Manejo y gestiones generales de residuos sólidos en gobiernos locales para minimizar la contaminación en el medio ambiente y salud públicaGarcia Gonzales, Flavio Andersson January 2023 (has links)
El presente articulo tiene como objetivo revisar producciones científicas vinculado con el manejo de residuos sólidos en gobiernos regionales, provinciales y de distritales; la metodología de tipo y diseño cuantitativo comprendió procesos exploratorios y descriptivos; el uso de métodos teóricos; y, como muestra se tomó 10 artículos confiables y originales lo cual fueron publicados entre los años 2016 y 2023. Para el análisis y procesamiento de datos se utilizó la técnica que corresponde a un análisis documental y como instrumento una matriz lógica. Los resultados de dicho artículo manifiestan que la mayoría de las investigaciones científicas están relacionados en la gestión, manejo y mitigación de los residuos sólidos
municipales; con propuestas de modelos sistémicos innovadores, políticas públicas y tecnologías perdurables ; y con respecto a las conclusiones de mayor importancia quecomprenden una evaluación diagnóstica en la cual se concluye el escaso e insuficiente conocimiento sobre el mal manejo de los residuos sólidos municipales en cada gobierno local , asimismo, lo cual se conocen lineamientos teóricos prácticos para minimizar la contaminación del medio ambiente sobre el entorno de los gobiernos regionales, provinciales y distritales para garantizar la sostenibilidad ambiental, mejor calidad económica, y mejorcalidad de vida. / The objective of this article is to review scientific productions linked to solid waste management in regional, provincial and district governments; The quantitative type and design methodology included exploratory and descriptive processes; the use of theoretical methods; and, as a sample, 10 reliable and original articles were taken, which were published between the years 2016 and 2023. For the analysis and processing of data, the technique that corresponds to a documentary analysis and a logical matrix as an instrument was used. The results of said article show that the majority of scientific research is related to the management, handling and mitigation of municipal solid waste; with proposals for innovative
systemic models, public policies and lasting technologies; and with respect to the most important conclusions that include a diagnostic evaluation in which the scarce and insufficient knowledge about the poor management of municipal solid waste in each local government is concluded, likewise, which theoretical and practical guidelines are known to minimize the environmental pollution on the surroundings of regional, provincial and district governments to guarantee environmental sustainability, better economic quality, and better quality of life.

Assessment of Environmental Issues And Biodegradation Aspects of Current MSW Practices of Developing Country Metropolises - A Case Study of BangaloreShwetmala, * January 2016 (has links) (PDF)
Municipal solid waste (MSW) production has significantly increased in the rapidly urbanizing developing world and also changed composition with increased decomposable organic fraction in MSW (OFMSW) and plastics content. This has stressed the environment in many ways while city managers and citizens have responded with various technological and management solutions leading to a need for scientific, environmental, technological and sustainability assessments of the emerging problems. This sets the research agenda and framework for this study wherein the MSW generation, composition, processing and treatment methods, open dumping practices, environmental liability, natural degradation, sustainability issues etc. have been studied for the city of Bangalore as a model for such an emerging problem. Results show that MSW generation ranged from 0.1-0.4 kg/person/day and the OFMSW content was >80% emerging predominantly from fruit, vegetable and food wastes. About 10-15% of daily MSW generated appeared to be haphazardly dumped around the city in ~700 small to large dumps ranging from 10-6,500 m2 with potential for large GHG emissions. Their spread and characteristics were assessed for 3 consecutive years using a novel rapid survey method developed at IISc involving motorcycle borne student volunteer teams, GPS enabled locating, physical measurements and satellite image interpretations. Results indicated that dump sites were of three types, ephemeral small sized in the core area (303) functioning as transfer stations, medium sized ones in outer areas that were closed rapidly with construction debris and very soon inhabited with dwellings and the larger and longer duration dumps (2-3 years, 393) in the peripheral regions within 10 km from the city administrative boundary. This method was compared with physical measurement and satellite imaging and gave very high level of accuracy and is hence suggested for other cities as well. A smaller fraction of MSW is also dumped in open drains that lead to choking and flooding of 3 locations and this was studied with some detail. The environmental footprint of such dumps were assessed by theoretical and experimental on-site and off-site approaches and experimental results show low GHG (CH4) emissions and emission factors that was largely attributable to the shallow depth of dumps (~0.7 m) and its low pH.
The decomposition rates were experimentally determined for open dump sites and drivers for decomposition monitored. By providing differential access to macro-fauna, meso-micro organisms and only soil contact in field scale experiments it was determined that the greatest loss in weight occurred primarily due to the rapid drying process that brings down decomposition within 6 days. During the early stages of decomposition, mostly micro with meso organisms are responsible and after 6 days, the moisture content falls below 60% making microbiological decomposition difficult and enabling other foraging organisms to take over. The weight loss (decay) could be patterned both on exponential decay or a two component fit representing a rapid initial decay followed by a slower long term decay process similar to soil application of organic matter. Monitoring the decentralized MSWM practices in the city suggests that small scale composting and biomethanation is gaining acceptance and is the possible direction for OFMSW in growing cities.

The research was based on bibliographical and documentary review on the subject and also the comparative analysis of multi-case study in three recycling cooperatives located in São Paulo. We used to collect data from semi-structured interviews with cooperative members of these organizations and direct non-participant observation. The chosen approach was the analysis of qualitative data with the support of Atlas.ti software. The results will offer suggestions with proposals to managers, companies and policy makers so that the socio-economic inclusion is more effective. The main results of the study showed that the inclusion of collectors of recyclable material is processed with greater emphasis by the economic dimension in which the generation of employment and income become important factors to promote citizenship of these workers. It was observed in the cooperatives eager, but little effectiveness in implementing programs aimed at the social dimension as inclusion factor, in which the categories 'education' and 'health' could have priority in their management. It's worth mentioning that the analyzed recycling cooperatives comply with their proposals to provide access to work and therefore income. However, gaps in the social dimension could be minimized by the most action of public authorities and companies, in partnership with these collective social enterprises, in drafting of strategic plans that seek to actions aimed at increasing access to health and education programs and professional training of collectors / Este trabalho teve como objetivo verificar se as cooperativas de reciclagem inserem socioeconomicamente ou não os catadores de material reciclável.
A pesquisa baseou-se na revisão bibliográfica e documental sobre o tema e também na análise comparativa de estudo multicasos em três cooperativas de reciclagem localizadas na capital paulista.
Utilizou-se a coleta de dados a partir de entrevistas semiestruturadas com os cooperados dessas organizações e da observação direta não participante.
O enfoque escolhido foi a análise de dados qualitativos com o apoio do software Atlas.ti. Os resultados permitirão oferecer sugestões com propostas aos gestores, empresas e formuladores de políticas públicas a fim de que a inclusão socioeconômica seja mais efetiva.
Os principais resultados da pesquisa apontaram que a inclusão dos catadores e catadoras de material reciclável se processa com maior ênfase pela dimensão econômica, na qual a geração de trabalho e renda tornam-se fatores preponderantes para promover a cidadania desses trabalhadores.
Observou-se por parte das cooperativas muita vontade, mas pouca efetividade na implementação de programas que visem à dimensão social como fator de inclusão, na qual as categorias educação e saúde poderiam ter prioridade em suas gestões.
Vale destacar que as cooperativas de reciclagem analisadas cumprem com suas propostas de prover acesso a trabalho e, consequentemente, renda.
No entanto, as lacunas encontradas na dimensão social poderiam ser minimizadas pela maior ação do poder público e das empresas, em parcerias com esses empreendimentos sociais coletivos, na elaboração de planos estratégicos que busquem ações direcionadas para maior acesso à saúde e aos programas de educação e capacitação profissional dos catadores de material reciclável

Die stetig wachsende Abfallerzeugung und -bewirtschaftung stellt insbesondere Städte in aufstrebenden und schnell wachsenden Volkswirtschaften wie Indien, die sich dynamischen Transformationen gegenübersehen, vor große Herausforderungen. Dies gilt auch für die städtische Behörde in Delhi, da der Mangel an finanziellen Mitteln und technischem Wissen zu einer stark eingeschränkten Infrastruktur und begrenzten Kapazitäten in den betroffenen Gemeinden führt.
Das Siedlungsabfallmanagement bietet traditionell Einkommensmöglichkeiten für Stadtbewohner, die informell arbeiten und wesentliche Dienstleistungen für die Stadt Delhi erbringen. Über viele Jahre hinweg haben die Entwicklungen im institutionalisierten Rahmen den Wettbewerb zwischen den informellen und formellen Abfallwirtschaftsakteuren um den Zugang zu Siedlungsabfällen verschärft. Dies hat die Grundlage für das Konfliktverhältnis zwischen den formellen Akteuren des Privatsektors und dem öffentlichen Sektor einerseits sowie den informellen Akteuren andererseits geschaffen.
Das zentrale Ziel dieser Doktorarbeit ist es, zum einen die in den letzten drei Jahrzehnten veröffentlichten Strategien, Programme und Richtlinien für die Abfallbewirtschaftung in Indien und zum anderen die Akteure der Siedlungsabfallwirtschaft in Delhi zu analysieren. Auf diese Weise soll herausgearbeitet werden, welche Akteure oder Elemente Veränderungen im Kontext der Siedlungsabfallwirtschaft antreiben oder verhindern. Zentrale Annahme der Dissertation ist, dass die Entwicklungen in der Siedlungsabfallbewirtschaftung Indiens, die maßgeblich von einem investitionsintensiven und technologiebasierten Ansatz angetrieben werden, erhebliche Lücken zwischen Politik und Umsetzung aufzeigen. Die Analyse findet vor dem Hintergrund statt, dass der im Übermaß vorhandene Abfall sowohl eine Managementherausforderung für die Kommunen in Delhi, als auch eine wirtschaftliche Chance für die städtischen Armen sowie für Akteure des Privatsektors darstellt. / The continually increasing generation of waste and its management pose one of the biggest challenges for cities across the world, which is especially true for emerging and fast growing economies like India that are facing dynamic transformations. The growing generation of municipal solid waste (MSW) and the management thereof are an increased challenge particularly for urban authorities, as is the case in Delhi, since the lack of financial means, skills and knowledge leads to a severely constrained infrastructure and limited capacities of the municipalities involved.
Traditionally, MSW management provides income opportunities for the urban poor working in informality. Waste workers provide essential services to the city of Delhi. However, over many years, developments in the institutionalised framework have increased the competition for access to waste between the informal and formal economies in the city. This has laid the ground for a conflicted relationship between formal private sector actors and the public sector on the one hand and informal private actors on the other.
The two central objectives of this PhD research are, first, to analyse Indian MSW management policies, programmes and guidelines that were published over the past three decades, and, second, to analyse Delhi’s MSWM stakeholders to identify underlying actors’ dynamics, and who and what drives, shapes or prevents change in the context of MSWM. At the centre of the overarching argument lies the assumption that the developments of India’s MSWM over the last thirty years, which are driven by an investment-heavy and technology-based approach, reveal major gaps between policy and implementation.
The research attempts to move between two poles: At one end, waste as something excessive and expandable is a management challenge for Delhi’s municipalities; at the other end, waste as something productive and profitable is an economic opportunity for informal as well as formal private sector actors.
