The final thesis focuses on the influence of transfers on the budget and the budget management of municipalities. The theoretical part deals with the basic notions, defines regional autonomous units and their budget management and the following part describes transfers. The practical part analyses the budget observance of the town Most as well as the influence of received transfers on its economy between years 2009 and 2011.

In my thesis I focused on defining the financial flow of the state budget towards the budget of municipalities, classified the variety of state subsidies, and characterized the reasons for providing of such subsidies. Further I focused on defining the conditions for receiving the state subsidies by the municipalities and the conditions of their utilization. For my work I came out from theoretically gained knowledge. My thesis brings economic analyze on the impact of the provision of state subsidy within the Czech Republic. Further I compare the system development and the development of the amount of subsidies and their portion.

This thesis deals with management of a particular small village in the six-year period. The theoretical part describes municipal authorities in the Czech Republic, budgetary system, including the municipal budget and budget structure. The practical part analyses economics of the village Jabloňany in the years 2007 - 2012 with a subsequent evaluation of operating and capital management. The practical part is concluded by calculation of the national share revenue from shared taxes for the municipality Jabloňany in 2013. Calculated tax return is included in the municipality draft budget and medium-term financial plan. The conclusion summarizes the overall management of the municipality Jabloňany and outlines the possible use of increased tax revenues.

This diploma thesis deals with the importance of municipal budgets for public budgets. The essential part of the public budgets is formed by municipal budgets therefore the condition and balance of state budget is largely influenced by balance of these budgets. From the general point of view, municipal budgets also influence the possibility of attaining the economic and political goals of state. The aim of this thesis is to show on the basis of financial indicators' analysis the changes in municipalities' budgets over time, to interpret the development of their financial situation and to create a projection of their future evolution. For these purposes, the municipalities will be divided according to their size category.

This thesis analyzes the implementation of the budget of the village Slatina and serves as a basis for a proposal to improve its economical status as well as the environmental issues. The first part contains theoretical basis for understanding of the functioning and financing of the village, the second part includes acquaintance with the municipality, the municipal budget performance analysis in the selected period 2008 - 2011 and the analysis of forecast budget for the period 2012 - 2014. The last part is a proposal for collection and processing of biodegradable municipal waste and calculation of its benefits.

The diploma thesis deals with the overall evaluation of management of the corporation Lešná, that is based on the usage of the selected financial methods during the period 2007 – 2011. The paper is divided into the several parts. The theoretical part deals with the findings of the management of the corporations located in the Czech Republic and in the practical part, the corporation Lešná is introduced and its revenues and expenditures are analyzed. The suggested proposals are based on the detected weaknesses and lead to improvement of its financial situation in the upcoming years.

The diploma thesis deals with the evaluation of economic activities of Vlčnov village in the years from 2009 to 2013. The thesis is divided into three parts. There are mentioned theoretical themes in the first part. In the second part, there is basic information about Vlčnov village. Later on, there is the analyses of incomes and expenses of the village. In the end, there is also the evaluation of village´s economic activities. The third part describes the suggestions to improving the economic activities.

The thesis deals with investment projects financing at the municipal level. Specific investment plan is chosen in accordance with the municipality's development strategy. The aim of this thesis is to propose a suitable financing method for this plan. This thesis deals with simplified financial and economic evaluation of the project. The evaluation is prepared with the aim to obtain financing for the investment from the European Union funding.

Teorinėje dalyje analizuojama savivaldybės skola teoriniu aspektu: savivaldybės biudžeto ir skolos sampratos, savivaldybių skolinimosi tikslai ir limitai, savivaldybės skolos poveikis ekonomikai, skolos įvertinimo rodikliai ir metodai. Empirinėje dalyje įvertinama Šiaulių miesto savivaldybės skola. Analizuojami 2009 - 2013 m. laikotarpio pagrindinių Šiaulių miesto savivaldybės finansinių bei miesto ekonominių rodiklių (savivaldybės pajamų, išlaidų, biudžeto deficito, skolos struktūros, taip pat miesto ekonominių, švietimo, socialinės apsaugos rodiklių) pokyčiai. Įvertinamas ekonomikos poveikis Šiaulių miesto savivaldybės skolai. Detaliam Šiaulių miesto savivaldybės skolos įvertinimui pagrindiniai rodikliai, padedantys įvertinti skolą, lyginami su kitomis savivaldybėmis. Nustatomos priemonės padėsiančios sumažinti Šiaulių miesto savivaldybės skolą. / The final bachelor work analyzes the ways and methods of municipal debt assessment and assesses Siauliai city municipality debt. Theoretical part of the work analyzes theoretical aspects of municipality debt: budget of municipality and debt concept, goals and limits of municipality borrowing, economic impact of municipality debt, debt assessment indicators and methods. Empiric part assesses the debt of Siauliai municipality. Variations of main financial and economic indicators of Siauliai municipality (municipality incomes, costs, budget deficit, debt structure, also indicators of economic, education and social protection) are assessed from 2009 till 2013.Economy impact to Siauliai municipality debt are assessed. Main Siauliai municipality debt indicators are compared with debt indicators of other municipalities for in depth debt assessment. Means to reduce Siauliai municipality debt are determined.

This thesis is focused on identification and evaluation of stabilization effects of municipal budgetary policy. Stabilization policy of state and municipalities is outlined in the first part of this thesis. Its second part is concerned with relation between stabilization and regional policy and possibilities of Czech municipalities to raise financial support for their development projects within regional policy of Czech Republic. The third part is focused on instruments used by municipalities to reach their objectives within their stabilization and development policy. Particular attention is paid to budgetary policy of municipalities, their revenues and expenditures. The fourth and fifth part of this thesis deal with concrete municipalities, i.e. small village Sedlec and midsized town Hluboká nad Vltavou, their budgetary policy, their stabilization effects and development projects implemented by them. Finally, in the sixth part, important correspondences and differences between these two municipalities are recorded.
