Houve um aumento no número de missões de paz estabelecidas e uma diversificação das atividades realizadas pelos capacetes azuis. Essa situação insere-se no contexto de reformulação da idéia de segurança, que teve seu escopo ampliado e passou a privilegiar os chamados novos temas como meio ambiente, narcotráfico, terrorismo e direitos humanos. Ao mesmo tempo em que essas mudanças se verificavam em âmbito externo, internamente o Brasil atravessava processo de transição para a democracia. Com o fim do regime militar, o país buscou garantir a aproximação com países latino-americanos e realçar seu papel dentro da ONU em matéria de segurança internacional. Ganhou importância renovada, por isso mesmo, a participação brasileira em operações de paz, como forma de projeção de poder do país e de atendimento de interesses nacionais. O Brasil envolveu-se nas missões de paz estabelecidas, principalmente, na América Latina e em países de língua portuguesa. Uma das missões em que o Brasil esteve entre os principais contribuintes com pessoal civil, militar e policial foi no Timor Leste. As missões de paz da ONU nessa excolônia portuguesa na Ásia são exemplos das chamadas operações de paz de segunda geração, onde nem todos os princípios originais para estabelecimento de uma missão de paz são observados, como o uso da força e o consentimento de todas as partes. O Brasil esteve entre os países com maior número de destacados ao Timor, cerca de 600. Porém, a atuação brasileira no Timor Leste é relevante, porque é um marco na participação do país em operações de paz de segunda geração. Ademais, coaduna-se com os interesses nacionais de aproximação com países de língua portuguesa e de engajamento em missões de paz / The peace operations of the United Nations had their importance grown since the end of the Cold War. There was an increase in the number of peace operations established and a diversification of the activities executed by the blue helmets. This situation is within the contexto of the reformulation of the notion of security, which had its scope widened and started to privilege issues like environment, drug trafficking, terrorism and human rights. At the same time these changes were happening in the external context, internally, Brazil was crossing a transition process towards democracy. With the end of the military regime, the country sought to get closer to Latin American countries and highlight its role within the UN in the issue of international security. Because of that, the Brazilian participation in peace operations won renewed importance, as a way of project the power of the country and to attend to national interests. Brazil had evolved in missions of peace established, mainly, in Latin America and in Portuguese speaking countries. One of the missions in which Brazil was one of the main contributors with civil, militar and police personnel was in East Timor. The missions of peace of the UN in this former Portuguese colony in Asia are examples of the so-called peace operations of second generation, where not all the original principles to establish one mission ofpeace were observed, like the use of force or the consent of all the parties. Brazil was amongst the countries with the higher number of nationals deployed to Timor, about 600. However, the presence of Brazilians in Timor is relevant because this is a mark in the participation of the country in second generation peace operations. Furthermore, it is intertwined with the national interests of getting closer to Portuguese speaking countries and of engajement in UN peace operations
