An exploration of funds management by emerging contractors

Submitted in fulfillment for the Requirements of the Degree of Master of Built Environment, Durban University of Technology, Durban, South Africa, 2018. / Finance is a critical aspect that needs to be closely monitored in a business and during the lifespan of a construction project. Emerging contractors need to develop and run sustainable businesses in the construction industry. The extent of expertise in funds management by emerging contractors directly relates to their development. Therefore, all efforts must be geared towards their expertise, development and sustenance. Emerging contractors need to manage their finances, be competitive, and deliver projects in the required quality, time and within the allocated budget. This study aims at determining challenges faced by emerging contractors, the root causes of challenges of emerging contractors in funds management, the impact of emerging contractor challenges on project delivery time. Further, the study aims to develop a flow chart that will mitigate emerging contractor challenges in funds management. The study was conducted in KwaZulu-Natal, South Africa using a questionnaire. Questionnaires were distributed in two phases and respondents to the study included emerging contractors and industry stakeholders. Random and systematic sampling techniques were employed in the selection of samples. A total of 85 questionnaires were analysed for the study. Inferential statistics was employed for analysis of data. Findings include late payment for completed work which ultimately causes delays; interference with project performance; inadequate planning; unskilled site manpower; late delivery of material; late identification of errors and resolution of drawings, specification errors and omissions; community unrest, militancy and communal crises and interference by political leaders are some of the key factors that negatively affect emerging contractors’ funds management. When adequate attention is given to these factors, it results in project success. In addition, improvement of contractor performance and quality of work; involvement of tribal authorities, provision of finances for project by funders, securing finances and materials credit; successfully managing project finances from inception to completion leads to profits being made and projects are completed successfully and within budget when payment for work done is effected on time. Recommendations include ensuring that sufficient finances are secured, allocated and properly managed from inception to completion of a project; payments are prepared, submitted and paid on time. Planning is improved to combat project delays including ordering materials in advance, identifying design and specification errors early, engaging all project stakeholders to avoid disputes and attending formal training courses to acquire skills that will assist in running projects and managing successful and sustainable businesses. It is also recommended that the new proposed programme and flowchart be adopted to assist the South African construction industry in improving the financial management practices and develop skill of emerging contractors; its adoption will alleviate challenges facing emerging contractors in funds management. / M

The effect of product diversification on firm performance in an emerging economy: a perspective of sub-national instituions

Reviewing literature of product diversification in the large emerging economy China, this paper finds that prior studies related to the effect of product diversification on firm performance (PD-P, hereafter) in China have not yet paid sufficient attention to two important aspects. First, just as national institutions among countries are heterogeneous, sub-national institutions in China also vary greatly. Assuming homogeneous sub-national institutions in the large emerging economy China is at odds with reality. Studying whether PD-P in China will be contingent on sub-national institutional development will help to shed lights on PD-P in China and other emerging economies. Second, in China, state ownership is an important institutional context for individual firms. Prior research has not yet investigated state ownership of individual firms in studying PD-P in China. It would be of theoretical significance to examine whether state-owned enterprises can better take advantage of sub-national institutional development to improve firm performance than non-state-owned enterprises. Considering variation in sub-national institutions within a large emerging economy, this paper also extends the approach of using an institution-based view of business strategy to shed further lights on PD-P. Reviewing extensive literature of product diversification, this paper finds that there has been lack of consensus on PD-P. An institution-based view of business strategy is useful to reconcile divergent findings on PD-P by considering institutional environments in which firms adopt product diversification. Relatively consistent findings are that product diversification has a positive effect on firm performance in emerging economies and has a negative effect on firm performance in developed economies. This paper goes further to explore the influence of sub-national institutions on PD-P in emerging economies. This paper uses a sample of 37,856 observations of 124 insurance firms in 31 provinces of China over the period from 2005 to 2014. It finds that in China, product diversification of a firm in a region has a positive effect on firm performance in that region, but this positive effect holds true only in regions with a high instead of low level of sub-national institutional development. Furthermore, the positive moderating effect of sub-national institutional development on PD-P is context-specific and stronger for firms with a high level of state ownership.

COMMUNITY-BASED NATURAL RESOURCE MANAGEMENT: GROUP CAPACITY, RESOURCE MANAGEMENT PLANNING AND ASSESSING SUCCESS

Grass-roots conservation efforts, implemented at the local level, have become increasingly popular within the U.S. and abroad. The conservation and natural resource literature has touted these initiatives as more effective when compared to top-down management efforts. As localities are given more responsibility for managing their own natural resources, their ability to do so effectively has become a major concern. I sought to determine the capacity of these community-based natural resource management (CBNRM) groups to contribute to successful ecosystem management in the state of Illinois, with three primary objectives: to determine the primary components of capacity within a CBNRM organization (chapter 2); to identify the relationship between the levels of capacity in a CBNRM organization and the quality of natural resource management planning conducted by the group (chapter 3); and, to evaluate the effects of resource management plans (RMPs) produced by CBNRM groups on the ecological integrity of the prescribed area. This multi-disciplinary project necessitated reliance on the principles of both sociology and ecology, as required by explorations of socio-ecological systems. This dissertation is an attempt to model the success of CBNRM initiatives by examining changes in ecological integrity and attainment of conservation goals. It is my intent that this model can be used by CBNRM groups in Illinois and other contexts to best meet their goals, and by organizations seeking to assist CBNRM groups as an investment guide to determine what type of assistance is most likely to lead to environmental change. I found motivation, leadership, respect, mutual interest/shared values, outreach/education, marketing, communication, planning, funding and equipment/supplies were the most important drivers of CBNRM group capacity. Additionally, my results show that capacity varied significantly among groups with low, moderate and high RMP success, and that group capacity was predictive of the degree of RMP success. Lastly, I found bird indicators increased, especially at the 7-8 year post-RMP mark, providing some evidence of the utility of CBNRM initiatives in affecting positive environmental change.

Effective estimation, planning, and control of the functions, operations, and resources of a project are among the most challenging tasks faced by the management of today's engineering and construction organisations. The increase in size and complexity of modern projects demand a sound organisational structure and a rational approach. The main objectives of the present study are two-fold. Firstly to report and critically review theoretical and practical developments of different aspects of the management of engineering and construction projects. Secondly to further develop conceptual, practical techniques and processes; also to provide Guidelines to make more effective use. of resources and systems. To achieve these objectives the present research was carried out in close collaboration with various indurtrial organisations. The current literature on project management is critically examined from the point of View of project cost estimation, planning and control. Various existing and recommended procedures, approaches and techniques are reviewed with particular emphasis on using probabilistic techniques. As the problems of scale are increasing, progressively more industries are adopting systems and project management approaches. Problems, deficiencies and gaps in the existing systems are identified. An analysis of a questionnaire survey on Systems-Caps is carried out and the results of the analysis are reported. . S-curves (or progress curves) are widely used in the plauaing and control of cost, time and resources. A mathematical model for the S-curve is adopted for this purpose. Expenditure data on a number of ii recent projects is analysed and fitted to two S-curve models suggested by Keller-Singh and the Department of Health and Social Security (D. H. S. S. ). A comparative study of the models is carried out. A set of standard parameters for the models is obtained and the predicting accuracy of these models for forecasting expenditure for future similar projects investigated. Quantification aspects of risk involved with the completion time of a project are studied. 'A number of stochastic distributions arc fitted for this purpose to the programed and actual durations for the different activities of a housing project. The maximum likelihood method is used for the estimation of parameters of the fitted distributions. Due to the increasing use of indices in the construction industry, building cost and tender price indices, their application, limitations and methods of formation are discussed. Box-Jenkins models are employed to study past behaviour and to forecast future trends for labour, materials and building cost indices. Finally, general conclusions derived from the present regearch are sunmarised and areas requiring further research are proposed.

Disaster Management and the Urban Poor in Ahmedabad, India

BACKGROUND: The World Bank report warns that the poor living in informal settlements and slum conditions are the most likely to be killed or harmed by extreme weather. They are morevulnerable to disasters often due to clogged drains, land subsidence, heat waves, and increased health risks. Disaster management (DM) in slums is part of a larger development problem in developing countries. However, analytical literature on the exact link and nature of problemsfaced by slum dwellers due to climate change and disasters is scarce. More research is needed to address the gap in literature between increasing urbanisation and the implications for the urban poor in disaster management plans (DMPs). METHODOLOGY: This research was granted approval by the Hamilton Health Sciences ResearchEthics Board on May 28, 2014. In June 2014, semi-structured interviews and focus groups were conducted, including 24 interviews and 9 focus groups with community members (CMs), 12 interviews with key informants from organisations in the civil society (CSOs), and 3 interviews with Government officials (GOs). The interviews and focus groups were transcribed verbatim (to the extent possible) and imported into NVivo 10 (QSR International) for qualitative content analysis. RESULTS: Five key points were made by participants in the focus groups and interviews: 1.) Some physical and non-physical infrastructure needs were not considered by GOs and CSOs for slum upgrading, such as the repair of shelter roofs and the creation of self-formed slum groups, 2.) Bottom-up participation and citizen engagement needed to be improved during the design and implementation of DMPs, 3.) Communication was pertinent during all phases of the DM cycle, including multisectorial involvement from all three stakeholder groups, 4.) Different barrierswere raised, including urbanization and planning, which affected the required participation and communication in DM, and 5.) Even substantial levels of water in the home at 3-4 inches high were described as waterlogging rather than flooding, suggesting that disasters were being normalised. DISCUSSION AND CONCLUSION: By describing different measures and approaches that are used for and by the urban poor, new DM strategies are suggested (such as scaling up and including new components in Slum Upgrading Programs). Several recommendations were made to improve DM planning, including the need to overcome several barriers and the potential of formulating contextual DMPs (such as an Earthquake Action Plan). A novel finding was the apparent normalisation of disasters. This raises important questions about how disasters are framed in Ahmedabad and the policy solutions that result from it. Climate change was seldom noted, even though it is expected to increase the frequency and intensity of future disasters. These findings can be considered for policy makers in megacities around the world and in the post-2015 Millennium Development Goals and Hyogo Framework of Action. / Thesis / Master of Science (MSc)

<p>Waste management is a global environmental issue which concerns about a very significant problem in today’s world. There is a considerable amount of disposal of waste without proper segregation which has lead to both economic and environment sufferings. It is still practiced in many cities. There is a tremendous amount of loss in terms of environmental degradation, health hazards and economic descend due to direct disposal of waste. It is better to segregate the waste at the initial stages where it is generated, rather than going for a later option which is inconvenient and expensive. There has to be appropriate planning for proper waste management by means of analysis of the waste situation of the area.</p><p>This paper would deal with, how Geographical Information System can be used as a decision support tool for planning waste management. A model is designed for the case study area in an Indian city for the purpose of planning waste management. The suggestions for amendments in the system through GIS based model would reduce the waste management workload to some extent and exhibit remedies for some of the SWM problems in the case study area. The waste management issues are considered to solve some of the present situation problems like proper allocation and relocation of waste bins, check for unsuitability and proximity convenience due to waste bin to the users, proposal of recyclable waste bins for the required areas and future suggestions. The model will be implemented on the Aurangabad city’s case study area data for the analysis and the results will suggest some modification in the existing system which is expected to reduce the waste management workload to a certain extent.</p>
