Para tanto, utilizou-se técnicas de pesquisa qualitativa, através de entrevistas realizadas com os gestores do Programa, e pesquisas quantitativas, por meio da aplicação de questionários aos agricultores familiares. Os resultados mostraram que o Pronaf está causando certa dinâmica na produção agropecuária, na ocupação da mão-de-obra e na renda dos agricultores em questão. Porém, constatou-se que o Programa possui cinco básicos problemas que estão comprometendo a sua eficiência no município: a disputa política entre os órgãos públicos que gerenciam o Pronaf, a falta de participação dos agricultores na gestão dos recursos, a forte presença do atravessador na comercialização dos produtos, a ausência de assistência técnica e acesso à tecnologia, e a falta de investimentos do Programa na infra-estrutura dos estabelecimentos rurais. Os resultados mostram que esses problemas estão impedindo que o Pronaf possa garantir o desenvolvimento da agricultura familiar no município, uma vez que, até o momento, os recursos investidos não estão se concretizando em melhores condições de vida para os agricultores familiares. / ABSTRACT This research analyzed the implicationos brought by PRONAF on the process of improvement of life conditions of the family farmers in the county of Feira de Santana, in period between 1999 and 2006. In order to accomplish this objective, qualitative and quantitative research techniques were used, in the form of interviews with the program managers and questioners applied to the farmers. The results showed that PRONAF is bringing some dynamic to farming and livestock raising, to the occupation the labor force and to the income of the farmers in question. However, it was found that the program have five basic implication which compromise the efficiency of this government policy in the country. These are: the political dispute between the public agencies that conduct PRONAF; the lack of participation of farmers in the program management; the strong presence of the middleman in product trading; the absence of technical assistance and access to technology and lack of investments in the infrastructure of the rural establishments. This analysis showed that these hindrances do not allow the program to ensure the development of family farming, since up to this moment, the resources invested through this policy did not bring better life conditions for the family farmers.
