En esta investigación se analiza la transformación del territorio de la Colonia Pastoril Cushamen, ubicada en el Noroeste de la provincia de Chubut. En este estudio se busca dar cuenta de la importancia de los aspectos étnicos identitarios de las familias y organizaciones que habitan este territorio y su importancia en el desarrollo y en la ejecución de políticas públicas. La metodología incluyó la realización de entrevistas semi estructuradas a los integrantes de las organizaciones comunitarias, técnicos que han ejecutado programas de desarrollo y otros actores relevantes para el aporte de la misma. Se hicieron observaciones durante talleres participativos y se consultó información de fuentes primarias y secundarias. Los resultados obtenidos muestran que los elementos étnicos identitarios presentes en las familias y organizaciones del territorio, influyen fuertemente en la acción colectiva de las mismas y su relación con la acción pública. Las mismas se manifiestan a través de la forma de organizarse, del sentido de pertenencia de las familias y de la realización de ceremonias como el camaruco, que recrea permanentemente estos elementos. Analizar diferentes organizaciones, nos permitió descubrir que las lógicas y estrategias para la acción colectiva son heterogéneas y responden principalmente a los aspectos identitarios mencionados, además de las transformaciones acaecidas en los últimos años, que crearon un contexto favorable para el desarrollo de las organizaciones de pueblos originarios, no exento de permanentes luchas por reivindicaciones. Como conclusión, en este contexto de fragilidad ambiental y fuertes limitaciones para el desarrollo económico de las familias de Cushamen, es necesaria la implementación de nuevas estrategias en la ejecución de políticas públicas desde el Estado, que promuevan la participación de los destinatarios y la incorporación de su cosmovisión en el diseño de las mismas. / This research analyzes the transformation of the territory of Colonia Pastoril Cushamen, located in the Northwest of the province of Chubut. This study seeks to explain the importance of the ethnic identity aspects of the families and organizations that inhabit this territory and its importance in the development and implementation of public policies. The methodology included semi-structured interviews with members of community organizations, technicians who have implemented development programs and other relevant actors for the contribution of the same. Observations were made during participatory workshops and information was collected from primary and secondary sources. The results obtained show that the ethnic identity elements present in the families and organizations of the territory, strongly influence the collective action of the same and their relationship with public action. They are manifested through the way of organizing, the sense of belonging of the families and the realization of ceremonies like the Camaruco, which permanently recreates these elements. Analyzing different organizations, allowed us to discover that the logics and strategies for collective action are heterogeneous and respond mainly to the identities mentioned above, in addition to the transformations that have occurred in recent years, which created a favorable context for the development of organizations of indigenous peoples, not exempt from permanent struggles for claims. As a conclusion, in this context of environmental fragility and strong constraints for the economic development of the families of Cushamen, it is necessary to implement new strategies in the execution of public policies from the State, that promote the participation of the recipients and the incorporation of Their worldview in the design of the same.
