Central management of local performance : a comparison of England and Korea

Since the 1980s, New Public Management (NPM) has deeply influenced the public sector across the world, and thus measuring or managing performance has become a principal element of government reform. In terms of borrowing models and techniques from the private sector, performance measurement has been significantly extended into government, but differences between the two sectors have led to difficulties and criticism of this practice with a wide inconsistent variety of different theoretical explanations about it. In this context, this thesis investigates the effectiveness of performance measurement and theoretical explanations of conditions for its success in the public sector. It focuses through a comparative methodology on Comprehensive Performance Assessment and Joint Performance Assessment that have recently been introduced between the levels of government in England and Korea for the improvement of local government performance and accountability. Extensive analysis of literature and case studies have allowed the thesis to find firstly, that the introduction of such unique assessment systems, by which the centre assesses localities, was deeply affected by the environmental commonalities of both countries such as centralisation in inter-governmental relations and enthusiasm for NPM. Second, the empirical evaluation of both tools shows that they have in practice been valid for accurate assessment, and directly functional for improvement and indirectly for accountability to the public. Their high validity and functionality proved to be mainly attributable to two characteristics. One was institutionally that both frameworks were based on a balanced approach to performance and the disclosure of assessment results to the public for facilitating competition between localities. The other was that both had impacted on internal management of local government which led to change in organisational culture with more focus on performance. However, it identified a necessity for local authorities to participate in the development process of those tools to ensure legitimacy of central management of local performance since they enjoy their own electorally based political support. The research has also found the importance of assessors’ expertise for accurate assessment and a possibility that performance measurement can contribute to the resolution of political tension and cooperation between central and local government when it focuses more on outcomes than input and process. A deeper theoretical and practical understanding of these successful experiences and important policy elements in contemporary public management contributes significantly to knowledge in the three settings of evaluation of policy instruments, comparison between countries and central-local relations. Finally, the study assists each country and others to draw lessons from each other.

U prvom modelu su<br />razvijeni postupci analize, modelovanja, ocenjivanja i vrednovanja<br />postupaka unapređenja struktura i poslovnih procesa, a u drugom<br />modelu su postavljene faze planiranja, merenja i vizuelizacije<br />performansi poslovnih procesa. Primenjeni su savremeni softveri<br />za upravljanje procesima i njihovim performansama. The firm In this research is a trading company that has been exploiting and marketing hi-tech materials and equipments since it was founded in 1968. From 1980, the firm has been working on the globalization arrangement and the requirement to expand the company's operation scope. The overseas subsidiaries were established in south-eastern Asia, Hong Kong, and China. In today's growing complexity of global networks of supply chains and hypercompetitive business environments, firms are confronted with the need to manage supply chain activities across functions and between firms. Yet the overseas subsidiaries might not certainly get enough resources and support from their headquarter to conquer the challenges, even though they usually face tough competition and greater customer scale especially in China. The profit center system is the major reason that obstructs the cooperation between the headquarter and the overseas subsidiaries. Some employees of the headquarter just care their own business region, instead of assisting overseas subsidiaries to grow up together, and developing the strategies of the whole business group for the future. The findings show that a firm¡¦s cross-functional orientation (CFO) has positive effect on supply chain management (SCM) performance with empirical evidence. The conclusions are as below¡G 1. The cross-functional orientation (CFO) has remarkably positive effect on customer satisfaction. And the stronger factors that encourage CFO to enhance customer satisfaction are operation linkage and technology integration. 2. The cross-functional orientation (CFO) affects remarkably and positively on supply chain management (SCM) responsiveness. And operation linkage, participative management, and technology integration are stronger factors that encourage CFO to enhance supply chain responsiveness. 3. The supply chain management (SCM) responsiveness has remarkably positive effect on customer satisfaction. 4. The customer satisfaction of the headquarter and overseas subsidiaries influences each other.

The main objective of this study was to analyze the supervisory control of the company STTRANS, focusing on transportation dispatcher job within a week and watch how they governed and navigating assigned trucks. Own observation or interviews with the dispatcher or the Head of Division I examined the information that I needed for further work. I have defined the tasks of the truck and I watched them work. Dispatcher can thanks to modern technology to monitor the movement of all assigned vehicles. Their movements are creating records that will allow me, through data processing and computer technology to re-compare the activities of all tracked vehicles. Based on the gathered data, I replied to the hypotheses and propose measures on possible improvements. &#61656; To expand its business in the transport of materials and fluids in order to receive orders to load more characters than ever before. &#61656; assigned to the truck instead of two drivers and one that could increase firm performance. &#61656; reach more potential customers, which could offer a quality service. &#61656; More care to monitor mileage of drivers, they all have a chance at achieving a comparable level of monthly salary. &#61656; Reallocate always a dispatcher for the afternoon shift, which would address the problem of drivers on the road, and the dispatcher would not have to work to solve problems in their personal leisure. Making Sense of Big Data – Can it Transform Operations Management?

Yes / This paper focuses on the application and exploitation of Big Data to create competitive advantage. It presents a framework of application areas and how they help the understanding of targeting and scoping specific areas for sustainable improvement. Empirical evidence demonstrates the application of Big Data in practice and tests the framework. An exploratory approach is adopted to the secondary research which examines vendors’ offerings. The empirical research used the case study method. The findings indicate that there is opportunity to create sustainable competitive advantage through the application of big data. However there are social, technological and human consequences that are only now beginning to emerge which need to be addressed if true long-term advantage is to be achieved. The research develops a framework and tests it only in 2 dimensions. This should be expanded. The vendor analysis limitations lie within the nature of the information available and the difficulties in mitigating against bias. The suggested framework can help academics and managers to identify areas of opportunity to do so, setting new levels of performance and new agendas for business. This work contributes to service operations management, building on Kranzberg (1986) and the impact of technology and on Fosso Wamba et al. (2015) by developing a systems application framework to further understanding of big data from a practical perspective to extend their research taxonomy insights. Our case studies demonstrate how the use of BD enhances operational performance.
