Finding the Juste Milieu: The Impact of Europeanization on National Sovereignty

Thesis advisor: Jonathan Laurence / This thesis analyzes the impact of Europeanization on national sovereignty, through a case study examining the French experience between the Maastricht Treaty of the early 1990s and the Treaty of Lisbon in present day. It approaches the study of Europeanization and French national sovereignty from two directions, addressing both political and social sovereignty. While Europeanization and European integration are most identified with the economic realm, examining political and social sovereignty allows for the development of an understanding of how Europeanization operates as a top-down process. Europeanization began on the supranational level, bringing the states together economically. It then developed on the interstate level, bringing together leaders politically. Currently, it is expanding to the subnational level, uniting the people of all member states socially. Because of this progression, Europeanization has had the most impact on economic sovereignty, less on political sovereignty and the least on social sovereignty. Though Europeanization and national sovereignty are traditionally seen as locked in an either/or battle, this study of France’s experience with political and social sovereignty throughout the past twenty years suggests that Europeanization is not destroying national sovereignty, but rather, allowing for a reinterpretation of national sovereignty and the relationship between nation-states and international actors. / Thesis (BA) — Boston College, 2010. / Submitted to: Boston College. Orientador: Sandra Elisa Contir Pitton / Banca: Ari Menardi Junior / Banca: Lucy Marion Calderini Philadelpho Machado / Resumo: O trabalho científico em questão buscou de um modo claro, unir todas as nuances relevantes ao tema proposto, mesclando Geografia, Medicina e Direito, numa redação coesa e enriquecida com dados estatísticos e muita discussão teórica. Inicialmente, discutiu-se questões preliminares da Geografia da Saúde, pontuando observações terminológicas e metodológicas, consagrando assim uma ruptura institucional com antigas formas de produção científica. Num segundo plano, destacou-se a qualidade de vida como de difícil constatação qualitativa ou quantitativa, verificando-se a saúde como um de seus indicadores de grande importância. Neste contexto, procurou-se nos dados coletados, sublimar as doenças mais corriqueiras, com influência internacional, que tivessem vínculos com atitudes omissivas ou comissivas de Estados independentes e de notoriedade indispensável à boa qualidade de vida, ou com a própria sobrevivência humana. Emergiu a questão do ar como objeto de estudo, levantando cientificamente a circulação das massas de ar e, por conseguinte, o caminhar das impurezas aéreas, causadoras e catalisadoras das doenças respiratórias. Isto posto, verificou-se que o tema possuía grande inserção na questão da soberania de Estados independentes, tendo sido de suma importância discorrer sobre a gênese do Estado moderno e assim, discutir nas considerações finais, sobre as necessidades institucionais para que se garanta a soberania, respeitando o planeta como um grande Sistema. / Abstract: This scientific work aimed at clearly putting together all the relevant nuances considering the proposed issue, mixing up Geography, Medicine and Laws, in a cohesive writing enriched by statistical data and lots of oral discussion. At the beginning the preliminary questions like the Geography of Health were discussed, pointing out terminological and methodological observations, therefore obtaining an institutional breakup with the old forms of scientific production. In a second phase, the quality of life was shown to be of difficult qualitative and quantitative verification, health being one of its most important indicators. In such context, we tried to point out from the collected data, the most common deceases with international influences, which had to do with negligent or wrong attitudes by independent states and of high significance to the quality of life or to human survival. Then the issue of the air as an object of study arose, scientifically studying the circulation of masses of air and therefore the trips of air impurities, which cause respiratory deceases. Afterwards we could realize both that the issue was of great value towards the question of the sovereignty of independent states and that the discussion on the genesis of the modern state was highly important, which led us to the final considerations about the institutional needs for the sovereignty to be guaranteed, respecting the planet as a great System. / Mestre

Esta pesquisa levanta os elementos formadores da identidade nacional croata; faz um acompanhamento das conquistas da União Europeia; analisa os atores sociais que se posicionam a favor da Croácia como membro da União Europeia, bem como o posicionamento daqueles que são contra o ingresso da Croácia na União Europeia. Os posicionamentos teóricos, entrecruzados com os dados práticos coletados, faz-nos refletir sobre ganhos e perdas dos croatas em sua relação com a União Europeia. Há tendências negativas da União Europeia, aqui expostas, que não estão explícitas em seus tratados, nem expressos por suas instituições. Importa, nesta pesquisa, alcançar um posicionamento crítico com relação aos atos econômicos, políticos e sociais relacionados com a soberania nacional dos países periféricos do Leste Europeu. Este trabalho coloca em discussão as estratégias dos países ricos da Europa no sentido de perseverarem competitivos em âmbito global, incorporando o mercado do Leste Europeu. Por isso, este estudo se debruça sobre o Alargamento e acordos assinados entre os países-membros da União Europeia; mudanças na legislação croata; influência estrangeira no desenvolvimento humano da Croácia, dados estatísticos da Croácia e de países da União Europeia que espelham fatores positivos e negativos relacionados com a sustentabilidade da soberania nacional. / This research raises the formative elements of Croatian national identity; makes a follow-up to the achievements of the European Union; it analyzes the social actors that are positioned in favor of Croatia as a member of the European Union, as well as the positioning of those who are against the ingress of Croatia into the European Union. The theoretical positioning, intercrossed with practical data collected, makes us reflect on gains and losses of the Croats in their relationship with the European Union. There are negative trends of the European Union, exposed here, that are not explicit in its treaties, nor expressed by its institutions. It is important, in this study, achieving a critical positioning with respect to economic, political and social acts related to national sovereignty of peripheral countries of Eastern Europe. This work puts into discussion the strategies of the rich countries of Europe in order to persevere competitive in global scope, incorporating the East European market. For this reason, this study focuses on the \'Enlargement\' and agreements signed between the member countries of the European Union; changes in Croatian legislation; foreign influence in human development of Croatia, statistical data of Croatia and the European Union countries that reflect positive and negative factors related to sustainability of national sovereignty.
