Buscou-se compreender este processo como uma estratégia de descentralização presente no Estado da Bahia e que fez parte de uma política delineada pelo Programa de Reforma do Aparelho do Estado nas políticas para a educação nos anos noventa. Esta pesquisa buscou a partir dos antecedentes históricos e da concepção posta nos documentos oficiais, entender a discussão sobre as políticas públicas educacionais, visto que o caráter da descentralização/municipalização implementada no Brasil no período (1990) levou à transferência de responsabilidades aos estados e municípios, destacadamente com a Emenda Constitucional 14, Lei de Diretrizes e Bases da Educação Nacional 9.394/96 e a lei 9.424/96, que instituiu o FUNDEF, alterando as relações federativas, redistribuindo atribuições e recursos entre os entes federados. Na análise dos dados observou-se a articulação entre Estado e o Município na gestão da educação, presente no processo de municipalização e as suas implicações institucionais nas unidades escolares municipalizadas. A partir das orientações da Secretaria Estadual de Educação e Cultura do Estado da Bahia, constatamos a materialização das principais mudanças ocorridas na organização do ensino a partir do processo de municipalização. Após as análises, verificamos que, apesar de alguns avanços descentralizadores enquanto caminhos que assegure poderes e recursos aos órgãos mais próximo da população, em especial aos municípios, ainda pudemos observar a existência de aspectos centralizadores na política e administração municipal / Abstract: This work analyzes the municipalization process of the Fundamental Teaching in Itapetinga - BA, in the period from 1997 to 2004. It tried to understand this process as a decentralization strategy present in the State of Bahia and which made part of some politics delineated by the State Device Reform Program in the politics for education in the nineties. This research sought, from the historical antecedents and the conception put in the official documents, understand the discussion about public education politics, seen that the decentralization/municipalization character implemented in Brazil, at the time (1990) leaded to the transfer of responsibilities to the state and municipal districts, noticeably with the 14th Constitutional Amendment, the Law of Guidelines and Bases of National Education #9.394/96 and the FUNDEF Law #9424/96 changing the federated relations, redistributing attributions and resources among the federated entities. Altogether, these measures adopted a financial and administrative decentralization perspective, stimulating the consolidation of a municipalizing tendency. In the data analysis, articulation was observed between the State and the Municipal district in the educational administration, present in the municipalization process and its institutional implications in the municipalized school units. Starting from SEC-BA's orientations, we verify the materialization of the main changes that occurred in the teaching organization after the municipalization process. After the analyses, it was verified that, despite some decentralizing advances as a way to assure power and resources to the nearest organs of the population, especially the municipal districts, it could still be observed the existence of centralizing aspects in politics and in the municipal administration / Mestrado / Politicas, Administração e Sistemas Educacionais / Mestre em Educação
