Performance management in government : a comparative study of the UK and Korea

Performance management, which is a core element of the New Public Management (NPM), has maintained its significance both in academic and practical perspectives for many scholars and governments, although enthusiasm for the NPM has waned since the late 1990s. There have been debates on the universality of the NPM, and the divergence argument regards the practices and trajectories of specific reforms as being shaped by the different characteristics of politico-administrative and cultural systems. Through the comparative study of performance management based on the case studies in the UK and South Korea, this thesis demonstrates that the processes of a NPM-type reform can be similar in spite of differences of politico-administrative and cultural characteristics. It examines performance management systems in the two countries in terms of the speed and nature of reform, resistance to reform, use of performance information and importance as a control mechanism. The comparison is also useful for lesson-drawing for the improvement of current systems. This research has been conducted by undertaking a wide literature review, including journal articles and government papers, and by conducting semi-structured interviews. To undertake analysis and comparison of performance management systems, the thesis looks at the Public Service Agreements (PSAs) in the UK and the Government Performance Evaluation (GPE), Financial Performance Management System (FPMS) and Performance Agreements in Korea. Case studies have been carried out with the Department of Health in the UK and the Ministry of Government Administration and Home Affairs in Korea. The PSA system has problems generated by excessive central control and lack of participation of professionals and front-line staff. In Korea all three performance management systems are based on evaluation. Departments used evaluation as a tool of exercising control, which resulted in duplication of evaluation and excessive bureaucracy. Focus on the process-oriented evaluation has undermined the value of the systems for improving public services. Whilst the two countries display differences in the fundamental approach to performance management, there are similarities in the detailed practices and trajectories in the operation of the systems. The reason for these similarities may be attributed to the strong leadership of top politicians in both countries.

The issue of the economics of cultural institutions, their economic impact, and measurement of their performance has been paid systematic attention basically only in the past few years. PhD thesis analyses the methods of performance measurement in public art museums and creates economic models. Aim of my thesis is also to create a model for museum managers to measure the performance. Nowadays it is almost necessary to integrate performance measurement system in organization´s strategy decision making. The museum managers feel the pressure to prove that their organization is performing well by various stakeholders and we perceive the idea that multidimensional performance measures could fill the informational gap concerning performance, quality, and the artistic value of cultural programs. The mixed research method was employed in this research. Qualitative data was obtained from the questionnaire and interviews. Quantitative data was obtained from the questionnaire, annual reports and reports of The National Information and Consulting Centre for Culture (NIPOS). The aim of this study is to propose a comprehensive multidimensional model to assess art museum activities. This model takes into account the scope and character of museum´s mission. This model consists of implementation of Data Envelopment Analysis into Balanced Scorecard.

Models of social enterprise? : microfinance organisations as promoters of decent work in Central Asia

In simultaneously pursuing commercial and social goals, specialist microfinance organisations (MFOs) are leading examples of social enterprises working in development. Yet evidence of the feasibility of such ‘double bottom line’ management is limited. The thesis takes a comparative case study approach to investigating the dynamics of a social enterprise model of microfinance, with particular emphasis on its role in promoting employment related goals. Case study material consists primarily of the experience of two Central Asian MFOs that participated in an action research project ‘Microfinance for Decent Work’ implemented by the International Labour Organisation (ILO). Data was obtained through participant observation, staff interviews, client level surveys, and it also includes reflective practice arising from my participation in the ILO project as a consultant to both MFOs between 2008 and 2012. The findings are mixed. One of the MFOs was more strongly internally motivated to achieve social goals, and was more successful in implementing social performance management initiatives. The other was motivated more by the goal to demonstrate social performance to external stakeholders, and was less responsive to the evidence generated. The thesis also illustrates both path dependence in the evolution of social performance management, and the limited capacity of external agencies such as the ILO to influence the institutionalisation of development management within MFOs.

台灣製造業經營績效指標之研究

資訊科技的運用觀念隨著科技的演化與環境的變遷正快速的改變,早期的資訊運用著重「效率」,所以電腦的使用主要在於大量的資料處理,此觀念的本質在於─以「自動化」解決效率問題。而後電腦的運用漸漸使用於經營效能的改善,此時電腦的用途主要在於管理資訊的取得,此觀念的本質在於─以「合理化」解決管理效能問題。   近年來資訊科技的運用已成為提昇企業競爭力的驅動器(enabler)並期望系統能發揮「系統警察」的危機預警功能;本研究的動機使是基於此觀念的觸發,希望以企業「競爭力」的觀點來觀察企業問題的本質,以「系統警察」的觀念來作為系統設計的理念,以「主管資訊系統(EIS)」的特質,來作為系統展現的工具;因此為了要取得台灣製造業者對經營績效的評估準據,以成為「經營績效指標監控系統」的需求規格,所以本研究前半部採用實証研究中的指標發展法,先利用文獻整理來找出經營績效指標,並透過專家座談來確保指標評量表的效度,然後再依此指標評量表對樣本公司訪談,並將訪談結果作信度檢驗及資料分析。所以在本研究中得到以下之成果:   1.以營業、財務、生產、人力資源四個構面為基礎的「經營績效指標評估準據訪查表」,該訪查表經過信度與效度的測試結果均相當良好〈訪查表內容詳見附錄三〉。   2.在實際的訪查問卷分析中發現,台灣製造業的經營者在監控企業經營績效時,認為最重要看法也最醫治的指標排名前五名依序是:    (1).利潤率    (2).存貨週轉率    (3).資本報酬率    (4).應收帳款週轉率    (5).銷售金額營業利益率   3.得到一個企業經營績效指標監控系統的架構與規格〈詳見第五章〉。
