Analytical Methods to Support Risk Identification and Analysis in Healthcare SystemsCure Vellojin, Laila Nadime 01 January 2011 (has links)
Healthcare systems require continuous monitoring of risk to prevent adverse events. Risk analysis is a time consuming activity that depends on the background of analysts and available data. Patient safety data is often incomplete and biased. This research proposes systematic approaches to monitor risk in healthcare using available patient safety data. The methodologies combine traditional healthcare risk analysis methods with safety theory concepts, in an innovative manner, to allocate available evidence to potential risk sources throughout the system. We propose the use of data mining to analyze near-miss reports and guide the identification of risk sources. In addition, we propose a Maximum-Entropy based approach to monitor risk sources and prioritize investigation efforts accordingly.
The products of this research are intended to facilitate risk analysis and allow
for timely identification of risks to prevent harm to patients.

Relative Abundance and Spatial Distribution of Lepomid Sunfishes in the Peace RiverHeller, Justin Henry 01 January 2011 (has links)
This study examines spatially continuous sampling data in order to investigate patterns of abundance and distribution of three recreationally important sunfish species (bluegill, redear, and spotted sunfish) along the main-stem of the Peace River, a large softwater river located in southwest Florida. A total of 467 electrofishing transects were sampled biannually from spring 2008 to spring 2010. Sampling sites ranged from the headwaters of the Peace River in Polk County, FL to the oligohaline waters located in Charlotte County, FL. All fish were collected with boat mounted electrofishing gear, and aquatic habitat and physiochemical water quality measurements were recorded at each transect. Pearson's correlation coefficient and conical correspondence analysis were used to interpret relationships between sunfish abundance and associated environmental variables. Results showed that relative abundance of sunfish varied significantly between the upper, middle, and lower basins of the river. Distance from headwaters, conductivity and macrophyte coverage were all significant predictors of relative species abundance. Spotted sunfish were found closer to the headwaters and were positively associated with higher amounts of aquatic vegetation. Redear were most common in the middle basin and were most associated with changes in conductivity. Bluegill were relatively more abundant further downriver where conductivities were higher. Woody debris was strongly associated with fish abundance for all species but did not significantly explain the variance in species composition between locations in the river. The result of this study can be used by fisheries professionals to better manage sunfish populations in the Peace River and other lotic systems.

Fishermen, Politics, and Participation: An Ethnographic Examination of Commercial Fisheries Management in St. Croix, U.S. Virgin IslandsGrace-Mccaskey, Cynthia 01 January 2012 (has links)
Currently, there is widespread debate regarding the overall status of the world's fisheries, with some researchers projecting their total collapse in only a few decades, and others concluding the situation is not quite as bleak. Additional debates include what strategies should be used to manage fisheries at various scales, and further research is needed to determine which strategies are most appropriate for use in particular situations and locales, as context is critical.
Recently, prominent common pool resources scholars have expressed the need for ethnographic approaches to studying resource management institutions in order to move beyond the current focus of simply identifying the factors and conditions that lead to the self-organization of resource users and long-term sustainability of management institutions. These authors describe the need for examining the larger context in which management institutions exist and taking various historical, political, and sociocultural factors into account when examining common pool resources. This dissertation is a response to that request.
This research is the result of over 20 months of ethnographic research in St. Croix, United States Virgin Islands (USVI). Drawing on research in political ecology and building on anthropological critiques of common pool resource institutions, I describe the historical, social, and political factors that influence how fisheries management occurs at the federal and territorial levels, and how commercial fishers, managers, and other stakeholders experience and participate in multi-scale management processes. Ethnographic data suggest that there are a variety of historical, social, and political factors that influence how commercial fishers, managers, and other stakeholders perceive the federal fisheries management process, the extent of their participation in that process, as well as interactions within and between stakeholder groups. Additionally, the mismatch that exists between the centralized management structure of the US federal system and the small-scale, multi-method nature of St. Croix's fishery creates a complex management environment in which few stakeholders participate.

Pride and prejudice, practices and perceptions : a comparative case study in North Atlantic environmental historyChittick, Sharla January 2011 (has links)
Due to escalating carbon-based emissions, anthropogenic climate change is wreaking havoc on the natural and built environment as higher near-surface temperatures cause arctic ice-melt, rising sea levels and unpredictable turbulent weather patterns. The effects are especially devastating to inhabitants living in the water-worlds of developing countries where environmental pressure only exacerbates their vulnerability to oppressive economic policies. As climatic and economic pressures escalate, threats to local resources, living space, safety and security are all reaching a tipping point. Climate refugees may survive, but they will fall victim to displacement, economic insecurity, and socio-cultural destruction. With the current economic system in peril, it is now a matter of urgency that the global community determine ways to modify their behaviour in order to minimize the impact of climate change. This interdisciplinary comparative analysis contributes to the dialogue by turning to environmental history for similar scenarios with contrasting outcomes. It isolates two North Atlantic water-worlds and their inhabitants at an historical juncture when the combination of climatic and economic pressures threatened their survival. During the sixteenth and seventeenth centuries, the Hebrideans in the Scottish Insular Gàidhealtachd and the Wabanaki in Ketakamigwa were both responding to the harsh conditions of the ‘Little Ice Age.’ While modifying their resource management, settlement patterns, and subsistence behaviours to accommodate climate change, they were simultaneously targeted by foreign opportunists whose practices and perceptions inevitably induced oppressive economic pressure. This critical period in their history serves as the centre of a pendulum that swings back to deglaciation and then forward again to the eighteenth century to examine the relationship between climate change and human behaviour in the North Atlantic. It will be demonstrated that both favourable and deteriorating climate conditions determine resource availability, but how humans manage those resources during feast or famine can determine their collective vulnerability to predators when the climate changes. It is argued that, historically, climate has determined levels of human development and survival on either side of the North Atlantic, regardless of sustainable practices. However, when cultural groups were under extreme environmental and economic pressure, there were additional factors that determined their fate. First, the condition of their native environment and prospect for continuing to inhabit it was partially determined by the level of sustainable practices. And, secondly, the way in which they perceived and treated one another partially determined their endurance. If they avoided internal stratification and self-protectionism by prioritising the needs of the group over that of the individual, they minimised fragmentation, avoided displacement, and maintained their social and culture cohesion.

USE OF LIDAR-DERIVED TERRAIN AND VEGETATION INFORMATION IN A DECIDUOUS FOREST IN KENTUCKYStaats, Wesley A. 01 January 2015 (has links)
The use of Light Detection and Ranging (LiDAR) information is gaining popularity, however its use has been limited in deciduous forests. This thesis describes two studies using LiDAR data in an Eastern Kentucky deciduous forest. The first study quantifies vertical error of LiDAR derived digital elevation models (DEMs) which describe the forests terrain. The study uses a new method which eliminates Global Positioning System (GPS) error. The study found that slope and slope variability both significantly affect DEM error and should be taken in to account when using LiDAR derived DEMs. The second study uses LiDAR derived forest vegetation and terrain metrics to predict terrestrial Plethodontid salamander abundance across the forest. This study used night time visual encounter surveys coupled with zero-inflation modeling to predict salamander abundance based on environmental covariates. We focused on two salamander species, Plethodon glutinosus and Plethodon kentucki. Our methods produced two different best fit models for the two species. Plethodon glutinosus included vegetation height standard deviation and water flow accumulation covariates, while Plethodon kentucki included only canopy cover as a covariate. These methods are applicable to many different species and can be very useful for focusing management efforts and understanding species distributions across the landscape.

Protected heritage area management is challenged by conflicting priorities perpetuated by the real and perceived dichotomy between cultural and natural resource management, their practitioners, their disciplines, and their values. Current guidelines promote integrating cultural and natural resource management to ensure holistic management of all values within a protected heritage area. This paper uses the management of the Cave and Basin National Historic Site to illustrate challenges in protecting both historic and natural resources. A qualitative inductive study included analysis of interview and focus group data for the site and similar protected heritage areas. The gap between integrative policies and the tendency for uni-disciplinary approaches to the practice of managing protected heritage areas is investigated. Five barriers to integration, such as lack of awareness, and five methods for progress, including facilitated inclusion, are examined. The author proposes collaborative, sustainable, values-based practices for the successful integration of cultural and natural resource management.

From policy to implementation : a case study of sustainable resource use policy in Enkumane, Mkomazi Valley, KwaZulu-Natal.Jacobs, David. January 2004 (has links)
Land degradation is a national concern that needs to be redressed and
prevented by the government and its agencies as it has a significant
impact on agricultural productivity and food security. The National
Department of Agriculture is in the process of reforming the sustainable
resource use policy to deal with the causes of land degradation and to
promote the sustainable use of natural resources, particularly in poverty stricken
areas. Prior to 1994, this policy was only applied in areas where
commercial agriculture was practised.
The researcher has explored the struggles encountered during the
implementation of the sustainable resource use policy through a case
study approach within the Enkumane region of KwaZulu-Natal. The
research followed a cross-sectional approach drawing from methods such
as typology techniques, semi-structured interviews and questionnaires,
which were employed at various stages in the policy process, from the
levels of policy-makers to the intended beneficiaries. A literature review
emphasized the importance of applying integrated and participatory
approaches in implementing a public policy.
The results highlighted significant differences of opinion concerning the
implementation of the sustainable resource use policy within and between
the different stages of the process from policy to implementation. This
was partly attributed to the inadequacy in terms of clear roles, direction
and guidelines, and also in terms of the institutionalisation of experience,
knowledge and skills. It was recommended that a more co-ordinated and integrated effort is required to reform the policy. This calls for the
establishment of mechanisms to ensure that people at all stages in the
policy process are involved in a participatory manner, towards the
continual improvement of the sustainable resource use policy.
The significance of this study is twofold, firstly the financial burden of
ineffective policies is unacceptable to our society. Secondly, the research
has a potential to enhance the policy to implementation process, which

Towards developing an understanding of biodiversity stewardship in the city of Cape Town.Rossouw, Andre Steyn. January 2012 (has links)
Together with the prospect of global environmental change, biodiversity loss is arguably the most pressing environmental issue of our time. Conserving biodiversity is a complex issue and effectively engaging people in conserving biodiversity, although challenging, is crucial. Various conservation initiatives exist that incentivise landowners to participate in restrictive conservation agreements such as the stewardship programme. From an environmental perspective, stewardship is simply people taking care of the earth and the stewardship programme is an innovative conservation initiative that aims to assist private or communal landowners by making biodiversity conservation more attractive through incentives and providing them with the necessary skills and know-how. In South Africa, landowners can enter into biodiversity stewardship agreements in the following options: A Biodiversity Management Agreement (under National Environmental Management Biodiversity Act No. 10 of 2004), a Protected Environment (under Protected Areas Act No. 57 of 2003) or a Nature Reserve or National Park (under PAA) with the latter two agreements requiring formal declaration and restrictions on the land. The time frames and management requirements are aligned with the degree of conservation protection. Understanding landowner perceptions and motivations is critical for the successful implementation of the Biodiversity Stewardship Programme. The aim of this study was to determine how new participatory conservation systems, such as the Biodiversity Stewardship Programme, can assist in biodiversity conservation on private land within the City of Cape Town. This research made use of a case study methodology with the main research tool being semi-structured face-to-face interviews conducted with landowners and managers. This was supplemented with documentation and participant and direct observations. It was evident that predicting pro-environmental behaviour based on characteristics and perceptions is complex and varies from individual to individual. It emerged that certain characteristics can possibly indicate pro-environmental behaviour however pro-environmental behaviour does not necessarily indicate a willingness to participate in restrictive conservation measures such as the Stewardship Programme. Despite a lack of resources and capacity amongst conservation institutions, the research discovered a well-coordinated well-structured conservation system built around constructive partnerships in particular amongst the official conservation organisations. Soup, Fins, and Exploitation: An Analysis of the Current State of Shark FinningHuang, Katie 01 January 2014 (has links)
Despite being one of the most recognizable sea creatures in the world, sharks remain widely misunderstood by the public. Media coverage often sensationalizes them as dangerous creatures, when in reality, humans pose a much more significant threat to sharks than vice versa. Over the past few decades, overfishing has decimated populations worldwide as demand increases for byproducts such as meat, cartilage, and fins in particular, a crucial ingredient in the Chinese delicacy of shark fin soup. Finning, a particularly inefficient practice that promotes overfishing and waste, occurs when fishers cut off fins at sea and throw carcasses overboard. As sharks play an important role in marine ecosystems as apex predators and are slow to reproduce, increased attention to shark conservation is urgently needed. Although there have been attempts by international organizations such as the United Nations and by individual countries, current legislation has proven to be inadequate in combating shark exploitation. Though public awareness is on the rise thanks to increased media coverage and environmental advocacy, sharks still need greater protection in the face of overharvest and stock depletion. This thesis details the current state of shark exploitation, including shark biology, public perceptions of sharks, and current levels of shark finning, as well as the economics behind the trade. It also analyzes previous actions taken both at the international and national levels. Finally, it recommends further actions to be undertaken in order to preserve declining shark populations and keep them from extinction.
