A success case method evaluation of an executive coach training interventionBeets, Karolyne Elizabeth January 2007 (has links)
Includes bibliographical references (leaves 88-100). / This evaluation examines the extent to which 2005 and 2006 Associate Coaching Course participants have successfully applied the proximal outcomes from the executive coach training. Following the Success Case Method, a survey determined that the majority of participants rated their application of the learnings very successfully. A qualitative data analysis of eight interviews conducted with six high success cases (three professional coaches and three within-job coaches) and two low success cases, explored their application of the proximal outcomes in detail. The results report on various themes that describe how the coaches have applied the training, what results they have achieved and what value has come from the training. Further themes address factors that helped or hindered application and suggestions for training improvement. It can be concluded that the Associate Coaching Course was successful for this group of participants in that they report successful on-the-job application of the proximal outcomes and provide examples of positive results achieved due to this application. Furthermore, this evaluation contributes to a relatively scant literature concerning the application of the Success Case Method of evaluation.

Indicator development for the monitoring of performance of sport for development programmes for the youth in the Western Cape GovernmentChristians, Yolanda January 2014 (has links)
Magister Artium (Development Studies) - MA(DVS) / From the international literature, as well as from South African initiatives, it is clear that the use of sport and development programmes have a tremendous potential to impact on development. Past efforts in South Africa also shows that sport and development initiatives can make a huge impact on youth development and serve as a vehicle for improved social and economic well-being. This was acknowledged by a recent Department of Cultural Affairs and Sport (DCAS) and Interdisciplinary Centre for Sport and Development (ICESSD) publication called, “The Case for Sport: Socio-economic benefits of Sport and Recreation in the Western Cape”. This was the first such research done at the Provincial Government and a particular research finding showed that inadequate monitoring of youth programmes, including the Mass Participation, Opportunity Access, Development and Growth (MOD) Centres were being done. Against the background of the South African Government’s increased efforts to support sport and development a need has also arisen for the improved performance management of these initiatives. In particular, a need exists for an improved understanding of available indicators for the improved monitoring and evaluation of sport youth development programmes. This research investigation conducted both an assessment of available indicators from a theoretical and comparative point of view as well as undertook a case study approach to investigating the type of indicators needed in future in the case of the MOD Centres in the Western Cape. The research methodology consisted of a qualitative study using a case study approach and by collecting information through a literature review, desktop study of primary and secondary sources, semi-structured interviews as well as focus groups. The study included a psycho-social behavioural survey to develop and test some of the anticipated outcomes and indicators for youth programmes. The research findings show that the MOD Centres have been using a good basic set of mostly output indicators but that international and local experiences show that a generic compendium of outcomes-based indicators can be developed that will provide a basis for the monitoring of sport and development programmes for the youth. These provide for exciting options, including the application of the Olympic values and the possibility of including human capital indicators to assess the impact of sport and development initiatives on the youth. This study provides a systematic overview of the existing indicators in use as well as alternative indicators that have been identified through this study. The research findings include a set of proposed anticipated outcomes and indicators for use in sport and development programmes. Specific recommendations have been made to Government, civil society and the research community in this respect.

South Africa, China, India and Brazil are among the “four main South powers” emerging on the global scene with aid policies designed at providing development aid to African Countries [Tjønneland, 2013: 1].
This study has examined the establishment and implementation of the African Renaissance and International Co-operation Fund (ARF) by analysing the policy processes that led to its creation and operation, from 2000 to 2009. The principle behind the development of such an act was South Africa’s desire to show its commitment in assisting in resolving Africa’s socio-economic challenges that impede development in Africa. ARF has suffered inconsistency in policy making and implementation. The study has found that the challenges in ARF policy processes were attributed to governance issues, issues of accountability, temptation to be used as a state fund for political interest, weakness in the institutional framework, absence of autonomy in management, absence of monitoring and evaluation, political power and poor administration systems.

Human capacity challenges in the implementation of a Monitoring and Evaluation systemMaphunye, Mompheleng Ernest 10 July 2014 (has links)
A Monitoring and Evaluation (M&E) system is important in a country or public sector organisation as it can assist in the understanding of a country or organisation’s M&E efforts. Information acquired from using the M&E system will then lead to a clearer understanding of the current M&E initiatives, the overall environment where the system is used and some of the institutional arrangements involved. Using the system can also be looked at from a viewpoint of improving the current M&E initiatives and using M&E information obtained from using the system to assist and benefit the intended stakeholders.
Based on the above remarks around M&E systems, this study explored the challenges faced by the Gauteng Department of Local Government and Traditional Affairs (DLGTA), in implementing a municipal M&E system. In a probe of the challenges related to the implementation of this system, the study found that department’s lack to properly capacitate the municipal service delivery M&E unit with the required and skilled personnel mostly impacted the department’s efforts to implement a municipal M&E system.
The study also found that the challenges of not implementing a municipal M&E system was as a result of the DLGTA as an organisation not properly viewing itself as the coordinating body of municipal M&E in the Gauteng province. By not recognising itself as the coordinating body of M&E in the province, the DLGTA’s efforts were minimal in terms of capacitating its service delivery M&E unit with the right number of personnel, but also highly skilled personnel who have a solid M&E background, training and who could ensure the implementation of a municipal M&E system.
A major consequence of the above departmental shortcomings is that they lead to the human capacity challenges of the service delivery M&E unit of the DLGTA that contributed to the non-implementation of a municipal M&E system. This is the system that should be used to conduct municipal M&E and also assist Gauteng municipalities with their M&E functions as mandated by legislation.

The state of readiness of Limpopo Health Department to implement a result-based monitoring and evaluation frameworkDumela, Shinyumisa Sellinah 28 January 2014 (has links)

(Public Policy))--University of the Witwatersrand, Faculty of Commerce, Law and Management, Graduate School of Public and Development Management, 2013. / Globally, there is an increasing emphasis on results-based monitoring and evaluation (M&E) systems. The emphasis on M&E systems is driven by the need to: promote good governance; improve government’s performance and public accountability; comply with international donor funding requirements; achieve the millennium development goals; and respond to economic and social pressures experienced by countries. A readiness assessment is considered a critical first step and the foundation of results-based M&E system. In light of limited evidence, the aim of this study was to examine the state of readiness of the Limpopo Department of Health (LDOH) to implement the new results-based M&E policy framework.
The research approach selected for this study was qualitative in nature, and provided a systematic inquiry of the state of readiness of the LDOH for the implementation of the new results-based M&E policy framework. The study employed in-depth interviews and document analysis to obtain information, in order to bring rich insights, meaning, values and holistic views to the study questions. A key finding that emerged from the study is the existence of an enabling legislative and policy environment for the implementation of the results-based M&E system. However, there are several factors that mitigate against the successful implementation of the results-based M&E system. These included sub-optimal leadership and accountability; structural weaknesses with high vacancy rates and unclear roles and responsibilities; lack of integrated management information and M&E systems; inadequate infrastructure and resources; and problems with M&E culture, capacity and skills development. The overall conclusion of the study is that the LDOH is not ready to implement a results-based M&E system.
Key recommendations include dedicated resources (finances, staff, etc.) for implementation, strong leadership at political and management level, strengthening capacity and systems; and focus on the establishment of an integrated results-based M&E system, without neglecting processes and the organisational culture.

Knowledge Management (KM) and Monitoring & Evaluation (M&E) of government to government partnerships in sport management: A BRICS case of the PRC - South Africa relations in the Shandong - Western Cape partnershipChen, Xueqing January 2018 (has links)
Masters in Public Administration - MPA / Government to Government (G2G) partnerships between countries in the BRICS partnerships have significantly increased and with it, the need for more effective strategic management and operational coordination but also for evidence-based decision-making. In this process, improved KM, as well as M&E of outcomes and impacts has become prominent and essential requirements for evidence-based decision-making. The Millennium Development Goals (MDGs) emphasise the need for a global partnership for development with a focus on a new development paradigm that emphasise results, partnership, coordination, and accountability (Picciotto, 2002:3). Subsequently, the 2030 Agenda for Sustainable Development further strengthened the importance of the global partnership in the implementation of the Sustainable Development Goals (SDGs), recognises that the implementation of the SDGs is a challenge for governments and therefore seeks to strengthen the global partnership by calling upon all stakeholders to take part in implementing the SDGs.
In this context, the study investigated the need for knowledge management (KM) as well as Monitoring & Evaluation (M&E) systems in G2G partnerships such as the partnership of Shandong China (PRC) and the Western Cape Government (WCG) in South Africa. This study focused on the sport management aspects of such a partnership, although such systems may also be relevant to economic, tourism and other partnerships programmes.
The research investigation focused on the relevance of KM and M&E systems in sport management on G2G partnerships, as well as the possible benefits of such systems. Readiness Assessments for the establishment of KM and M&E systems were conducted with respect to the Shandong -Western Cape Government (WCG) in PRC and South Africa.
The research methodology consisted of a qualitative approach and a case study was developed of the Sport Exchange Programme (SEP) as a component of the partnership between Shandong PRC and Western Cape Government (WCG) South Africa. The research included a desktop study of primary documentation including the formal agreements, Memorandum of understanding (MoU), regulations and programme annual reports, semi-structured interviews with officials and public sector managers of both governments in PRC and South Africa, as well as focus group discussion, interviews with specialists and experts were also conducted.

A Common Monitoring & Evaluation Framework Guided by the Collective Impact Model: Recommendations to Enhance the Tobacco Control Effort in Sub-Saharan AfricaAnand, Meenu 05 December 2013 (has links)
Background: Tobacco use is one of the most ubiquitous causes of death and disability worldwide. In sub-Saharan Africa, despite the rising trend the use of tobacco in generally low among adults - less than 10% in men and around 2% in women. As a result the region is viewed as being in the early stages of the four stage tobacco epidemic model. Projections suggest that the tobacco epidemic, if unchecked, can peak in Sub-Saharan Africa in the middle of this century. This offers the public health community an extraordinary opportunity – not only is the epidemic predicted so far in the future, there is knowledge on how to prevent it. The purpose of this study is to (a) research and assess case studies and theoretical frameworks used to guide global collaborative efforts in public health and development; (b) develop, administer, and summarize feedback collected from key stakeholders representing organizations critical in SSA tobacco control efforts; (c) analyze findings and identify gaps in the collective action; recommend opportunities to improve the systematic operations/capacity of all collaborating partners within SSA so that progress and collective impacts are maximized in the future.
Methods: Secondary data was first sorted using a comparative, thematic approach to detect themes related to M&E practices at individual (organizational) level and at the group (collective) level. The sorted data was then analyzed using hypothesized content analysis for alignment of individual and group perceptions across the five components necessary for a collaborative effort to achieve a collective impact - shared agenda, shared measurements, mutually reinforcing activities, on-going communications, and support organization.
Results: Current practices of M&E are perceived as sub-optimal both at individual and group levels. Even though the secondary data was focused primarily on shared measurements, the mapping of individual and group level perceptions against the five components of collective impact indicates that attributes of the other four components were organically included in the discussion in varied depths. Analysis of perception indicates general willingness to adopt a common monitoring and evaluation framework.
Conclusions: A common M&E framework remains a missing component of the collaborative effort striving to prevent the tobacco epidemic in sub-Saharan Africa. It is needed to learn from past successes and challenges and to inform strategy of current and future initiatives so that collaborating organizations are better able seize the unprecedented opportunity of preventing death and suffering from tobacco related illnesses in sub-Saharan Africa. It is important that such an M&E framework be thoughtfully conceptualized within the context of a common agenda, and supported by processes that facilitate mutually reinforcing activities and continuous communication among collaborators.
