Implementation challenges of performance monitoring and evaluation in the O.R Tambo district municipalitySotshongaye, Goodman January 2013 (has links)
This treatise investigates the implementation challenges of performance monitoring and evaluation in the O R Tambo District Municipality. The treatise comprises five chapters. The study is based on the assumption that O R Tambo District Municipality, like any other municipality in South Africa, particularly in the Eastern Cape, is confronted with the implementation challenges of performance monitoring and evaluation. ORTDM has a performance-management system that is not fully implemented, and needs to put into context its challenges, in order to appropriately make those interventions relevant to the situation. The fact that the performance- management system has not yet been cascaded to the lower level employees creates difficulties in performance monitoring and evaluation. There has been a deep concern that municipalities are underperforming, and yet with no visible steps being taken to improve the situation. If the O R Tambo District Municipality is attempting to achieve the objectives of the local government, as stated in the Constitution of the Republic of South Africa, 1996, it is then necessary to properly implement performance monitoring and evaluation, as mechanisms to accelerate service delivery. This has the potential to improve the quality of life of the citizens of O R Tambo District Municipality. This study provides the general background to the implementation challenges of performance monitoring and evaluation in the O R Tambo District Municipality. The challenges of performance monitoring and evaluation, the determinants of performance monitoring and evaluation, as well as the theories used in performance monitoring and evaluation will be addressed. The study presents the findings resulting from the analysis of the data provided by the respondents. Amongst the findings of the study there is a view that the O R Tambo District Municipality does not have monitoring and evaluation specialists who could ensure that performance is being periodically evaluated, in order to close policy gaps that might be in existence. Non-involvement or partial involvement of communities has the potential to cause stagnation, as people generally lack monitoring skills. Some of the recommendations include: the skills development of all the stakeholders, especially those with the mandate to deliver on behalf of government, that is, political office bearers, together with the technical support wing. Performance monitoring and evaluation under the proposed recommendations could be enhanced and positive changes could be realised.

The study investigates problems affecting housing delivery in King Sabatha Dalindyebo Municipality Local Municipality. The housing development in this area is not up to standard. This situation is worse in rural areas where housing projects have been obstructed by lack of infrastructure and other essential services. This is a serious problem that this local municipality is facing; the most vulnerable are the poor, residing in these rural areas. The study has investigated this problem in King Sabatha Dalindyebo Municipality Local Municipality with specific attention to Bongweni Administrative Area in Mthatha. The investigation indicates that there are serious challenges facing housing.

The impact of poverty reduction programmes in King Sabata Dalindyebo MunicipalityLujabe, Busisiwe January 2012 (has links)
This study focuses on investigating the impact of poverty reduction programmes in improving the quality of lives of the people in the King Sabata Dalindyebo Local Municipality, in relation to interventions that have been implemented by the South African government to address poverty. The purpose of the study is to understand the situation in King Sabata Dalindyebo Municipality and come up with recommendations that will assist government to enhance delivery of poverty reduction programmes in order to improve the quality of life of the rural poor in King Sabata Dalindyebo Local Municipality. The research methodology for this study is descriptive, sourced from available literature. Due to the restricted extent of the research, no empirical survey is conducted. A number of normative criteria that deal with the research problem are identified from the available literature from which findings are drawn and recommendations made. The findings of the study show that; whilst significant progress has been made to address poverty through policy and legal frameworks and through implementation of poverty reduction strategies and programmes, there is a general consensus in literature that poverty is still widespread in South Africa and that activities put in place to reduce and eradicate it are not sufficiently translating into required outputs necessary for desired outcomes which ultimately impact on poverty. The study has identified the gaps that exist in service delivery as well as the challenges faced by government in effectively impacting on poverty through its poverty reduction programmes. Based on the findings the study has made recommendations that will assist government to enhance service delivery so that poverty reduction programmes are conducted in an effective and efficient, integrated and coordinated manner which will cause government to achieve its desired outcomes.

Communication tools used to educate high school learners about HIV/AIDS in the Mthatha areaMadikizela, Nonceba January 2015 (has links)
Submitted in fulfillment of the requirement for the Masters Degree of Technology (Public Relations Management), Durban University of Technology, Durban, South Africa, 2015. / The growing number of HIV/AIDS infections amongst the youth is a cause for concern, particularly with prevention messages being communicated through various media platforms. This signals gaps between the senders and receivers of these messages. Therefore, people are either not learning the message about the dangers of HIV, or are unable or unwilling to act on it.
Mthatha is in the centre of the old Transkei region of the Eastern Cape. It falls under the King Sabata Dalindyebo Local Municipality and the OR Tambo District Municipality. Teenage pregnancy is a major challenge in this area, which indicates that most teenagers do not use protection during sexual intercourse. This suggests that the HIV infection rate may be too high. With there being no cure for this disease, communication has been identified as an ideal method of helping to curb the spread of this disease. The purpose of the study was to assess communication tools used to educate high school learners about HIV/AIDS in the Mthatha area.
Data was collected through questionnaires administered to 341 high school learners. Three out of the eight high schools from the Mthatha Central Business District (CBD) in the Eastern Cape were identified for the study. The selection of these high schools was based on the demographics of the learners, which are age, gender and background.
The findings have revealed that there are numerous methods used to educate learners about the HIV/AIDS pandemic. Learners identified mostly with three sources as the accurate tools of communication in HIV/AIDS education; Health education/curriculum, Entertainment-education and Peer Education.

Poor attendance for outpatient physiotherapy by patients discharged from Mthatha General Hospital with a stroke in 2007Ntamo, Precious Nomatende January 2011 (has links)
Background: Stroke is a major cause of disability in the world and its long term effects require good adherence to treatment protocols of physiotherapy. This will ensure optimal rehabilitation and reduce the burden of care in the society and the health service. Superficial analysis of existing data from the Physiotherapy Department of Mthatha General Hospital (MGH) revealed that there was poor attendance of outpatient physiotherapy by patients discharged from MGH with stroke and this had negative effects on outcomes and health care costs. Aim: To identify factors that influence poor attendance for outpatient physiotherapy by patients discharged from MGH with a stroke. Methods: Following approval from the Research Ethics Committee to conduct the study, an observational descriptive study design was used. The study population was 139 patients with stroke who attended for physiotherapy in MGH from January 2007 to December 2007. From a sample size of 103 randomly selected patients, 85 patients participated in the study with a response rate of 82%. Data collection was done using structured interviews and SPSS was used for data analysis. Results: The majority (86%) of patients did not attend physiotherapy until discharge from physiotherapy department. The major factors that influenced poor attendance were movement of patients to other areas (36%) and long distance from MGH (29%). Conclusion: The majority of stroke patients who attended for rehabilitation in MGH Physiotherapy Department lived in rural areas which were distant from Mthatha and could not attend physiotherapy at MGH as required by the physiotherapists. Recommendation: Development of a Provincial Rehabilitation Policy to address the unavailability of physiotherapy services at clinics and health care centers and ensure creation and filling of vacant physiotherapy positions at these levels of care.

The study sought to investigate the role of local economic development initiatives in rural areas of the King Sabata Dalindyebo Municipality in the Eastern Cape. This is the area which is mostly rural where poverty and unemployment take place every day. In South Africa, local economy is a critical success factor in addressing poverty and inequity .The South African Local Government White Paper on local government defines local government as a sphere of government that is committed to working with citizens and groups within the community to find sustainable ways to meet their social, economic and material needs and improve their quality of life. The study evaluates the participation of local people in small business to contribute in economic development of South Africa. Skill development and access to business information is also assessed to understand the knowledge the locals possess so that the able to own businesses. The research was conducted among the municipal officials, Ward Councillors, Municipal Managers and local economic development directorate. Government of South Africa has promoted LED through the concept of the “developmental state” and offers practical and financial support to local groups organized for the purpose of developing the local economy. Although most of the participants were educated people who have knowledge about the local economic development, people at grassroots level are struggling in being involved in different programmes funded by the government. The level of empowerment is low. Documents which are written in foreign language contribute to this challenge of not participating in local economic initiatives. There are few professionals who have experience and who can assist in planning and implementation of LED strategies and policies. Strengthening of already existing business association and partnering with business sector will promote active participants of the local people. The Department of Economic Development and Environmental Affairs argues that a critical part of local government’s leadership role in the area of LED rests within its ability to draw other key stakeholders into the development process. Effective and sustainable local economic development has been associated with the emergence of strong local partnerships, bringing together key stakeholder from both public and private sectors along with local community interest groups. Although there were studies that were conducted before the locals are unable to play active role in determining their own economic paths. The aim of local economic development to empower the local communities to identify their local resources to create opportunities for economic growth and employment. The objective to of this study is to create such opportunities so that the people at grass root level are able to understand their potentials in order to participate and promote the economic development of South Africa. Successful Local Economic Development depends on local participation as well as on national and regional structures to provide and support local initiative programmes. The government has policies that have not reached every citizen of this country. As indicated in literature review most researchers had dealt with different methods of how the local economic development strategy can be implemented but the gap still exists. The study is supposed to close those gaps by involving different structures in the King Sabata Dalindyebo Municipality.

This study determines the influence of demographic factors on mothers’ nutritional knowledge in Mthatha in the Eastern Cape Province of South Africa. Quantitative, exploratory descriptive survey used group administrative questionnaire. Closed and open ended questions solicited data in 350 purposely and conveniently selected respondents. SSPS 26.0 Version analysed the data and Factor Analysis summarized for easy interpretation. Although SA FBDG are based on the current consumption of locally available foods, respondents were largely unaware of this tool. Mothers receive informal education on Dietary Guidelines from health centres, but no one knows the extent to which they understand and apply the information. There is general lack of correlation between nutrition knowledge and its application. Evaluating the Public Employment Services, administered by the Department of Labour in MthathaMntuyedwa, Ntandokazi Miranda January 2011 (has links)
The Public Employment Service of South Africa (PES-SA) registers unemployed work seekers and placement opportunities to enable the Department of Labour (DoL) to place as many of these work seekers as possible in work. The aim of the present study is to identify challenges in the implementation of PES-SA, and to identify and make recommendations on areas for improvement and strengthening. The study is restricted to two of the six main PES-SA service offerings: (a) Registration Services and (b) Recruitment and Selection Services. The study was partially a process evaluation and partially an impact evaluation. The process evaluation assessed the quality of PES-SA‟s systems, structures, capacity, management and strategic focus. The purpose of the impact evaluation was to understand the challenges and gaps in delivery and implementation, the reasons behind the low matching success, and the extent of uptake by users. The evaluation therefore had a technical data-evaluation component and a component which assessed the reasons behind statistical and other quantitative data patterns. The study was conducted in Mthatha Department of Labour, Eastern Cape. The sample of the study was drawn from workseekers that are in the database and the Researcher drawn 40 respondents and the use of quantitative method was done. A questionnaire was developed and issued out to respondents. The Public Employment Service staff in Mthatha, Department of Labour was also interviewed. All five Employment Service Practitioners and a Career Counsellor were interviewed. A qualitative study was used for these respondents. In the responses of both teams it was deduced that the intention of the service is good but up to this far it has not proven any impact on the reduction of unemployment. Reasons behind the failure of the service were outlined to be the reluctance of the employers to utilise the service and the IT systems that is failing. The staff also mentioned that they were never trained on the service and therefore finds it difficult to render some of the services. Another challenge that was picked up from staff members is that the service is not yet legislated.

Socio-economic development through skills training for poverty reduction : an exploratory study of rural women in Mthatha, South AfricaTawiah, Sampson 02 1900 (has links)
Women constitute the largest proportion of the rural adult South African population. The rural areas host women with the lowest levels of education and skills training in the country. The lack of basic education and skills has resulted in many of them being marginalised, rejected and discriminated against, unemployed and living in poverty. These social problems have serious negative effects on them and their families, which is why the educational provision of Adult and Community Education and Training in South Africa is a significant tool for their socio-economic advancement. This educational provision is aimed at empowering adults in general, and rural women in particular, with the necessary livelihood skills to lead productive lives and consequently the study sought to investigate the socio-economic lives of rural women through skills training for poverty reduction in the Mthatha area of South Africa. A qualitative research approach and an exploratory design were employed for the study. A sample of 35 participants, comprising 20 female learners, 4 educators, and 7 former learners were in addition to 4 learners selected for a focus group discussion. Other instruments with which data were collected constituted in-depth individual interviews and documentary analysis. The theories underpinning the study are Maslow‘s theory of motivation, empowerment theory and critical pedagogy. Among others, the findings revealed the absence of adequate resources with which to empower rural women and consequently the study recommends that Adult and Community Education and Training providers include programmes that can up-skill rural women based at community learning centres in an effort to enhance their economic development. Community learning centres must be fully resourced in terms of facilities and appropriate learning tools to render Adult and Community Education and Training a beneficial educational intervention for these rurally based women. / Educational Studies / Ph. The use of science resource centres and laboratories to improve physical science education in Mthatha, South AfricaDanso, Sakyiwaa 12 1900 (has links)
The performance of learners in Physical Sciences in South Africa has been very poor for a very long time because of lack of basic understanding of scientific concepts. Given this background, there is the need to conduct an educational research to find pedagogical ways to improve performance in Physical Sciences in the secondary schools. Hence, the proposed study aims to investigate the use of science resource centres and laboratories to improve Physical Sciences education in Mthatha.
In the light of the literature review, a list of facts were acquired which were used to develop the questionnaire for the Physical Sciences learners and their teachers. Seven public and private high schools in Mthatha were selected for the study. Stratified simple random sampling was used to select respondents. The study followed a non-experimental quantitative design to collect data. The main instruments used were questionnaire and interview. The various responses were analysed and interpreted with the literature. It was found that, the use of science resource centre and laboratory activities, together with a more learner-centred approach to teaching would significantly improve learner performance in Physical Sciences.
The necessary recommendations and suggestions were made. It is hope that these recommendations would be taken up by the appropriate bodies to ensure that the needed benefits are obtained from the science resources, and laboratories.
