The development corporation model’s impact on municipal planning policy, development process, and standards: The Calgary Municipal Land Corporation

The government land development corporation model works at ‘arm’s length’ from the public sector to manage development of public land assets. With the potential to create uplift in value and shape the built environment to achieve City objectives, many municipalities have established this model, yet there is a lack of study on their impact to the municipal planning and development process. This research presents a case study, including key informant interviews, of the Calgary Municipal Land Corporation’s (CMLC) management of the redevelopment of the East Village to identify lessons that may be application in other development projects. A list of themes for success and weakness informs discussion on how a government land development model can impact municipal planning policy, development process and standards. Half way into the project timeline, CMLC has achieved many of its objectives through a coordinated approach grounded in a strong vision set in a Master Plan. Active marketing and infrastructure upgrades that focused on connections established a renewed sense of place to a blighted neighborhood. CMLC benefits from being able to act in a nimble manner outside of the often-extended municipal decision-making structure. A broad mandate, control over budget decision, land ownership and authority to manage phasing provides efficiency in operations and confidence to investors, however public accountability remains a concern. CMLC introduces new avenues of collaboration and brings multiple disciplines together for risk sharing facilitating innovation in planning policy, practice and standards, that otherwise may have been lost in negotiation. Positioned at the interface between public and private, CMLC has found success in balancing interests and tensions through combining the strengths of each sector. / February 2017

Objective: analyze the socioeconomic dynamics and form of expansion of urban land in the city of Lins, in the period 2000 to 2010, correlated with the growth of the biofuels sector in its surroundings. Method: survey data on the region of Lins and 13 municipalities in the Escritório de Desenvolvimento Rural de Lins (EDR-Lins), during the ten years delimited. Preparation of use and expansion of land by georreferenced mapping built with the assistance of imagens originated by Landsat 5 sensor TM, bands 3, 4 e 5, scene 221/75, collected between 2000 and 2010, provided by the Image Catalog belonging to Instituto Nacional de Pesquisas Espaciais (INPE), confronted with images produced by SPRING 5.1.18 (property of INPE) and SIG CTGEO (property of Centro de Tecnologia em Geoprocessamento CTGEO) software. Statistical correlation of regional development indicators taken from the Índice Firjan de Desenvolvimento Municipal (IFDM) and production of raw material extracted from the data of the Instituto Econômico Agrícola de São Paulo (IEA) of the EDR-Lins. Results: Contrary to expectation, the results failed to indicate a significant correlation between the implementation and performance of biofuel and/or biodiesel factories and municipal development, whether in relation to territorial expansion, whether in relation to socioeconomic variability. Wages paid to workers in the sugarcane sector, day laborer and monthly employee, and administrators were about 280% to 300% below the increase in production, which shows a possible concentration of income in executive and owners of power plants. In the delimited period, while there was an increase of 130% of the production of cane sugar, there was an increase of only 20% of the IFDM. When considering the specific indicators of the evolution of the population with the specific indicators of the evolution of production of cane sugar has obtained a moderate correlation, but that can t be attributed solely to the expansion of biofuel in the region. Conclusion: growth of the biofuels sector in the municipality of Lins did not produce whole supposed positive effects expected on the pattern and organization of the life of the resident population; neither added a significant improvement in municipal rates of the cities that integrate the EDR-Lins, such as income and population employed. Overall, the results show that the Law 11.097/2005 hasn t achieved one of its main goals, which is the promotion of quality of life of small producers dedicated to the cultivation of oil plants. / O presente estudo se constitui de uma investigação teórica e empírica a respeito das possíveis interferências do setor produtivo de biocombustíveis sobre municípios e pequenos produtores circunvizinhos à área de atuação das usinas. Objetivo: analisar a dinâmica socioeconômica e a forma de expansão do território urbano do município de Lins, no período de 2000 a 2010, correlacionadas com o crescimento do setor de biocombustíveis no seu entorno. Método: levantamento de dados sobre a região de Lins e 13 municípios integrantes do Escritório de Desenvolvimento Rural de Lins (EDR-Lins), durante o período delimitado dez anos. Elaboração de manchas de expansão do solo mediante mapeamento georreferenciado com o recurso de imagens de satélites Landsat 5 sensor TM com as bandas 3, 4 e 5, cena 221/75, coletadas no período entre 2000 e 2010, disponibilizadas pelo Catálogo de Imagens do Instituto Nacional de Pesquisas Espaciais (INPE), confrontadas com imagens produzidas pelos softwares SPRING 5.1.18 (propriedade INPE) e SIG CTGEO (propriedade do Centro de Tecnologia em Geoprocessamento CTGEO). Correlação estatística do desenvolvimento da região a partir dos indicadores do Índice Firjan de Desenvolvimento Municipal (IFDM) e da produção da matéria-prima extraída dos dados do Instituto Econômico Agrícola de São Paulo (IEA) do EDR-Lins. Resultados: contrariamente ao esperado, os resultados não conseguiram apontar uma correlação significativa entre a implantação e atuação das usinas de biocombustível e/ou biodiesel e o desenvolvimento municipal, seja em relação à expansão territorial, seja em relação à variação socioeconômica. Os salários pagos pelo setor sucroalcooleiro para diaristas, mensalistas e administradores ficaram cerca de 280% a 300% abaixo do aumento da produção, o que mostra uma possível concentração de renda em cargos executivos e proprietários das usinas. No período em questão, enquanto ocorreu um aumento de 130% da produção de cana-de-açúcar, verificou-se um incremento de apenas 20% do IFDM. Ao se considerar os índices específicos da evolução da população com os índices específicos da evolução da produção de cana-de-açúcar obteve-se uma correlação moderada, mas que não pode ser atribuída exclusivamente à expansão do biocombustível na região. Conclusão: o crescimento do setor de biocombustíveis na região do município de Lins não produziu todas as consequências positivas esperadas e supostas sobre o padrão e organização da vida da população residente; também não agregou melhora significativa nos índices municipais do EDR-Lins, tais como renda e população empregada. Sobretudo, os resultados apontam que a Lei 11.097/2005 não tem alcançado um de seus principais objetivos, que é a promoção da qualidade de vida dos pequenos produtores dedicados ao cultivo de plantas oleaginosas.

This thesis is focused on identification and evaluation of stabilization effects of municipal budgetary policy. Stabilization policy of state and municipalities is outlined in the first part of this thesis. Its second part is concerned with relation between stabilization and regional policy and possibilities of Czech municipalities to raise financial support for their development projects within regional policy of Czech Republic. The third part is focused on instruments used by municipalities to reach their objectives within their stabilization and development policy. Particular attention is paid to budgetary policy of municipalities, their revenues and expenditures. The fourth and fifth part of this thesis deal with concrete municipalities, i.e. small village Sedlec and midsized town Hluboká nad Vltavou, their budgetary policy, their stabilization effects and development projects implemented by them. Finally, in the sixth part, important correspondences and differences between these two municipalities are recorded.

This thesis focuses on the way in which municipalities receive funding from the European Union and assesses the impact of the funds on the municipal budget. Through the analysis of source materials, interviews with relevant officials, who process project applications and my own opinion, I have defined problems which the municipalities have to solve during the preparation and implementation of certain projects in the practical part of thesis. Small municipalities cannot effectively draw money from European funds due to the lack of human capital, low number of grant titles, red tape, small use of the principles of cooperation between the private and public sectors, and last but not least the need for pre-financing the projects. Grant recipient must participate roughly ten percent of the total cost in financing the project. Although this number may seem small, many municipalities must take the co-financing commercial loans, whose withdrawal is reflected mainly in the capital budget. Interest on loans burdens the municipal budget, the municipality debts and worsen financial health indicator of the municipality. However most projects would have not been realized without the help from European funds. Grants from the European Union significantly contribute to the development of the municipality.

O desenvolvimento municipal sustentável é um fenômeno complexo. Para que seja possível entender tal fenômeno, é necessário levar em consideração como se comportam as diversas variáveis de dimensões distintas e a interação de uma grande quantidade de atores envolvidos em um processo dinâmico, transformando constantemente o sistema social de uma determinada região. Esta dissertação tem em sua essência, ser um trabalho que está de acordo com o novo paradigma da ciência, descartando explicações simples e prontas sobre o desenvolvimento. Busca agregar toda a complexidade, instabilidade e intersubjetividade que o assunto compreende. Assim, o principal objetivo deste trabalho é desenvolver e diagnosticar o sistema de administração das prefeituras municipais para o desenvolvimento sustentável, tendo como base os objetivos de desenvolvimento sustentável (ODS), utilizando como métodos o Viable System Model (VSM) em prefeituras municipais e a criação de Indicador Sistêmico-Cibernético de Desenvolvimento Sustentável (ISCDS) por meio da análise fatorial (AF) para os municípios do estado de São Paulo. Os objetivos específicos também são desenvolvidos de maneira a contribuir ao objetivo principal. Dentre eles estão: diferenciar os diversos conceitos de desenvolvimento, identificar e delimitar o sistema onde acontece o desenvolvimento local, verificar como os ODS podem ser uma forma de promover o desenvolvimento sistêmico, identificar as principais variáveis secundárias que podem compor o desenvolvimento local e que estejam ligadas a cada um dos objetivos de desenvolvimento sustentável da ONU, desenvolver um indicador capaz de medir o desenvolvimento sistêmico utilizando os ODS e, por fim, identificar as diferenças entre os municípios do estado de São Paulo criando agrupamentos de municípios semelhantes. Para tanto, este é um trabalho sistêmico tanto em sua filosofia quanto estrutura, adotando métodos e técnicas tanto quantitativas como qualitativas para se chegar aos resultados das perguntas de pesquisa. Para que fosse possível obter conhecimento suficiente acerca dos temas tratados e propor uma base metodológica sólida de modo a mostrar os resultados esperados, optou-se por realizar um amplo referencial teórico, envolvendo três itens: desenvolvimento, abordagens sistêmico-cibernéticas e objetivos de desenvolvimento sustentável. Os resultados mostraram que é possível aplicar o VSM no sistema administrativo das prefeituras municipais, sendo uma poderosa ferramenta para administrar o a prefeitura de maneira eficiente e também útil para identificar diversas falhas sistêmicas, conforme são expostas nas considerações finais deste trabalho. Por meio da análise fatorial, tendo como base os ODS, foi possível desenvolver um modelo para se medir o desenvolvimento sustentável sistêmico municipal: o ISCDS para os 645 municípios do estado de São Paulo. A partir da obtenção do ISCDS, foram encontrados sete clusters com características diferentes, indicando a necessidade de tratativas administrativas diferentes que visem o desenvolvimento sustentável para cada agrupamento encontrado. / Sustainable municipal development is a complex phenomenon. To understand this phenomenon, it is necessary to take into account not only the way of huge number variables of different dimensions behave, but also how the large number of actors are involved in a dynamic process, constantly transforming the social system of a given region. This dissertation has in its essence, to be a work that is in accordance with the new paradigm of science, discarding simple and ready explanations about development. It seeks to add all the complexity, instability and intersubjectivity that the subject comprehends. Thus, the main objective of this work is to develop and diagnose the municipal town hall administration system for the sustainable development, based on the sustainable development goals (SDG). The methods used are the Viable System Model (VSM) for the municipal town hall management, and the factor analysis to model the Systemic-Cybernetic Indicator of Sustainable Development (SCISD) for the municipalities of the state of São Paulo. Specific objectives are also developed in order to contribute to the main objective. These include: a) to differentiate the various development concepts, b) to identify the system where local development takes place, b) to check how the SDGs can promote systemic development, c) to identify the main variables that could be used to measure sustainable development, and which of them are connected to each of the UN\'s SDGs and, finally, d) to identify the differences between the municipalities of the state of São Paulo, creating clusters of similar municipalities according to the SCISD developed. To do so, this is a systemic work both in its philosophy and structure. It was adopted methods and techniques both quantitative and qualitative to explore to the results of the research questions. In order to obtain sufficient knowledge about the topics addressed and to propose a solid methodological basis to show the expected results, it was decided to make a broad theoretical reference, involving three items: development, systems thinking and cybernetics approaches and sustainable development goals. The results showed that it is possible to apply the VSM in the administrative system of the city halls, being a powerful tool not only to manage the city in an efficient way, but also useful to identify several systemic failures, as they are exposed in the final considerations of this work. Through the factorial analysis, based on the SDGs, it was also possible to develop a model to measure the level of municipal sustainable development: the SCISD for the 645 municipalities of the state of São Paulo. Also, from the SCISD, seven clusters with different characteristics were found, indicating the need for different administrative approaches according to the different at sustainable development characteristics found in each cluster.

In the thesis is described the municipal system in the Czech republic, the territorial development on the municipal level, the disparity of particular authorities, the municipal development opportunities, the creation and usage of municipal budget and possibilities of municipal development. Further in theoretical part is described the municipal marketing and analysis used in the practical part. The purpose of the thesis is to find out the current state of the town Pribor using marketing analysis, to discuss its strengths and weaknesses and to define threats and opportunities in the near future as well. Based on the results will be suggested possible solutions for further development of the town.
