Nationell patientöversikt är ett system som möjliggör nationell spridning av patientdokumentation mellan olika landsting och regioner. Detta menas vara något som behövs för att stärka patientsäkerheten, då tillgång till rätt information vid rätt tillfälle kan vara avgörande för att erbjuda en säkerhetsenlig vård. Införandet har tagit tid och ännu är användandet av tjänsten låg. Informationen som finns i patientöversikten är minimal och pålitlig data saknas för att förtroende och användandet skall öka. Denna studie har undersökt hur införandeprocessen av NPÖ har sett ut och vilka faktorer som bidragit till detta, där den huvudsakliga teorin inom implementering, säkerhet och acceptans ligger som grund. Genom intervjuer med experter inom ämnet, från bland annat Inera, SKL och Örebro landsting, har faktorer som påverkat vid införandeprocessen påvisats, där bland annat otillräcklig information och bristande säkerhet kring integritet tas upp. Artiklar i fackpress har även granskats, där redogörelser med faktorer som har påverkat införandeprocessen under åren 2005 fram till år 2016 presenteras. Undersökningen kan tydligt påvisa att tekniska anslutningar, där lokala system måste anpassas för att samspela med NPÖ är en faktor som påverkar införandet av NPÖ. En vidare faktor är att landsting har olika begrepp och placering av information som försvårar anslutningarna, samt att patientintegritet är en viktig aspekt som har varit svår att arbeta med. Det är lätt att den tekniska biten tar över fokus och även i detta projekt har det varit en av de grundläggande faktorerna till att användandet fortfarande är lågt. Verksamhetsfokus efterfrågas fortfarande och mer användarvänlighet och användbarhet är ett måste, samt en standard för vilken information som skall produceras i systemet och vem som bär ansvaret för motivationen till detta. Sammanfattningsvis är det tydligt att bristen på verksamhetsfokus har förlängt införandeprocessen och borde ha varit mer prioriterat vid ett tidigare skede av processen. / The swedish National health system, called NPÖ, enables national spread of patients data between different regions. This means to be something that could strengthen patient security, since access to the right information at the right time can be critical to provide secure healthcare. The implementation has taken time and yet the use of the system is low. The information contained in the health system is minimal and reliable data are lacking for confidence and usage to increase. This study examined how the implementation process of the health system has been like and what factors contributed to this, where the main theories within implementation , security and acceptance were the basis. Through interviews with experts in the subject from Inera , SKL and Örebro county council, the factors that affected the implementation process has been demonstrated, which include insufficient information and lack of security regarding privacy. Articles in magazines and newspaper has also been reviewed, with reports of factors that have affected the implementation process in the years of 2005 to 2016. The study clearly demonstrate the technical connections as a factor affecting the implementation, where local systems must be adapted to interact with NPÖ. A further factor is that the regions has different terms and placement of patient information that complicate the connections. It also demonstrate that patient privacy is an important aspect that has been difficult to work with. The technical parts can easily takes focus and also in this project that has been one of the basic factors to the lack of use. Business focus is still demanded and more ease and usability is a must, as well as a standard for the information to be produced in the system. It also has to be more clear who is responsible for the motivation of producing the information. In summary, it is clear that the lack of business focus has extended the deployment process and should have been prioritized at an earlier stage of the process.
