A pesquisa A gestão da educação no contexto da sociedade capitalista: a parceria público privado apresenta como tema central a gestão democrática da educação no contexto da sociedade capitalista e, como objetivo geral, a análise das decorrências da lógica do sistema capitalista, através do “Terceiro Setor”, para a gestação dessa gestão democrática. Para isso, contextualiza-se a crise do sistema do capital, a fim de abarcar a conjuntura de desenvolvimento da proposta de gestão democrática da educação, a partir do final dos anos 1990. Trabalha-se também a temática sob o aspecto conceitual, legal e político, para entender a inserção do “Terceiro Setor” na gestão da educação brasileira. Apresenta-se o Instituto Ayrton Senna como um exemplo das novas relações entre Estado e “Terceiro Setor”, a fim de compreender as estratégias de inserção da lógica do capital, na gestão pública da educação. Por fim, observa-se a parceria do Instituto Ayrton Senna (IAS) com a Rede Municipal de Educação e Cultura de Joinville (RMECJ), a fim de entender suas estratégias gerenciais de gestão educacional e as consequências para a gestação da gestão democrática da educação. Com base nesse desenvolvimento, o estudo está fundamentado, a partir da categoria da contradição, através dos eixos de análise: capital/capitalismo, “Terceiro Setor”/Instituto Ayrton Senna, democracia/gestão democrática da educação e gestão gerencialista da educação. Esses eixos são inicialmente abordados na sua singularidade e, na medida em que se aprofundaram seus estudos, começou-se a compor a teia de relações entre si, proporcionando o entendimento do tema da pesquisa na sua totalidade. Partiu-se da problematização da crise estrutural do capitalismo, por entender que a gestação da gestão democrática da educação é parte constitutiva da contradição dos processos históricos da sociedade capitalista. E, para aprofundar este estudo, elegeu-se analisar a parceria firmada entre a Prefeitura de Joinville-SC e o Instituto Ayrton Senna, no período de 2000 a 2008, mais especificamente entre 2004 e 2008, por se tratar, especificamente, do período de adoção pela RMECJ do Programa de Gestão Nota 10 da Rede Vencer, do Instituto Ayrton Senna. Escolheu-se trazer o exemplo da gestão da educação em Joinville por considerarmos essa uma expressão significativa no campo educacional, pela sua abrangência e complexidade, mesmo sendo um exemplo singular da educação nacional, desenvolvido no estado de Santa Catarina. Utilizam-se como principais fontes de pesquisa documentos fornecidos pela RMECJ, entre os quais se destacam a Lei de Gestão Democrática nº 5132/2004; o Plano Municipal de Educação; Indicadores de Gestão 2001/2003; e Indicadores de Gestão 2004 a 2008. Além disso, realizaram-se entrevistas semiestruturadas com os trabalhadores da educação in loco, que, na ocasião da pesquisa, ocupavam os cargos de secretário de Educação, gerente de ensino do PEC, duas superintendentes, uma diretora de escola e uma professora que atua nas séries iniciais. Como decorrência dessa construção, afirma-se que o modelo de gestão gerencialista, adotado pelo “Terceiro Setor” e em particular, pelo IAS, provoca o esvaziamento da gestão democrática da educação, negando a condição humana de sujeito histórico social, reduzindo-o à coisificação humana. / The research management education in the context of capitalist society: a public private partnership has as its central theme the democratic management of education in the context of capitalist society and, as a general objective, the analysis of the consequences of the capitalist system logic, through the “Third Sector”, for the pregnancy of such democratic management. For that, the crisis of the capital system is contextualized in order to cover the conjuncture of development of the proposal of democratic management of education, from the late 1990s. We also work this subject under the conceptual, legal and political aspects to understand the insertion of the “Third Sector” in the management of Brazilian education. The Ayrton Senna Institute is presented as an example of the new relations between state and “Third Sector” in order to understand the strategies of insertion of the capital logic in public management of education. Finally, we observe the partnership of the Ayrton Senna Institute (IAS) with Joinville’s Municipal Education and Culture System (RMECJ) to perceive its managerial strategies of educational management and the implications for the pregnancy of the democratic management of education. Based on this development, the study is grounded, from the category of contradiction, through these analysis axes: capital/capitalism, “Third Sector”/Ayrton Senna Institute, democracy/democratic management and managerial educational management. These axes are initially covered in its uniqueness and, as its studies began to deepen, we began to compose a web of relations, providing an understanding of the research subject in its totality. We started from questioning the structural crisis of capitalism, arguing that the pregnancy of the democratic management of education is a part of the contradiction of capitalist society’s historical processes. To intensify this study we chose to analyze the partnership between Joinville City Hall and the Ayrton Senna Institute, from 2000 to 2008, specifically between 2004 and 2008, because it is the specific period of adoption by RMECJ of the Management Program Grade 10 from the Winning Network, from IAS. We chose to bring up the example of the educational management in Joinvile because we consider this a significant expression in the educational field, by its scope and complexity, even as a singular example of national education, developed in the state of Santa Catarina. The primary sources for the research were documents provided by RMECJ, among which stand out the Democratic Management Act No. 5132/2004, the Municipal Education Plan, Management Indicators 2001/2003, and Management Indicators from 2004 to 2008. In addition, semi-structured interviews were conducted with employees of local education that, at the time of the survey, were occupying positions of secretary of education, educational manager of PEC, two superintendents, a school principal and a teacher who works in early grades. As a result of this construction, it is stated that the managerial management model, adopted by the “Third Sector” and specially by IAS, causes the emptying of the democratic management of education, denying the human condition of social historical subject, reducing it to human objectification.

An investigation of educators' perceptions of the Integrated Quality Management System in South African schools

A great deal of literature on staff evaluation covering a wide spectrum of fields such as industry and commerce, including schools, has been produced and it generally identifies three main purposes of quality evaluation. Firstly, evaluation is conducted to review performance, identifying strengths and weaknesses. Secondly, it provides information about the service in order to improve the quality of the service and to demonstrate accountability. Thirdly, evaluation is aimed at encouraging personal and professional development. This study analyses the Integrated Quality Management System (IQMS), an evaluation system which was implemented in South African public schools in 2005. The IQMS is a clear reaction to the autocratic mode of evaluation that operated during the apartheid era and is a major shift from the old paradigm of external evaluators. The new paradigm calls for a joint collaboration between schools, districts and supervisory units with the overall aim of enhancing the quality of education in South Africa, in addition to addressing the inequities and injustices of the past. Since its introduction, very little empirical research has been carried out to establish whether the IQMS model addresses that which it was intended to. This thesis evaluates the extent to which the IQMS is perceived to have enhanced individual development and ensured improvements in teaching and learning.

Managing in the middle, the practice of managing change in English Universities

Higher Education Institutions are worth £45 billion to the UK economy, according to a report published in 2006 by Universities UK (UUK), the representative organization of the United Kingdom’s universities. The higher education sector has undergone considerable change with the introduction of the marketplace, tuition fees and business management structures and methods. Managing change as a middle manager is acknowledged to be important activity (see for example, Beer, Eisenstat and Spector, 1990) and yet there is a limited amount of empirically research that has been conducted to discover how change is managed in the higher education sector in England by these staff. This study explores the perceptions of higher education managers about their role in managing change in the higher education sector. It is an exploratory study based on thirty-one interviews with managers in nine universities from across the higher education sector in England. The universities were chosen to ensure there was a representative sample from the main groups within the sector and a geographical spread across the country’s regions. The literature review found a wide range of contrasting viewpoints that provided a myriad of support and confusing messages. There was a lack of information about how higher education managers manage and, in particular, how they manage change. Managers, and those who seek to help them, face challenges in seeking and providing guidance and improving practice. The middle manager has to manage change and use a variety of means to achieve it. They are caught in the middle between senior managers and staff and other stakeholders. They have primarily learned from experience but need support and guidance when they come across change projects of which they have no knowledge. This can be provided by access to case based practice and a network of experienced experts. This research recommends the creation of such support using new media available via the internet provided through professional associations such as the Association of University Administrators (AUA).

The diploma thesis deals with the director's function in pre-primary education. The aim of the diplom thesis is to analyze and evaluate processes and management in the concept of preschool education, emphasizing the role of the headmaster of the kindergarten as the governing body responsible for the quality of educational processes. The preschool headmaster works closely with other pedagogical staff and deputy directors whose functions are also mentioned, here. The pedagogical staff are indispensable in the educational process of the school. The concept of pre-primary education is characterized in the theoretical part by its legislation. It focuses on the work activities of pedagogical staff - teachers, deputy director and director. It introduces the functions of the kindergarten, represents individual activities in kindergarten mode and mentions the obligatory documentation, which is necessary for the functioning of preschool organization. It explains the management within the studied field and describes the individual management processes and functions. The practical part is based primarily on the questionnaire survey and secondly on the conducted interviews with the directors of the public kindergartens in Prague 4. Foram discutidos integradamente os dados gerados no desenvolvimento do estudo, levando em conta o contexto onde a unidade de análise e as unidades de observação estão inseridas; os ambientes correlatos; a estrutura de gestão; e a percepção de colaboradores e gestores acerca do tema. Os resultados obtidos permitem apontar, que por meio do Design Thinking, é possível explorar novos percursos na ação estratégica da gestão, com a contribuição de indicadores e intervenções que representam alternativas para romper com abordagens mais tradicionais e transformar qualitativamente o processo de gestão. / The current study aims to understand and explore the contribution of Design Thinking for the innovation in strategic management in education. Therefore a qualitative survey was conducted, with an exploratory approach, using the case study at an elementary private school in Porto Alegre. The data sources that supported the analysis of this investigation include documentary research and field research, where a seminar was developed and conducted with the professionals involved in the case study and the use of a questionnaire with open questions. The second phase included the direct observation in carrying out benchmarking, where the managers of three educational institutions with innovative management practices were interviewed by means of semi-structured interviews. The data generated in the development of the study were integrally discussed taking into account the context in which the unit of the analysis and the units of observation were inserted, the related environments, the management structure, and the perception of employees and managers on the subject. The findings may point out that through Design Thinking is possible to explore new paths in the management strategic action plan, having the contribution of indicators and interventions that represent alternatives to break with more traditional approaches and change the management process qualitatively.

Delivering quality service to customers through total quality management systems in service organizations with particular reference to public schools in Limpopo Province

Parents are ready to pay more for the best value for their money, in order to give their children the quality education. The South African education system seems to have very sound policies, but one wonders if they are well implemented, and whether customers do in deed get what they expect (customer satisfaction) from the process. The Department of Education department introduced Integrated Quality Management System in 2003 as a strategy to be used in order to improve the quality of education and improve on the performance of educators in the country. The provincial department of education‟s attempts at implementing Integrated Quality Management System since early 2004 have not been without problems; however, more especially after the signing of the Agreement on the Occupational Specific Dispensation, there has been some uncertainty about the current status of Integrated Quality Management System. The purpose of this research is to investigate the extent to which service organisations such as public schools in Limpopo Province particularly in the Mankweng cluster deliver quality service as expected by their internal and external customers.
