Using social capital to promote and improve community preparedness for wildfires

Across the country, government agencies, NGOs and communities are coming together to manage their forests to reduce the risk of wildfire in the wildland urban interface. However, to have long-term impacts, communities must have the foundation necessary to continue these efforts after special programs have moved on or outside funding has been exhausted. Social capital may be one important component in sustaining wildfire preparedness as actions to increase wildfire preparedness are affected by decisions made at the individual and the community level. This study focuses on the essential components of social capital that are crucial in affecting community participation in wildfire preparedness and mitigation. In order to understand these relationships, a pilot study was developed to explore how perceptions of community preparedness efforts vary geographically in different ecosystems, forest types and USDA Forest Service regions at the national scale. Additionally, the study explores differences in perceptions of community preparedness between stakeholder groups, such as residents, fire officials, land managers, business/community leaders, and environmental advocates. Since preparedness involves both individual actions at the residential scale, as well as community actions such as planning and zoning, separate survey instruments were developed for local residents and community and government agency leaders. The study also analyzed the effect of variables like place attachment, past experience and previous involvement with wildfires, length and type of stay in the community, and affiliation with local organizations on creation or enhancement social capital as well as wildfire preparedness in the community in terms of change in defensible space actions, and change in people’ attitudes, understanding and outlook towards mitigation efforts over the years. This research has incorporated a mixed methods approach integrating both quantitative and qualitative research techniques because of the dual aspect of the research questions regarding the measure of social capital as well as the level of preparedness in the communities. Results from the pilot study conducted in six communities across the United States are discussed as the final outcome of this larger national scale project. Ultimately, the study provides insights about the underlying community variables that influence community preparedness actions and awareness about wildfire.

Community-based natural resource management: The case of Community Forest Management Areas in Pete, Zanzibar

The shift from centralised conservation to Community-Based Natural Resource Management (CBNRM) was the highlight of the conservation discourse across the world during the late 1980s and early 1990s. CBNRM efforts were believed to have the potential of successfully merging biodiversity conservation simultaneously with local development efforts. However, the increasing critiques against the applicability of CBNRM interventions in different contexts is threatening the viability of the approach. Extant literature on CBNRM interventions focuses on the theoretical aspects of such efforts at the expense of the practical and context specific elements. This thesis intends to fill such a gap in literature by focusing on the practical and contextual elements of an example of this approach in Zanzibar. In an attempt to conserve the isles' natural forests, Zanzibar has adopted Community-Forest Management Areas (CoFMAs) bordering its natural forests. In this study, focus is placed on Pete's CoFMA, a village bordering the isles' last remaining natural forests- Jozani-Chwaka Bay National Park (JCBNP). Pete provides an ideal site due to the conflict that exists between residents and the CoFMA intervention. By using the political ecological framework, this study is able to examine the political, social, historical and economic elements that play a significant role in the practice of CBNRM efforts. Narratives from residents are relied on to elucidate on such elements in relation to the existence of the CoFMA in Pete Village. Narratives gathered through interviews and participant observation concluded that while CoFMAs have been set up with the optimistic goal of conserving the forest and providing development to community members; in practice, the conservation intervention has proved otherwise. In spite of the achievement of some developmental goals, the overall findings indicate that the CoFMA has failed to protect the forests and its natural resources from degradation. At the same time, community members are facing difficulties to live a sustainable life.

Ecology and conservation of Sumatran elephants (Elephas maximus sumatranus) in Sumatra, Indonesia

Sumatran elephant (Elephas maximus sumatranus) continue to decline due to habitat loss, poaching and conflict with humans. Yet, developing effective land conservation strategies for elephants is difficult because there is little information available on their foraging ecology, habitat use, movements and home range behaviors. Using the lead animal technique, 14 free-ranging, tame elephants at the Seblat Elephant Conservation Center (ECC) were observed for 4,496 hours to describe their foraging ecology and diet. The majority of their daily activity was feeding (82.2 ± 5.0%), followed by moving (9.5 ± 4.0 %), resting (6.6 ± 2.1%) and drinking (1.7 ± 0.6%), and individual activity budgets varied among individuals for all activities. At least 273 plant species belonging to 69 plant families were eaten by elephants and five plant families of Moraceae, Arecaceae, Fabaceae, Poaceae, and Euphorbiaceae were most commonly consumed. Elephants browsed more frequently than grazed, especially in the wet season. Levels of crude protein, calcium, phosphorus and gross energy in plants eaten by elephants in Seblat appeared adequate for meeting the nutritional requirements. Home range size of an adult female elephant in the SECC during 2007–2008, was 97.4 km2 for the MCP and 95.0 km2 for the 95% fixed kernel. There were no relationships between average monthly elephant home range sizes or movement distances with rainfall. Distances to rivers and ex-logging roads had little effect on elephant movements, but vegetation productivity, as measured by the Enhanced Vegetation Index, did affect elephant movements. We used resource selection and compositional analysis habitat ranking approaches to describe adult female elephant habitat use in the SECC. The elephant used medium canopy and open canopy forests more than expected; however, during the day closed canopy forests were used more than at night. Locating and capturing wild elephants in tropical rainforest environments are difficult and high-risk tasks. However, using tame elephants improves the search efficiency of finding wild elephants in dense forests and reduces risks to staff and target elephants. Use of experienced veterinarians and standing sedation techniques also greatly reduce the risks of elephant injury while immobilizing elephants.

The study of human-caribou systems in the face of change| Using multiple disciplinary lenses

<p> Barren-ground caribou herds are part of social-ecological systems that are of critical importance to northern Indigenous Peoples of the Arctic, contributing to nutritional, cultural, and spiritual well being that are today undergoing significant changes. This dissertation uses multiple disciplinary lenses to understand the dynamics of these systems and to clarify methods for studying them. Chapter 1 focuses on a prediction of summer (June 1- August 31) mosquito activity and potential insect harassment of caribou in response to a changing climate. The Mosquito Activity Index (MAI) was based on daily ambient temperature and wind velocity obtained from the North American Regional Reanalysis dataset (NARR) from 1979 to 2009 for summer ranges of Alaska&rsquo;s four Arctic herds: Western Arctic Herd (WAH), Teshekpuk Caribou Herd (TCH), Central Arctic Herd (CAH), and Porcupine Caribou Herd (PCH). Mean MAI was lowest for TCH, followed by WAH and PCH and highest for CAH. Over 31 years there was an increasing trend in MAI that affected the summer habitat of TCH and PCH, but a decreasing trend for WAH. Intra-annual patterns in MAI among herds differed in peak MAI. Chapter 2 presents a novel method of participatory videography to document the knowledge and experiences of Caribou People. Ninety-nine interviews were videoed in six arctic communities of North America in the summer of 2008 as part of the International Polar Year. Chapter 3 presents &ldquo;Voices of Caribou People,&rdquo; a composite film of those interviewed, portraying the range of topics reported. Chapter 4 presents the results of an open-coding content analysis of a sample of 34 of the Voices Project interviews. Interviews described people&rsquo;s rich memories of the past, aspects of their traditional knowledge and practices, the changes they have observed, the challenges they face, and what they perceive as their needs to meet present and future challenges. A key finding of the analysis is that while the research community and funding agencies are highly focused on climate change, Caribou People expressed greater concern about their social, economic, and political challenges. Caribou people noted that more studies undertaken in full partnership with caribou user communities along with community authority in decision-making are needed to sustain their human-caribou systems.</p>

Uniting Science and Democracy: A Comparison of Public Participation Models in Natural Resource Management

Given current environmental crises, many citizens have taken personal concern towards the issues and seek to become involved in the solutions. The integration of democracy and knowledge production plays an important role in this situation, in order to include the values and interests of citizens in the traditionally scientifically driven world of natural resource management. Public participation in natural resource management has manifested in a variety of ways given societal and environmental circumstances, as well as political legislation of nations. Emergent models bear many similarities and difference, which creates the opportunity to understand how models can learn from one another. This research studies two cases of public participation in natural resource management, with two different models of participation: Ontario, Canada with a primarily top-down participation model, and the communities around Lake Tämnaren, Sweden, with their bottom-up model. This research seeks to understand if the models of participation affect the outcomes of the projects and how democracy plays a role in the different models. To compare these two cases, interviews were conducted (12 participants in Canada and 6 participants in Sweden), along with field observations and document analysis. Results of the research indicate the models of participation have different challenges and advantages to once another, but the main obstacle in both scenarios relates to the support in terms of finances and resources available to the projects. The research concludes there is a need for bottom-up approaches to public participation in order to sustain deliberative democracy in the projects, but with top-down support there is much more immediate action taken towards solving issues at hand.

A Comparative Study of Resilience of the Water Commons in the Upper and Middle Rio Grande Basins of New Mexico

<p> This dissertation is a study of two water management systems and their respective potential for adaptive change. It compares the principles of traditional common-pool resource communities with the policies and practices of contemporary acequias and the Middle Rio Grande Conservancy District. A review of the biophysical environment and relevant water laws and institutions provides a historical and environmental perspective on how the two distinct systems evolved into their current forms. The respective systems' capacities to continue to function in their basic forms in the face of climate change are evaluated through the conceptual lenses of resilience theory and the adaptive change cycle. The severe and extended drought that New Mexico is experiencing is causing a sharpened focus on how to limit water use. Shortage sharing is a traditional practice in common-pool resource cultures, as are other measures to manage a limited and vital resource, including monitoring, sanctions, exclusion of free-riders, equity of use, and reliance on democratic institutions to ensure collective decisions. These principles and practices are present to varying degrees in both systems and provide solid bases upon which to innovate and adapt to new conditions. The challenge will be to mobilize the will to change sufficiently to adapt while honoring the cultural values represented in each system; in other words, to build resilience into the systems. Opportunities to do so are explored and evaluated for their potential positive effects and possible downsides</p>

People, fishing and the management of a human-dominated ecosystem

<p> Understanding how to balance human well-being and ecological integrity is one of the fundamental challenges in conservation and natural resource management. As our human-footprint on ecosystems expands and deepens, we are increasingly realizing that human well-being is crucial to understanding social-ecological systems and managing them sustainably.</p><p> In my first chapter I add to this literature by extending a theoretical model to examine the effects of two biophysical stressors on a marine species. While this model was developed to understand how harvest and climate change may interact to affect species viability, the model instead emphasized the sensitivity of the results to assumptions about human behavior. This result adds to a small, but growing, body of literature that demonstrates the importance of considering resource-users&rsquo; dynamics when attempting to predict outcomes for biophysical systems.</p><p> Despite conceptual advances in linking human-wellbeing to biophysical dynamics, a major challenge exists in operationalizing these conceptual framings. In my second chapter I use the US West Coast commercial fisheries system as a case study and developed a novel network approach of linking the social system (i.e. fishing communities) to the ecological system (the fish). This approach made use of data collected by management, making it immediately operational for all managed fisheries in the US. Such a conceptual framework represents a major step forward for mapping and quantifying these linkages between social and natural systems. I add to this work by analyzing these resultant networks to show that the topological structure and modularity varied non-randomly, providing additional features that may be useful for mangers seeking to balance human well-being with sustainable populations of fish.</p><p> In my third chapter I analyzed patterns of participation across the US West Coast commercial fisheries before and after a major management change in a single fishery. Using individual- and fishing community-level analyses, using the framework described above, I show that the policy affected how fishermen shift their effort across fisheries at the individual level, but community level attributes remain unchanged. This work demonstrates how such social-ecological system level policy analysis may be conducted.</p><p> Overall this dissertation helps move us towards a set of tools managers can use to evaluate policy efficacy in commercial fisheries in the face of rapid environmental change while balancing ecological integrity and human well-being.</p>
