The final thesis focuses on the transformation of the financing of the European Union structural policy between two programming periods 2007-2013 and 2014-2020. The first part presents the theoretical basis of analysed subject, and shows the development of the concept of economic and social cohesion, together with the experts' proposals to reform its financing. The second part contains the characteristics of problems and challenges of the European integration. The third part then in their context and based on the comparison of the multiannual financial framework 2007-2013 and 2014-2020 identifies and assesses the major changes regarding the European Union structural policy. Even if the interests and priorities of the Czech Republic are not always in line with the changes, the Czech Republic must respect them and implement them not only in their programming documents. Whether the changes are suitable for the Czech Republic, is reviewed in the last part of the thesis.

Hard bargaining vs. problem-solving in EU budget negotiations : A comparative study of the character of the negotiations leading up to the regular long-term EU budget and the temporary coronavirus Recovery Fund

In the year of 2020 the member states of the European Union (EU) negotiated two major budgets: the regular Multiannual Financial Framework (MFF) for the years 2021-2027 and the covid-19 Recovery Instrument “Next Generation EU”. The first was a recurring negotiation, deciding the political and financial priorities of the EU for a mid-term period. The latter was a new proposal, an urgent response of recovery support to the covid-19 crisis. What began as diverse national responses to the crisis and an absence of any common EU measures, ended up in a historical rescue package, including the Recovery Instrument and a reinforcement of the MFF. The aim of this study is to investigate whether there are any signs of difference in negotiation approach, i.e. the use of bargaining versus problem-solving, between the two negotiations of the MFF and the Recovery Instrument. This thesis also seeks to find out if any potential dissimilarity can be explained by the factors of politicization, type of policy and crisis context. The study has been conducted by interviewing eight Swedish government officials involved in these negotiations and analyzing the stenographic protocols of the European Affairs Committee of the Swedish parliament. According to the results there were more signs of problem-solving in the Recovery Instrument negotiations than in the MFF negotiations. This is interesting as budget negotiations are known for being characterized by bargaining. Further, the Recovery Instrument differed from the MFF by being more politicized and a constituent issue, which according to prior research speaks in favor of bargaining. Despite this, the result speaks in favor of more problem-solving in the Recovery Instrument compared to the MFF. These findings demonstrate that even in budget negotiations regarding highly politicized issues of a constituent character, crisis-related factors can generate problem-solving in negotiations.

This diploma thesis deals with the issue of development policy of the European Union, its evolution, instruments in use and outlook for the next multiannual financial framework which will determine the direction in the future. The first part sums up goals and principles of the policy as well as the institutions in respect and their roles. Alongside the financial functioning is described. Next chapter is devoted to the evolution of partnerships in different regions. In the third part the actual implementation procedures are described together with the principles and impacts of evaluation processes. Last chapter introduces current issues of development policy the EU has to resolve and summarizes the present negotiations on multiannual financial framework and European Development Fund.

The main topic of my thesis called „Investment construction co-financed from EU Funds“ is basic description of principles and objectives of of structural (cohesion) policy including its development and instrument for its application – EU Funds. Specific attention is dedicated to Structural Funds and Cohesion Fund. The attention is also focused on Financial perspective for period 2007 – 2013 in theoretical part. Also the prediction for next multiannual financial Framework 2014+ is mentioned in the part. Practical part comprises description, analysis and evaluation of finished construction Project co-financed by Structural Funds. This project was carried out whithin Regional operation programme North-West and it solved the issue of „brownfields“ in the city center.

EU in the news : Swedish depiction and coverage of the 2020 Special European Council Session

This study takes on a descriptive quantitative content analysis as means to investigate how the Swedish media covered and depicted the Special European council session between 17th to 21st of July 2020. Based on Agenda Setting and News Framing theories, the study investigated three aspects of the meeting's news coverage: (1) The overall interest and focus put on the meeting, (2) the interest and focus put on individual issues pertaining to the meeting, and (3) the Swedish News Framing of the meeting. The study found a large interest by the Swedish newsrooms centered on the final day of the meeting. This is especially the case with the Swedish public service network who had an overall higher coverage pertaining to the meeting. The coverage of the meeting was also found to have mainly revolved around the Covid Relief fund, with other subjects present but with a secondary importance. The meeting was mainly framed based on the economic consequences as well as conflict within the meeting, with little focus on the human impact. The paper was also able to find a large difference in how the meeting was framed based on the individual newsrooms, with the public service differentiating itself from tabloid and quality press through its overall weaker framing.
