Socio-spatial change in the post-apartheid City of Tshwane metropolitan municipality, South Africa

The premise of the research concerns negative spatial legacies and questions doubting the existence of the true post-apartheid city in South Africa. The study describes the socio-spatial structure of the functional urban core of the City of Tshwane Metropolitan Municipality (CTMM). An empirical analysis, a unique segregation-desegregation classification, a relative socio-economic classification and three continuity-discontinuity hypotheses was used to compare past and present socio-spatial characteristics. Structural racial-residential segregation is evident along with high levels of socio-economic inequality. Spatial polarisation of societal attributes has created a clear north-west and south-east divide in the study area. The study area is described as one with a central-south citadel (inhabited by the wealthy) and a dynamic periphery (diverse but relatively deprived). Current socio-spatial characteristics can be attributed to strong spatial legacies, ineffective policy interventions and underlying socio-spatial influences that inhibit true inclusivity and equality in the study area. / Geography / M. The factors influencing the performance of youth entrepreneurship in the Capricorn District Municipality

Youth entrepreneurship is one of the solutions to reducing unemployment. The purpose of the study was to analyse youth entrepreneurship business performance in the Capricorn District Municipality in Limpopo Province. An entrepreneurship development model focusing on internal factors (entrepreneurial orientation) and external factors (supportive and cooperative environments), was adapted to establish whether they are related to youth business performance. The business environmental factors, such as business location, crime, and corruption were also tested as to whether they are related to youth business performance. The research used a census survey and primary data was obtained through questionnaires. The respondents for this study were 26 youth entrepreneurship business units in CDM, in the Limpopo Province of South Africa. Data were analysed using descriptive statistics. The findings reveal that youth businesses have shown negative performance in terms of the employment in the CDM, which results in employing fewer than five employees. / Business Management / M. Tech.

Perceptions of traditional healers on collaborating with biomedical health professionals in Umkhanyakude District of KwaZulu Natal

This qualitative study explored traditional healers’ perceptions on collaborating with bio medical professionals. Purposive sampling was used to select study participants, and individual in-depth interviews were used to collect data. Thematic data analysis was conducted. The main findings of the study were that healers are very popular and highly respected amongst African communities. Traditional healers experienced mistrust and disrespect by biomedical health professionals who demonstrated ignorance on traditional medicine. Lack of motivation, incentives and financial support to conduct collaboration activities was another key finding including lack of clear policies and management structures for collaboration. Due to concern for their patients, healers resorted to practising covert collaboration such as not using official referral slips. Positively, healers experienced transformation in terms of knowledge gained from the training on basic HIV-TB epidemiology. A framework for organisational performance in local government focusing on effective leadership consistency : a case of Tshwane Municipality

Metropolitan Municipalities are faced with myriad complex challenges that affect their effectiveness and efficiency in fulfilling their legislated responsibilities of rendering/providing services to their respective communities and customers. The lack of effective leadership consistency in top and senior management of most Metropolitan Municipalities result to failure and inability for municipalities to achieve their strategic objectives including the realisation of performance. Moreover, the absence of effective leadership consistency manifest in many forms such as inadequate oversight, noncompliance to legislations, failure to meet performance targets, numerous service delivery protests, projects stoppage and disruption, ineffective leadership and unfavourable audit opinions. The purpose of this study was to evaluate the impact of consistency on effective leadership and its influence in achieving the organisational objectives and the realisation of organisational performance in the Metropolitan Municipalities using City of Tshwane as a case. Furthermore, to develop a framework prescribing how effective leadership consistency should be formed and used to realise performance and achieve strategic objectives in local government. A sequential exploratory mixed method approach was applied in this study. A combination of both quantitative and qualitative methods complemented each other’s strengths, and further overcame weaknesses and limitations in collecting the data. A self-administered Questionnaire was used to collect 177 data with a response rate of 88.5% for the Quantitative data, while face-to-face interviews was used to collect the Qualitative part from 15 respondents. Quantitative techniques namely, Descriptive Statistics was used to analyse the frequency and percentage response of the participants while Inferential Statistics simple t-test was used to assess the difference in participant’s responses. Furthermore, Pearson Correlation Coefficient was used to measure the level of association between variables of the study; and Forward Stepwise Regression was applied to assess the relationship between the variables of study. The study found that consistency of leadership in the organisation is positively correlated with effective leadership; consistency of effective leadership in the organisation correlates to the achievement of the strategic objectives; and consistency of effective leadership in the organisation correlates to the realisation of performance. Moreover, a framework has been developed prescribing how effective leadership consistency should be used to effect or bring about organisational performance. The research study recommended that consistency of effective leadership at the top and senior management is essential and absolutely necessary, and it should be wellmaintained for the realisation of success of the municipalities. / Graduate School of Business Leadership / D.B.L.

Towards the effective implementation of the expanded public works programme in South African municipalities : a case study of the City of Tshwane Metropolitan Municipality

The Extended Public Works Programme (EPWP) is a government programme targeted at unemployed individuals. Public entities at the national, provincial and municipal level implement the EPWP. The City of Tshwane Metropolitan Municipality (CTMM) is one of the entities implementing the EPWP at the local level. This study investigated the implementation of the EPWP within the CTMM with a view to understand the current implementation approach. The CTMM has been unable to achieve their EPWP annual targets since 2009. The CTMM experienced the lack of attaining targets mainly in relation to persons with disabilities (2%), and indigents (50%). Other challenges include the lack of training EPWP participants in specialized skills; the unsustainable nature of the EPWP projects; and un-approval of the draft EPWP policy. This study proposes interventions with regard to the coordination of the EPWP, improved monitoring of projects, training, indigent criteria, and approval of the EPWP policy within the CTMM. / Development Studies / M.A. (Development Studies)

Spatio-temporal dynamics in the provision of primary school education in Vhembe District, Limpopo, South Africa

Spatial, temporal and population dynamics have influenced learner enrolments in Vhembe District primary schools in Limpopo, South Africa. Vhembe District primary schools have in recent years experienced closure of some of its primary schools due to declining learner enrolments. The dynamics of demographic factors such as migration, fertility and mortality cause fluctuations in the school-age population over time and across space. Poor economic development, the location of the district and the spatial distribution of primary schools make the situation in this rural-based district even more complex. The communities of Vhembe District are discontent about the state of affairs in the area regarding the provision of education and the closure of schools. The closure of schools destabilises the social cohesion amongst members of the community and disempowers them, while inadequate provision of primary school education makes them feel neglected and robbed of their constitutional right. This study investigated the causes of declining learner enrolment and the effect of the closure of schools on the communities. To achieve the objectives data came from questionnaires at household level and from interviews conducted with educators, circuit managers, officials in the Limpopo Education Department and traditional leaders. The study found that declining fertility and out-migration from the area are responsible for a declining school-age population. This is the reality and the communities of Vhembe District will have to live with it because overall learner enrolments continue to decline. Lack of a planning model in the former Venda territory led to an over-supply of primary schools thus schools in close proximity had to compete for learners. Poorly equipped schools and general development of the area exacerbate the problem and some members of the community perceive education in this district to be inferior. Younger economically active people are increasingly moving to places with better opportunities. This study offers some recommendations to alleviate the problems identified in Vhembe District. Application of a geographical approach to an adaptive strategy considers the natural environment in political, social and economic context. It suggests that education authorities could apply such a strategy to make the schools in rural areas more sustainable / Geography / D. Phil. (Geography)

The lived experiences of HIV/AIDS related stigma reduction programmes on young females in rural Hlabisa District

The phenomenon of stigmatisation in the transmission of HIV/AIDS was highlighted in this study, and considered from a social constructionist perspective. The lived experiences of 20 participants were explored in the context of a stigma reduction programme. Perceived meanings attached to stigma, and its influence on participant behaviour was revealed through narratives. The influence of the programme on participant meaning making and perceptions was also revealed, and found that the meaning of stigma remained unchanged, and therefore stigma was not reduced. Not discounting the therapeutic platform of the programme in enabling co-construction of new perspectives which enabled coping mechanisms for participants in dealing with their circumstances. It is recommended that studies such as this be used to assist future stigma reduction programmes to identify their roles in meaning making regarding stigma, with the premise in mind that if meaning shifts, experiences will shift. / Psychology / M.A (Psychology)

Community service nurses' experiences regarding health care services at Tshwane district public hospital

Text in English / The aim of this study was to gain understanding of community service nurses’ experiences of health care services at Tshwane district public hospital. This qualitative study followed an Interpretative Phenomenological Analysis (IPA) approach to explore the community services nurses’ experiences of health care services at Tshwane district public hospital. Data were collected from 11 purposively selected community service nurses using a semi-structured interview format. Data was analysed using Interpretative Phenomenological Analysis framework for data analysis. Four super-ordinates emerged from data analysis: (1) Resources, (2) Work environmental relations, (3) Supervision and support and, (4) Impact of community service experiences. The study revealed that the health care services rendered at the hospital studied are substandard. Community service nurses reported several challenges experienced during their placement in the hospital under study. Lack of human and material resources, supervision and support contributed to hindrance of smooth acquisition of their clinical skills and experience. These challenges resulted in the psychological and emotional drain of the participants. There is a need for development of guidelines to ensure constant and adequate support to all the community service nurses placed at Ratanang Hospital. / Health Studies / M.A. (Nursing Science)
