The management of flying foxes (Pteropus spp.) in New South Wales

Throughout their world distribution, fruit bats (Chiroptera: Pteropodidae) play an extremely important role in forest ecology through seed dispersal and pollination. However, the recognition of their role in maintaining forest ecological diversity has been largely overshadowed by the fact that fruit bats are known to cause damage to a wide variety of cultivated fruits and, as a result, significant effort is undertaken to control fruit bat numbers in areas where crop damage frequently occurs. In Australia, fruit bats of the genus Pteropus (or flying foxes) are well known for their role in destroying valuable fruit crops, particularly along the east coast from Cairns to Sydney. Historical evidence suggests that flying foxes have been culled as an orchard pest in large numbers for the past 80 years. Uncontrolled culling both on-farm and in roosts coupled with extensive habitat destruction in the past century, has resulted in noticeable declines both in flying fox distribution and local population numbers. In New South Wales, flying foxes have been 'protected' under the National Parks and Wildlife Act (1974) since 1986. From that time, fruitgrowers have been required to obtain a licence (referred to as an occupier's licence) from the National Parks and Wildlife Service (NPWS) to cull flying foxes causing damage to fruit crops. However, despite the 'protected' status of the species, flying foxes continue to be culled in large numbers as an orchard pest. An examination of the management of flying foxes in NSW, has shown that, between 1986-1992, fifteen NSW National Parks and Wildlife Service Districts issued a combined total of 616 occupier's licences to shoot flying foxes with an total allocation of over 240,000 animals. In addition, most flying foxes are culled when the female is carrying her young under wing or when the young remain in the camp but continue to be dependent on her return for survival. Further evidence on the extent of culling includes a widely distributed fruitgrower survey with responses indicating that as few as 50% of the fruitgrowers shooting flying foxes in NSW obtain the required licence from the National Parks and Wildlife Service. While the NPWS has undertaken research into the role of flying foxes in seed dispersal and pollination, management effort largely continues to focus on resolving conflicts between fruitgrowers and flying foxes primarily by issuing culling permits to fruitgrowers. At present, there is no NPWS policy on the management of flying foxes in NSW to guide the administration of the permit system. As a result, the process of issuing permits for flying foxes is largely inconsistent between NPWS Districts. The absence of comprehensive goals and objectives for the management of flying foxes has resulted in the current situation where large numbers of flying foxes are being culled both legally and illegally in the absence of any data on the impacts of unknown culling levels on local flying fox populations. The NPWS has a statutory obligation to manage flying foxes consistent with the 'protected' status of the species in NSW and several well known principles of wildlife management. However, current management of flying foxes in indicates that the Service may be in violation of the requirement to 'protect' and 'conserve' flying foxes as required under the National Parks and Wildlife Act (1974). This study recommends that licences issued to fruitgrowers to cull flying foxes be discontinued immediately and that adequate enforcement be engaged to reduce illegal shooting. This action should continue until such time that research on flying fox populations is able to demonstrate that the culling of flying foxes will not lead populations into decline. Furthermore, management effort should focus on the development of alternative strategies to reduce crop damage by flying foxes and provide incentives for growers to utilize existing control strategies such as netting.

Involvement, motivation and setting preferences of participants in the adventure tourism activity of SCUBA diving

Adventure tourism is a growing market sector worldwide including Australia. A range of research exists that examined participation in adventure tourism activities by consideration of various aspects such as socio-demographics, motivations, activity/setting preferences and involvement in the activity to understand the adventure tourist. While studies have been conducted that included several of these aspects, a holistic investigation of involvement, motivations and setting preferences together has not been conducted previously regarding adventure tourism in Australia in general and SCUBA diving in particular. Furthermore, in Australia, only limited information is available about those who participate in the adventure activity of SCUBA diving. The aim of this research is to investigate differences and similarities of involvement, motivations and setting preferences of SCUBA diving club members in Eastern Australia. In this study 294 SCUBA diving club members in New South Wales and Queensland were surveyed by utilisation of a web-based questionnaire in order to identify their involvement in SCUBA diving, socio-demographic characteristics, participation motives and setting preferences. Descriptive analysis was used to investigate the socio-demographic characteristics of divers, their motivations and setting preferences. Principal component analysis was applied on involvement variables as well as motivations to investigate the underlying constructs. Agglomerative and hierarchical cluster analyses were used to derive clusters of divers that differed in their involvement in SCUBA diving. Exact Pearson chi-square tests were conducted to test whether there were significant differences concerning sociodemographics between clusters. In addition, analyses of variance (ANOVAs) were conducted to determine differences and similarities of motivational components and setting preferences between clusters. This study found that SCUBA diving club members are a heterogeneous group regarding their involvement in SCUBA diving. Five clusters of divers emerged that differed in their involvement in SCUBA diving. While differences in socio-demographics across the different involvement clusters were revealed, they proved to be less valuable for interpretation purposes. Regarding divers� setting preferences, similar structures were observed across all clusters regardless of differences in involvement. Motivations showed a complex structure across the clusters in regard to divers� involvement in SCUBA diving. Based on the studies findings, recommendations for future research were suggested. These emphasised the need for a holistic examination of motivations and setting preferences of adventure tourists based on the concept of involvement, which would be important for theory development and segmentation of tourists. The same holistic approach would also be valuable for examining other types of tourists such as events tourists and heritage tourists to better understand tourist behaviour.

THE GRANDEST IMPROVEMENT IN THE COUNTRY: AN HISTORICAL AND ARCHAEOLOGICAL STUDY OF THE GREAT NORTH ROAD, N.S.W., 1825-1836

The line of road originally intended to link Sydney with the booming settlements of the Hunter Valley underwent a ten year survey and construction period, beginning in 1825 with Heneage Finch's hastily selected, winding line, and ending in 1836 with two small road gangs caught in a continuous cycle of construction and decay. In the interim period, however, the road had aroused the enthusiasm of the best surveyors and engineers available in the colony. These men envisioned a fine, all-encompassing, permanent thoroughfare - a most appropriate goal in view of the contemporary optimism with regard to the colony's future. The structures and formations were impressive and etensive and built as far as possible according to the latest principles emerging from the road building revolution in Britain. The methods were, of necessity, simplified in response to the colonial conditions of rugged terrain, vast distances and the large but unskilled and, for the main part, unwilling convict labour force. The results were highly successful, as is stille vident today, and never failed to impress early travellers and reassure them that they were, after all, in a 'civilised' country. The road never actually fulfilled its builders' plans. A steamboat service established between Sydney and the Hunter Valley robbed it of its role as a vital link, and other more hospitable or more direct routes were discovered and used by what traffic did proceed on land. After the few remaining gangs were finally withdrawn, seciton after section quickly fell into disuse and abandonment. Both the grand and modest structures and formations were left neglected, and thus preserved, to the present day.

Pollination ecology of Trachymene incisa (Apiaceae): Understanding generalised plant-pollinator systems

Doctor of Philosophy (PhD) / A renewed focus on generalised pollinator systems has inspired a conceptual framework which highlights that spatial and temporal interactions among plants and their assemblage of pollinators can vary across the individual, population, regional and species levels. Pollination is clearly a dynamic interaction, varying in the number and interdependence of participants and the strength of the outcome of the interaction. Therefore, the role of variation in pollination is fundamental for understanding ecological dynamics of plant populations and is a major factor in the evolution and maintenance of generalised and specialised pollination systems. My study centred on these basic concepts by addressing the following questions: (1) How variable are pollinators in a generalised pollination system? To what degree do insect visitation rates and assemblage composition vary spatially among populations and temporally among flowering seasons? (2) How does variation in pollinators affect plant reproductive success? I chose to do this using a model system, Trachymene incisa subsp. incisa (Apiaceae), which is a widespread Australian herbaceous species with simple white flowers grouped into umbels that attract a high diversity of insect visitors. The Apiaceae are considered to be highly generalist in terms of pollination, due to their simple and uniform floral display and easily accessible floral rewards. Three populations of T. incisa located between 70 km and 210 km apart were studied over 2-3 years. The few studies investigating spatial and temporal variation simultaneously over geographic and yearly/seasonal scales indicate that there is a trend for more spatial than temporal variation in pollinators of generalist-pollinated plants. My study showed both spatial and temporal variation in assemblage composition among all populations and variation in insect visitation rates, in the form of a significant population by year interaction. However, removing ants from the analyses to restrict the assemblage to flying insects and the most likely pollinators, resulted in a significant difference in overall visitation rate between years but no difference in assemblage composition between the Myall Lakes and Tomago populations. These results indicate more temporal than spatial variation in the flying insect visitor assemblage of T. incisa. Foraging behaviour provides another source of variation in plant-pollinator interactions. Trachymene incisa exhibits umbels that function as either male or female at any one time and offer different floral rewards in each phase. For successful pollination, pollinators must visit both male and female umbels during a foraging trip. Insects showed both preferences and non-preferences for umbel phases in natural patches where the gender ratio was male biased. In contrast, insects showed no bias in visitation during a foraging trip or in time spent foraging on male and female umbels in experimental arrays where the gender ratio was equal. Pollinator assemblages consisting of a mixture of different pollinator types coupled with temporal variation in the assemblages of populations among years maintains generalisation at the population/local level. In addition, spatial variation in assemblages among populations maintains generalisation at the species level. Fire alters pollination in T. incisa by shifting the flowering season and reducing the abundance of flying insects. Therefore, fire plays an important role in maintaining spatial and temporal variation in this fire-prone system. Although insect pollinators are important in determining the mating opportunities of 90% of flowering plant species worldwide, few studies have looked at the effects of variation in pollinator assemblages on plant reproductive success and mating. In T. incisa, high insect visitation rates do not guarantee high plant reproductive success, indicating that the quality of visit is more important than the rate of visitation. This is shown by comparing the Agnes Banks and Myall Lakes populations in 2003: Agnes Banks received the highest visitation rate from an assemblage dominated by ants but produced the lowest reproductive output, and Myall Lakes received the lowest visitation rate by an assemblage dominated by a native bee and produced the highest seedling emergence. Interestingly, populations with different assemblage composition can produce similar percentage seed set per umbel. However, similar percentage seed set did not result in similar percentage seedling emergence. Differences among years in reproductive output (total seed production) were due to differences in umbel production (reproductive effort) and proportion of umbels with seeds, and not seed set per umbel. Trachymene incisa is self-compatible and suffers weak to intermediate levels of inbreeding depression through early stages of the life cycle when seeds are self-pollinated and biparentally inbred. Floral phenology, in the form of synchronous protandry, plays an important role in avoiding self-pollination within umbels and reducing the chance of geitonogamous pollination between umbels on the same plant. Although pollinators can increase the rate of inbreeding in T. incisa by foraging on both male and female phase umbels on the same plant or closely related plants, most consecutive insect movements were between plants not located adjacent to each other. This indicates that inbreeding is mostly avoided and that T. incisa is a predominantly outcrossing species, although further genetic analyses are required to confirm this hypothesis. A new conceptual understanding has emerged from the key empirical results in the study of this model generalised pollination system. The large differences among populations and between years indicate that populations are not equally serviced by pollinators and are not equally generalist. Insect visitation rates varied significantly throughout the day, highlighting that sampling of pollinators at one time will result in an inaccurate estimate and usually underestimate the degree of generalisation. The visitor assemblage is not equivalent to the pollinator assemblage, although non-pollinating floral visitors are likely to influence the overall effectiveness of the pollinator assemblage. Given the high degree of variation in both the number of pollinator species and number of pollinator types, I have constructed a model which includes the degree of ecological and functional specialisation of a plant species on pollinators and the variation encountered across different levels of plant organisation. This model describes the ecological or current state of plant species and their pollinators, as well as presenting the patterns of generalisation across a range of populations, which is critical for understanding the evolution and maintenance of the system. In-depth examination of pollination systems is required in order to understand the range of strategies utilised by plants and their pollinators, and I advocate a complete floral visitor assemblage approach to future studies in pollination ecology. In particular, future studies should focus on the role of introduced pollinators in altering generalised plant-pollinator systems and the contribution of non-pollinating floral visitors to pollinator assemblage effectiveness. Comparative studies involving plants with highly conserved floral displays, such as those in the genus Trachymene and in the Apiaceae, will be useful for investigating the dynamics of generalised pollination systems across a range of widespread and restricted species.

Community title or community chaos : environmental management, community development and governance in rural residential developments established under community title

This thesis contends that; in mainstream rural residential development around the Australian Capital Territory, use of community title guidelines for sub-division should consider social processes and environmental considerations along-side economic imperatives and interactions. Community title is a form of land tenure that allows for private freehold ownership of land as well as community owned land within the one sub-division. In New South Wales, community title was introduced in 1990 under the Community Land Development Act 1989 (NSW) and the Community Land Management Act 1989 (NSW). Since the introduction of community title, upwards of one hundred and fifty developments, ranging from just a few blocks to the size of small suburbs, have been approved throughout the state. The original aim of community title was to provide a legal framework that underpinned theme-based broad-acre development. Themebased development could include a Permaculture© village, a rural retreat for likeminded equine enthusiasts, or even a medieval village. Community title is also seen as an expedient form of land tenure for both developers and shire councils. Under community title, a developer only has to submit a single development application for a multi-stage development. This can significantly reduce a developer's exposure to risk. From a shire council's perspective, common land and resources within a development, which would otherwise revert to council responsibility for management, becomes the collective responsibility of all the land owners within the development, effectively obviating council from any responsibility for management of that land. Community title is also being touted in planning and policy as a way of achieving 'sustainable' environmental management in new subdivisions. The apparent expediency of community title has meant that development under these guidelines has very quickly moved beyond theme-based development into mainstream rural residential development. Community title effectively provides a framework for participatory governance of these developments. The rules governing a community title development are set out in the management statement, which is submitted to the local council and the state government with the development application. A community association, which includes all lot owners, manages the development. Unless written into the original development application, the council has no role in the management of the common land and resources. This thesis looks at the peri-urban zone around one of Australia's fastest growing cities - Canberra, whose population growth and relative affluence is impacting on rural residential activity in the shires surrounding the Australian Capital Territory. Yarrowlumla Shire, immediately adjacent to the ACT, has experienced a 362 percent increase in population since 1971. Much of this growth has been in the form of rural residential or hobby farm development. Since 1990, about fifteen percent of the development in Yarrowlumla Shire has been community title. The Yass Shire, to the north of the ACT, has shown a forty five percent population increase since 1971. Community title in that shire has accounted for over fifty percent of development since 1990. The thesis case study is set in Yass Shire. The major research question addressed in the thesis is; does community title, within the context of rural residential development around the Australian Capital Territory, facilitate community-based environmental management and education? Subsidiary questions are; what are the issues in and around rural residential developments within the context of the study, who are the stakeholders and what role do they play and; what skills and support are required to facilitate community-based environmental management and education within the context of the study area? To answer the research questions I undertook an interpretive case study, using ethnographic methods, of rural residential development near the village of Murrumbateman in the Yass Shire, thirty kilometres north of Canberra. At the time of the study, which was undertaken in 1996, the developments involved had been established for about four years. The case study revealed that, as a result of stakeholders and residents not being prepared for the management implications of community title, un-necessary conflict was created between residents and between residents and stakeholders. Community-based environmental management issues were not considered until these issues of conflict were addressed and residents had spent enough time in the estates to familiarise themselves with their environment and with each other. Once residents realised that decisions made by the community association could affect them, there developed a desire to participate in the process of management. Eventually, earlier obstacles were overcome and a sense of community began to develop through involvement in the community association. As residents became more involved, the benefits of having ownership of the community association began to emerge. However, this research found that management of a broad acre rural residential development under community title was far more complicated than any of the stakeholders, or any but the most legally minded residents, were prepared for.

Naval Special Warfare (NSW) enlisted manning concerns key elements for successful growth and retention of enlisted personnel

Approved for public release; distribution in unlimited. / The Pentagon is planning to gradually increase the Navy's SEAL force over the next several years to meet increasing global demands. The move was authorized by the Office of the Secretary of Defense (OSD) in a program decision memorandum (PDM) in December 2002. The PDM, which directed the growth of Special Operations Forces across the board, called on the Navy to bring the equivalent of two new SEAL Teams to the force between FY-06 and FY-08. Even though funding has been allotted to this task, there may not be enough manpower to fill these slots. Training issues coupled with retention issues have brought the growth process to a standstill. The purpose of this thesis is to identify which major variables and/or combinations of small variables need to be changed in order to increase NSW enlisted SEAL manning. The three major areas that will be looked at are recruitment, training, and retention. The focus will be to determine where NSW can do better at managing personnel in these areas. Integrating sustainability provisions into contemporary decision making

Sustainable development is a multi-faceted and complex proposition, investigating such a goal required a grounded study capable of analysing real world issues. Managing such a highly diverse region as Western Sydney with its multiple demands is complicated by the plethora of government administration agencies. Contemporary land use planning policies and decisions appear frequently at odds with community values and aspirations for the region. Evidence presented in this research suggests a declining natural resource base that manifests itself in an insidious cost impost to the public sector while the benefits accrue to the private sector.Eventual developments in the resolution and maintenance of the functional integrity of the natural systems in Western Sydney may demand a major paradigm shift in economic and social policy. This research suggests that a precautionary based approach to thresholds of harm in the Western Sydney region is long overdue. Tools developed in this study appear capable of clarifying the evident land use planning paradoxes and may assist in negotiating sustainable outcomes by fostering a collaborative learning process between decision makers, experts and the community. / Doctor of Philosophy (PhD)
