarpusavio nesuderinamumo yra sunkiai įgyvendinamas; (3) infliacijos rodiklis nebūtų tapęs kliūtimi 2007 m. sausio 1 d. įsivesti eurą, jei nedarbo lygis būtų buvęs bent 1 proc. punktu didesnis (iki to momento, kai buvo vertinamas Lietuvos konvergencijos tvarumas 2006 m. gegužės mėn.), kitoms sąlygoms nekintant. [toliau žr. visą tekstą] / In Master’s Thesis on purpose of Lithuania’s economical convergence’s exploration in the context of the integration in the EMS, the concept of convergence by defining its possible cognition’s and evaluation’s ways in respect of Macro-economical theory and Maastricht Treaty is defined. During the research the tendencies of Lithuania’s economics and economical politics from the independence’s re-establishment on 11 of March 1990 until nowadays are described which can enable evaluating the longevity of economical convergence. During the fulfilling of the analysis of Lithuania’s economical convergence with the statistical methods of research, referring to the GDP parameters economical approach to EMS countries was analyzed, the execution and longevity of the convergence’s indicators were analyzed uncovering their development in the period of 1999-2006 year, which had influenced the essential factors and for providing the future’s tendencies and possible ways of resoling problematical aspects, the formulated hypothesizes of scientific research were supported, that (1) Lithuania’s economic convergence with EMS full rights countries in accordance with the GDP parameters is enacting and stable; (2) contemporaneous meeting of all the criteria of convergence for the incompatibility inter some of them is hardly executed; (3) having the level of unemployment at least by 1 percent point higher (until that moment when the longevity of Lithuania’s convergence was being evaluated... The goal of the Master thesis is to assess potential benefits and costs for Czech economy resulting from joining the euro-zone. The thesis also reviews the preparedness for the euro adoption in terms of fulfilment of both the nominal and real convergence criteria. First part summarizes the brief history of European monetary integration and theoretical aspects associated with function of monetary union. Follows the major part namely euro adoption in the Czech Republic where current status of fulfilment of maastricht convergence criteria and additional factors of real convergence will be analysed. This part of thesis also deals with direct and indirect impact of euro adoption on Czech economy. In the thesis I will also review current problems of euro-zone which could negatively affect the strategy of euro adoption in the Czech Republic.

In my diploma thesis, I study optimality of the European Economic and Monetary Union on basis of principles of the Theory of Optimum Currency Areas -- OCA, with special attention to the criterion defined by R.A.Mundell. I point out some rigidities of the European labor market because of which this criterion is not met. On basis of an assumption that the more countries meet these criteria, the more suitable candidates for an entry of the monetary union they are, I reach a conclusion that EMU is not an optimal monetary zone. Nonetheless, the thesis does not ignore a hypothesis of the endogenous character of the OCA theory criteria, i.e. that they can be met even after an entry of the monetary union. Furthermore, with respect to the OCA theory criteria, I study appropriateness of the set Maastricht Convergence Criteria for evaluation of preparedness of countries for an entry of the EMU. The thesis also deals with potential revenues and costs of the introduction of euro in the Czech Republic. At the end of the thesis, I suggest potential alternatives of future development of EMU with respect to the current problems of the monetary union.

First part of the work consists of current monetary policy of Czech National Bank and characteristics of monetary cooperation development needed for Economic and monetary union establishment. Real convergence state evaluation and maastricht criteria discharging in Czech Republic are the main goals of the thesis. Current global financial crisis is shown in readiness of Czech Republic of EMU entering conclusions.

Analýza nominální a reálné konvergence zemí Visegrádské skupiny / Analysis of nominal and real convergence of the Visegrad Group states

The aim of the submitted thesis is macroeconomic analysis, comparison and evaluation of nominal and real convergence of the Visegrad Group states with EU-15 states. By the help of regression model, one can state that in years 2004--2008 countries of V4 reached Beta - convergence with EU-15. However, this did not hold for the critical period in 2008--2012 when mainly Hungary lagged behind. There was proved a positive relationship between real and nominal convergence wherewith Balassa-Samuelson Effect for EU states was confirmed. The Czech Republic has always shown a lower nominal value than it would correspond to its GDP per capita, still it approximated to regression line over time. Other V4 states registered inverse course. During period 2004--2012, the Czech Republic performed Maastricht conver-gence criteria best from V4 states. Contrariwise, Hungary had the worst position of the ob-served period.

This thesis deals with the analysis and evaluation of the impact of Global financial and economic crisis, including taking anti-crisis measures and other legislative modifications, on public finances of the Czech Republic in time period from 2009 to 2011. The first chapter consist of explanation of key term "financial crisis", description and analysis of the mechanism of origin of the Global financial and economic crisis including identification of its key reasons and impacts and extension to the real economy worldwide. The second chapter covers with the analysis of the impact of the economic crisis on the Czech Republic and its public finances with putting accent on development of individual expenditures and revenues of the central state budget including balance of the central state budget and evaluation of its effects on meeting of Maastricht Convergence Criteria in defined period of time. The conclusion of the thesis summarizes available knowledge and recommendations for public finances which emerged from the analysis.

The second part focuses on the development of Czech, Hungarian and Polish economy in the years after transformation to a market economy. The last part deals with the Maastricht Convergence Criteria and Real Convergence Criteria, whereas also attempts to assess their actual fulfillment in the Czech Republic, Hungary and Poland.

Měnová politika Evropské unie / Monetary policy of the European Union

The purpose of this thesis is to sum up the evolution of monetary policy of the European Union so far and to review the impact of the global financial crisis upon the euro area outlining its future. The other purpose is to analyze the Maastricht convergence criteria fulfillment by the Czech Republic and to sum up if the Czech Republic is or isn't ready to enter the euro area and to adopt the common currency. The first and the second part of the thesis are more descriptive of dealing with the historical evolution of monetary policy from the initial formation in the European Economic Community to the origin of the European Monetary system. The third part brings the reader particular information about the Economic and Monetary union and phases of its foundation. It also brings about the European Central Bank which is the most important institution for monetary policy of the European Union and in the end summarizes the advantages and disadvantages of adopting the common currency. In the fourth part I try to assess the impact of the global financial crisis upon the states of the euro area and mention the view of experts on its future. The last chapter deals with the potencial entry of the Czech Republic to the euro area. That review is based on the analysis of the Maastricht convergence criteria fulfillment.
