The effect of product diversification on firm performance in an emerging economy: a perspective of sub-national instituions

Reviewing literature of product diversification in the large emerging economy China, this paper finds that prior studies related to the effect of product diversification on firm performance (PD-P, hereafter) in China have not yet paid sufficient attention to two important aspects. First, just as national institutions among countries are heterogeneous, sub-national institutions in China also vary greatly. Assuming homogeneous sub-national institutions in the large emerging economy China is at odds with reality. Studying whether PD-P in China will be contingent on sub-national institutional development will help to shed lights on PD-P in China and other emerging economies. Second, in China, state ownership is an important institutional context for individual firms. Prior research has not yet investigated state ownership of individual firms in studying PD-P in China. It would be of theoretical significance to examine whether state-owned enterprises can better take advantage of sub-national institutional development to improve firm performance than non-state-owned enterprises. Considering variation in sub-national institutions within a large emerging economy, this paper also extends the approach of using an institution-based view of business strategy to shed further lights on PD-P. Reviewing extensive literature of product diversification, this paper finds that there has been lack of consensus on PD-P. An institution-based view of business strategy is useful to reconcile divergent findings on PD-P by considering institutional environments in which firms adopt product diversification. Relatively consistent findings are that product diversification has a positive effect on firm performance in emerging economies and has a negative effect on firm performance in developed economies. This paper goes further to explore the influence of sub-national institutions on PD-P in emerging economies. This paper uses a sample of 37,856 observations of 124 insurance firms in 31 provinces of China over the period from 2005 to 2014. It finds that in China, product diversification of a firm in a region has a positive effect on firm performance in that region, but this positive effect holds true only in regions with a high instead of low level of sub-national institutional development. Furthermore, the positive moderating effect of sub-national institutional development on PD-P is context-specific and stronger for firms with a high level of state ownership.

Tem como marco referencial o método de planejamento proposto por Carlos Matus, o “Planejamento Estratégico Situacional (PES)”, que é um método direcionado para o setor público, no qual os atores são os partidos políticos, governantes, dirigentes de organizações públicas, empresariais e sindicais. È um estudo de natureza descritiva, do tipo qualitativo no qual, os municípios em Gestão Plena do Sistema Municipal ou que aderiram ao Termo de Ajuste e Metas até dezembro de 2006 se constituem no campo de investigação. Os sujeitos do estudo foram os secretários municipais de saúde e os coordenadores municipais de VISA. No que se refere às técnicas de análise, como fontes primárias foram utilizadas entrevistas semi-estruturada e questionários e secundária a análise documental dos relatórios de supervisão da DIVISA, Planos Municipais de Saúde e Planos Municipais de Vigilância Sanitária. O método de análise de dados foi análise de conteúdo, utilizando como subcategoria a análise estrutural. A partir dos dados produzidos foram identificadas cinco categorias de análise: a realidade; a imagem-objeto; a situação-objetivo; a estratégia de ação e o gerenciamento da execução. O estudo apresentou a dicotomia entre o discurso marxista de planejamento proposto pelos coordenadores federal e estadual do sistema de VISA e o modelo de organização que se alinha com o modelo burocrático proposto por Weber. No que se refere ao processo de trabalho o modelo tende a se amoldar ao proposto por Taylor. Os resultados demonstraram que os sujeitos, na sua maioria, não detêm conhecimento sobre o processo de planejamento em saúde, bem como da importância do planejamento para a capacidade de gestão e conseqüentemente para o alcance dos objetivos organizacionais e das metas pactuadas. Como principais resultados foram identificados que os municípios alvo deste estudo, na sua maioria, apresentam uma baixa capacidade de gestão; demonstram uma incipiente capacidade de planejamento; insignificante participação da vigilância sanitária municipal na elaboração dos Planos Municipais de Saúde; os Planos de VISA não assumem as ações de Média Complexidade pactuadas por meio do TAM; os instrumentos de gestão e programação não são utilizados na elaboração dos Planos Municipais de Saúde e nos Planos de VISA e no discurso o planejamento é ascendente, mas na prática o planejamento é descendente. Para transformar essa realidade, este estudo propõe o fortalecimento do sistema municipal de VISA por meio: do apoio e do assessoramento aos gestores municipais para que estes assumam as competências e responsabilidades originadas do processo de pactuação; da inclusão das ações de VISA de baixa e média complexidade no Plano Municipal de Saúde e no Plano de VISA; da capacitação dos gestores municipais e os profissionais de VISA na área de: políticas públicas de saúde, gestão e planejamento. / Salvador

Aufgrund der unbefriedigenden betriebswirtschaftlichen Situation ist die Konzeption von Stra-tegien zur Verbesserung der Wirtschaftsergebnisse für viele Forstbetriebe eine existenzsichernde Aufgabe. Die Verfahren der Forsteinrichtung bedienen den Informationsbedarf nicht immer in dem erwarteten Umfang. Die Erweiterung der naturalen Planung um ökonomische Zielgrößen erfolgt bisher nur gelegentlich. Die geänderten Anforderungen verstärken den Anspruch, das klassische Planungs- und Kontrollsystem der Forsteinrichtung um neue integrative Verfahren und Module zu ergänzen und die methodische Einbindung der Forsteinrichtung in den gesamten betrieblichen Planungs- und Entscheidungsablauf sicherzustellen. Im Rahmen dieser Arbeit wurde ein Planungs- und Simulationsmodell zur Steuerung und Kontrolle von Forstbetrieben entwickelt und beispielhaft erprobt. Das entwickelte Gesamtsystem besteht aus insgesamt vier Komponenten. Die Basis bildet ein Inventurmodul, das eine Schnittstelle zu dem integrierten Wachstumsmodul besitzt. In der vorliegenden Untersuchung wurde als Wachstumsmodul das Programm SILVA gewählt. Für die betriebswirtschaftliche Kalkulation der naturalen Fortschreibungsergebnisse fand das Programm tharget Verwendung. Zur Bewertung der kalkulierten Zahlungsreihen wurden investitionstheo-retische Funktionalitäten im Modul Invest verwendet.

Hierdie studie is gebaseer op die behoefte wat bestaan aan dienslewering wat regerings-departemente behoort te lewer en meer spesifiek ten opsigte van hierdie studie die diens wat die Suid-Afrikaanse Polisiediens (SAPD) lewer. Gevolglik is die primêre navorsingsdoelstelling egter om 'n evaluasie van strategiese bestuur te doen ten einde te bepaal watter bydrae en waarde dit kan hê vir die Suid-Afrikaanse Polisiediens ten einde dienslewering te optimaliseer. Hierdie studie vervul die volgende navorsingsdoelwitte:  Die waarde en belang van strategiese bestuur is bepaal,  Die waarde en belang van leierskap is bepaal,  Die waarde van organisasiekultuur is bepaal en die rol wat dit vervul ten einde dienslewering te optimaliseer. Die navorser het 'n nie-empiriese (teoretiese) navorsingsontwerp gevolg wat fokus op 'n sistematiese oorsig van nasionale media-artikels as bronne. Die navorser het vir die doeleindes van hierdie studie dokumentêre bronne, in die vorm van nasionale gedrukte media en persoonlike ondervinding gebruik as datainsamelingsmetode. Volgens Punch (2014:158) mag dokumentêre bronne vir data op verkeie maniere in die sosiale wetenskaplike navorsing gebruik word. Somige studies kan en mag moontlik totaal afhanklik wees van dokumentêre data, met hierdie data dan die fokus in eie reg. Hierdie studie het verder aanbevelings gemaak dat strategiese bestuur wel voordele inhou vir die Suid-Afrikaanse Polisiediens. Strategiese bestuur kan in enige organisasie toegepas word. Die waarde daarvan is dat organisasies wat strategies bestuur word, die eksterne invloede van die omgewing proaktief kan bestuur. Die sosio-politieke en ekonomiese omstandighede in Suid-Afrika maak beleidsaanpassings in openbare organisasies noodsaaklik as gevolg van die dinamiese verandering op hierdie terrein. Met die hulp van 'n strategiese plan kan bestuur die organisasie proaktief bestuur na gelang van wat die interne en eksterne omgewing vereis. Die lojale, effektiewe, opgeleide, doeltreffende leiers en polisiebestuurders behoort daardie beamptes te wees wat strategiese bestuur optimaal benut en daadwerklik toepas sodat doeltreffende dienslewering optimal aan die diverse gemeenskappe gelewer kan word. Dit blyk ook verder dat die strategiese bestuur en beplanningstegnieke waardevolle hulpmiddels is vir die professionele polisiebestuurder in terme van die verwesenliking van doelstellings en doelwitte van die Suid-Afrikaanse Polisiediens. Die strategiese plan (2014-2019) van die Suid-Afrikaanse Polisiediens bevat alle fokusareas wat nodig is vir sukses en die uitvoering daarvan op operasionele vlak bly die maatstaf. Daar word opsommend volstaan dat al vier geformuleerde hipoteses wetenskaplik geverifieer kon word in hierdie teoretiese literatuurstudie en dat al vier die geformuleerde hipoteses wat gestel is aan die begin van hierdie navorsing, wel aanvaar kan word vir die suksesvolle implementering van strategiese bestuur in die Suid-Afrikaanse Polisiediens ten einde dienslewering te optimaliseer. Hierdie navorsing lewer ‘n bydrae tot die kennis verwant aan ‘n meer strategiese rol van leiers om dienslewering te optimaliseer. / This study has been based on the need for service delivery by government departments and more specific for this study the service delivery of the South-African Police Service. Consequently, the primary research goal was to evaluate strategic management to establish what contribution and value it could have for the South-African Police Service to optimize service delivery. This study fulfilled the following objectives:  The value and importance of strategic management was ascertained,  The value and importance of leadership was ascertained,  The value and importance of organisational culture was ascertained and the role it fulfills to optimize service delivery. The researcher followed a non-empirical (theoretical) research design that focused on a systematic overview of national media articles as sources. The researcher for the purpose of this study used documented sources, in the form of national printed media and personal experience as data collection method. According to Punch (2014:158), documentary sources of data might be used in various ways in social science research. Some studies might depend entirely on documentary data, with such data the focus in their own right. This study further provided recommendations that strategic management have essential benefits for the South African Police Service. Strategic management can also be implemented in any organisation. The value for organisations using strategic management is actually to be able to manage the influences from the external environment proactively. It is neccessary for public organisations to adjust policy due to the changes in the socio-political and economical circumstances. Management will be able, with the strategic plan, to manage the organisation proactively with regard to the ongoing needs and changes from the external environment. The loyal, efficient, effective, trained leaders and police managers should be those officials to use strategic management optimally and implement the strategic plan so that effective service delivery can be rendered to all diverse communities. Further more strategic management and planning techniques serve as valuable support for professional police managers in terms of reaching the goals and objectives of the South African Police Service. The strategic plan (2014-2019) of the South African Police Service includes all the focus areas that are needed for success, but the executing on operational level will be the measure. Thus, in summary, the researcher accepts that the four formulated hypotheses could be verified scientifically in this theoretical literature research. All four hypotheses are accepted for the successful implementation of strategic management in the South African Police Service to be able to optimise service delivery.
