Defining sustainability in transportation : an effort to strengthen MAP-21

The Transportation Research Board of the National Academies identifies nine current and critical issues facing the United States transportation sector: congestion, environmental preservation, deteriorating infrastructure, inadequate funding, social equity issues, susceptibility to natural disasters, insufficient safety improvements, outdated government institutions and a lack of investment in innovation. All of these issues directly threaten the sustainability of transportation in the United States. While numerous transportation stakeholders have presented definitions of sustainable transportation, there is significant variation and disagreement over what sustainability actually means in transportation. The absence of a coherent, universal definition has undermined the overall effectiveness of transportation plans, policies and programs, including the current federal highway authorization, the Moving Ahead for Progress in the 21st Century Act (MAP-21) as well as the Congestion Mitigation and Air Quality Improvement (CMAQ) program. Through examining the definitions of sustainable transportation put forth by the European Union, Transport Canada, the Transportation Research Board (TRB), the American Association of State Highway and Transportation Officials (AASHTO), the Interagency Partnership for Sustainable Communities and various state departments of transportation (DOTs), this report seeks to establish a clear definition of sustainable transportation, adopt applicable sustainable transportation indicators and offer meaningful recommendations that help strengthen the overall sustainability of MAP-21 and the CMAQ program. / text

Combinatorics Of The Hermitian One-Matrix Model

It is well known that the perturbed GUE matrix model has a combinatorial interpretation involving graphs embedded in Riemann surfaces. Generating functions for these graphs in the case of an even potential have been studied by many authors. The case of a cubic potential has also been studied. Using string equations, we construct "valence independent" formulas for map generating functions. These formulas hold for arbitrary polynomial potentials. We derive "edge Toda equations," which we use together with our valence independent formulas to generalize formulas of Ercolani, McLaughlin and Pierce to the case of an arbitrary odd or even valence. We derive a valence independent formula for the equilibrium measure for eigenvalues of the matrix model. Using this formula for the equilibrium measure we show that our valence independent formulas for generating functions can also be derived from the Riemann-Hilbert problem for orthogonal polynomials, and from the loop equations.

Biochemical, raw, and cooked color characteristics of individual bovine muscles in oxygen permeable and modified atmosphere packages

Color stability and cooked muscle color were evaluated in relation to myoglobin content, oxygen consumption rate, pH, lipid oxidation, oxygen penetration depth, metmyoglobin reductase activity, Hunter L*- a*- b*- values, discoloration, and degree of doneness for the M. Infraspinatus (IF), M. Triceps brachii (TB), M. Teres major (TM), M. Rectus femoris (RF), M. Vastus lateralis (VL), M. Semimembranosus (SM), M. Biceps femoris (BF), M. Semitendinosus (ST), M. Gluteus medius (GM), as well as the M. Psoas major (PM), and M. Longissimus lumborum (LL). Steaks from these muscles were segmented into a low oxygen dark, low oxygen light, high oxygen, and PVC overwrap packaging environment for six days of retail display. There were no major differences in pH, oxygen consumption rate, or myoglobin reductase acitivity between shelf-life days and packaging environments for the muscles used in the study. The VL, TB, ST, SM, and the GM had higher levels of lipid oxidation in the later days of shelf-life storage and were higher (P < 0.05) in high oxygen packaging compared to the other three treatments. Oxygen penetration depth was greater (P < 0.05) over all storage days for the high oxygen treatment in the TB and LL as compared to the other treatments. Hunter CIE a* and b* values significantly decreased across all muscles for the high oxygen and PVC treatments. Discoloration increased significantly as storage days increased in the high oxygen and PVC treatments for the TB, SM, VL, BF, IF, GM, PM, and TM. Degree of doneness was higher (P < 0.05) for the PM, TB, and SM muscles in a high oxygen atmosphere as compared to the low oxygen light and low oxygen dark treatments. Aerobic reducing ability tended to decrease as retail shelf-life day increased. A high oxygen environment increased rancidity, oxygen penetration depth, redness values, and degree of doneness (P < 0.05) when compared to a low oxygen light and low oxygen dark modified atmosphere package.
