Architecture & the commute : a railway station in Mamelodi

This dissertation investigates architecture's potential role in improving the experience of the daily commute into and out of the city. It is proposed that an architectural intervention that takes into account the 'embodied' experience of the commuter as key informant could assist in such an improvement. Various structural and infrastructural upgrades are being planned for the east-west Metrorail link between Pretoria Station and Mamelodi by the Tshwane Municipal Government and the Passenger Rail Agency of South Africa (PRASA). This link is selected to act as setting for the enquiry, with Mamelodi Gardens Metrorail Station as site for architectural intervention. A conflict is identified between requirements of the public transport system to function optimally and efficiently and the experiential and everyday needs of the commuter who encounters it. The dissertation aims to relieve this apparent opposition through a design process of mediation. Due partially to its functionally driven nature, public transport planning often leads to an environment of extremes which places the commuting experience under tension. Architecture's potential role in alleviating these extremes through impact or through the mediation of other environmental impacts is explored. Phenomenological philosophy, as a study based in the ontological enquiry of conscious experience, is the theoretical stimulus to the experiential component of the study. Market feasibility analysis of the Martin Luther King, Jr. Station Transit Oriented Development Zone

The area surrounding Capital Metro’s Martin Luther King, Jr. (MLK) MetroRail Station was designated a Transit-Oriented Development (TOD) zone and a plan was published in 2009. However, to date there has been very little development, and the development that has occurred is significantly different from what is called for by the plan. This report examines some of the difficulties of implementing TOD in Austin and the factors that could contribute to successful TOD projects. A market analysis of the MLK Station Area explores the economic feasibility of developing land there to its highest and best use. It concludes that the general dearth of TOD in Austin and lack of dense, mixed-use development in the MLK neighborhood make the kind of development called for in the MLK Station Area Plan excessively risky for developers. However, a more conventional multifamily development would be feasible, and increased station-area density could contribute to the success of future TOD. / text

Towards urban multilingualism: investigating the linguistic landscape of the public rail transport system in the Western Cape

Magister Artium - MA / This study explores the linguistic landscape of Metrorail in the Western Cape, South Africa. The Western Cape is a diverse, multicultural society with a history of colonialism and imperialism. For this reason, the language/s on signage was explored to reveal differences/similarities between the various groups and cultures within society.This kind of investigation entailed consideration of the signage displayed on trains,stations and other railway infrastructure. Thus, data was collected over a three-month period during 2010 which coincided with the FIFA Soccer World Cup, hosted by South Africa. A combined quantitative and qualitative approach for the analysis of data was supplemented with a multimodal, multi-semiotic approach. In addition, interviews were conducted of a cross-section of commuters as a way to give meaning to the analysis of the quantitative and qualitative data. The analysis explored the extent to which multilingualism and multiculturalism are reflected in the linguistic landscape of Metrorail.The focus of the study was on the degree of visibility of the official and non-official languages on signage, as faced by Metrorail commuters. The findings of the study reveal that the interplay between power relations, prestige, symbolic value, identity and vitality in the linguistic landscape of Metrorail results in a somewhat limited display of multilingualism. The findings also reflect the changed language attitudes and perceptions, the maintenance of power relations, the expression of identity, and the desire to be perceived in a certain way, in a broader South African context. Furthermore,the data reveals that the actual linguistic reality does not accurately reflect the aims of the Western Cape language policy in terms of promoting multilingualism. Moreover, it reveals that English is the preferred language of wider communication and it is also the dominant language on the official and non-official signage in the public space. Although the indigenous African languages, along with Afrikaans, are generally neglected in the public space, these languages are widely spoken by Metrorail commuters. The linguistic landscape of Metrorail therefore does not accurately reflect the linguistic reality of the various speech communities in the Western Cape. The linguistic landscape of Metrorail serves to index the broader social developments of the transformed sociolinguistic South African identity.

The recommendation and validation of an appropriate physical asset management policy for Prasa’s Metrorail division

Thesis (MScEng)--Stellenbosch University / ENGLISH ABSTRACT: The decline of the passenger rail transport system of South Africa over the past two decades has left the passenger rail industry in a difficult position. The most significant impact has been the deterioration of the physical assets. Due to the renewed focus by government on passenger rail transport, the need for improving the physical asset management has been recognised. Physical asset management manifests itself through the application of strategies. The need for new and/or updated strategies was identified and summarily examined. Through the initial literature study, it was found that strategies are founded on the specific maintenance policy of an organisation. The application of the new/updated strategies was intended to take place at Metrorail. An investigation at Metrorail revealed the lack of any significant policy that is required to develop any new strategies. This discovery led to a shift in focus from the development of new strategies to the development of a physical asset management policy. A generic policy statement called Requirement-­‐based Asset Management (RAM) was developed, with its primary focus being the conducting of maintenance activities based on the requirements of the organisation, the employees, the asset and the customer. In order to evaluate the suitability of RAM, a strategic roadmap was developed based on the policy statement and validated in three areas of Metrorail. These three areas were the wheel set maintenance system, the Top 7 fault evaluation procedure and the scheduled maintenance cycle of the train sets. The application procedure concluded that the roadmap and thus by deduction RAM are suitable for the Metrorail environment. RAM can be used to develop/improve an organisation’s physical asset management policy. / AFRIKAANSE OPSOMMING: Die agteruitgang van die vervoerspoorwegstelsel vir passasiers gedurende die afgelope twee dekades in Suid-­‐Afrika het hierdie bedryf in ‘n moeilike posisie geplaas. Die mees beduidende impak van hierdie verwaarlosing is die agteruitgang van die instandhouding van fisiese bates. Die regering se hernuwe fokus op die vervoer van passasiers per spoor het gelei tot die herkenning van die behoefte aan verbeterde bestuur van fisiese bates. Die bestuur van fisiese bates word gemanifesteer deur die toepassing van strategieë. ‘n Behoefte aan nuwe en/of opgedateerde strategieë is geïdentifiseer en nagevors. Die aanvanklike literatuurstudie het bevind dat strategieë op ‘n organisasie se spesifieke instandhoudingsbeleid gebaseer is en die toepassing van hierdie nuwe en/of opgedateerde strategieë is beplan by Metrorail. ‘n Gebrek aan ‘n noemenswaardige beleid wat vereis word vir die ontwikkeling van nuwe strategieë is by Metrorail gevind. Hierdie bevinding het ‘n fokusverskuiwing tot gevolg gehad – van die ontwikkeling van nuwe strategieë na die ontwikkeling van ‘n bestuursbeleid vir fisiese bates. ‘n Generiese beleidsverklaring genaamd “Requirement-­‐based Asset Management” (RAM), met die primêre fokus op instandhoudingsaktiwiteite, is ontwikkel en is gebaseer op die behoeftes van die organisasie, die werknemers, bates en kliënte. ‘n Strategiese metodologie wat op die beleidsverklaring gebaseer is, is ontwikkel om die geskiktheid van die RAM te evalueer en is dit in drie areas van Metrorail gevalideer. A decision support model to improve rolling stock maintenance scheduling based on reliability and cost

As a result, it is becoming mandatory for railway industries to maintain very high availability of their assets to ensure that service levels are high. Railway industries require both their infrastructure and rolling stock assets maintained efficiently to sustain reliability. There has been on-going research on how maintenance can be carried out in a cost effective manner. However, the majority of this research has been done for infrastructure and the rolling stock maintenance has not been properly covered. The purpose of this research is to contribute to the maintenance sector of rolling stock for railway industries by developing a decision support model for rolling stock based on reliability and cost. The model is developed as an optimization problem of a system containing several components dependent on each other with different reliability characteristics. In this model, a mixed integer nonlinear problem is developed and solved using an exact method and metaheuristics methods. The Metrorail facility in Cape Town was chosen as a case study. Failure history and cost data were gathered from the facility and the information was applied to the model developed. The case study was investigated and different results were achieved using both exact and metaheuristics methods. The final result from the study is an optimal maintenance schedule based on reliability and cost. The developed model serves as a practical tool railway companies can adopt to schedule rolling stock maintenance to achieve a high level of reliability and at the same time maintaining minimum cost expenditure. / AFRIKAANSE OPSOMMING: Die vraag na spoorvervoer het oor die jare toegeneem. Dus het dit belangrik geword dat die spoorweg se bates hoogs toeganklik moet wees om te verseker dat die vlak van dienslewering hoog bly. Die spoorweg industrie besef dat hulle infrastruktuur, lokomotiewe, waens ens. effektief in stand gehou moet word sodat dit betroubaar kan wees. Navorsing word nog steeds gedoen oor hoe instandhouding op ’n koste-effektiewe wyse gedoen kan word. Die meeste van hierdie navorsing gaan egter oor infrastruktuur en instandhouding word nie ordentlik gedek nie. Die doel met hierdie navorsing is om by te dra tot die instandhoudingsektor van die spoorweg deur om ’n besluit-ondersteunende model vir lokomotiewe, waens, ens wat op betroubaarheid en koste gegrond is, te ontwikkel. Die model is ontwikkel as ’n optimasie probleem van ’n sisteem wat verskillende komponente wat van mekaar afhanklik is maar oor verskillende betroubaarheidskenmerke beskik, inluit. In hierdie model word ’n gemengde, heeltal nie-lineêre probleem ontwikkel en met ’n eksakte metode en metaheuristiese metodes opgelos. Die Metrorail fasiliteit in Kaapstad is vir die gevalle studie gekies. Die geskiedenis van mislukkings en koste data is by die fasiliteit versamel en die inligting is op die model wat ontwikkel is, toegepas. Die gevalle studie is ondersoek, en verskillende resultate is met eksakte en metaheuristiese metodes bereik. Die finale uitkomste van die studie is ’n optimale instandhoudingskedule wat op betroubaarheid en koste gegrond is. Die model wat ontwikkel is dien as ’n praktiese instrument wat spoormaatskappye kan gebruik om die instandhouding van lokomotiewe, waens ens. te reël sodat ’n hoë vlak van betroubaarheid bereik kan word en kostes terselfdertyd tot ’n minimum beperk kan word.
