Os moldes da política anti-negros/as e os incentivos à miscigenação foram se desenvolvendo em uma ideologia antirracista baseada em pilares racistas. Buscando expor algumas das principais implicações resultantes dessa dinâmica, esta pesquisa aborda a representação de negros/as em esferas políticas brasileiras, com foco nas candidaturas negras para o cargo de Deputado/a Federal, no Distrito Federal, no ano de 2014. O presente trabalho se propõe a analisar a influência do racismo estrutural no problema da sub-representação de negros/as na política e na ausência de questões raciais em plataformas eleitorais de candidatos/as autodeclarados/as negros/as. _______________________________________________________________________________ ABSTRACT / Considering the post-slavery historical process in Brazil, Brazilians still face residues of the black population whitening policy. The shapes of the anti-black policy and the inducements to miscegenation emerged into an anti-racist ideology based on racist pillars. In quest of exposure to some of the main implications of these process, this thesis addresses the representativeness of black women and men in Brazilian politics, focusing on black candidates for the post of Federal Deputy, for the Federal District (Brasília), in the 2014 elections. This study purposes are to analyze the influence of structural racism in the problem of underrepresentation of black people in politics and in the absence of racial issues in political platforms of self-declared black candidates.

Ícones dessas lutas também propiciaram subsídios necessários à condução de uma reflexão quanto à criação no Brasil de mecanismos de ações afirmativas, imprescindíveis aos cidadãos negros, afrodescendentes e quilombolas no país. Referenciais teóricos tão constantes na história das lutas desse povo estiveram aqui presentes como facilitadores do entendimento atual quanto à responsividade do poder público frente ao grupo aqui pesquisado. Neste resgate historiográfico dos negros, esta pesquisa caminha no sentido da importância da criação de Frentes Parlamentares que atuam em defesa da causa negra e dos quilombolas, seguindo também no sentido de aprofundar o debate quanto ao interesse de uma Frente em se fazer representar diante de um grupo, hoje não mais minoria no Brasil, em termos populacionais. Levanta-se ainda neste estudo, o impacto das relações entre negros e/ou afrodescendentes e quilombolas, e parlamentares, diante das conquistas políticas e sociais hoje alcançadas pelos mesmos, enquanto melhoria na qualidade de vida. Traduz-se como pretensão nesta pesquisa, senão destacar o papel da Frente Parlamentar Mista pela Igualdade Racial e em Defesa dos Quilombolas no ano de 2011, proclamado pela Organização das Nações Unidas (ONU), como. Papel este, sob a perspectiva do compromisso legislativo assumido pelos parlamentares integrantes da mesma, tendo em vista o pressuposto de se pensar que esse sistema dinâmico de representatividade possui características específicas as quais se destacam: os próprios limites de atuação parlamentar, o fortalecimento da necessidade de sobrevivência na estrutura institucional e os princípios legais e institucionais aos quais se baseiam. Isso remete ao pensamento quanto às dificuldades de se fazer representar diante das demandas desse grupo populacional. ______________________________________________________________________________ ABSTRACT / The fascinating history of blacks concerning the struggles and the persistence of heroes of black movements served as a substrate for the development of this research. Icons of those struggles also provided necessary subsidies to conduct a debate in Brazil about the creation of mechanisms of affirmative action, essential to blacks and Afrodescendant citizens, as well as Quilombola communities in the country. Theoretical backgrounds so constant in the history of the struggles of that people were present in this research as facilitators on the current understanding of responsiveness vis-à-vis to the group studied here. In this historiographical rescue of black people, this research moves towards the importance of the creation of Parliamentary Fronts that act in defense of black and quilombola commun cause and also follows to deepen the debate about the interest of a Front to be represented before a group, now no longer a minority in Brazil, in terms of population. Furthermore, there is the question about the impact of the relations between blacks and/or Afrodescendant and quilombola communities, and parliamentarians, given the social and political accomplishments achieved by these ones nowadays, while the improvement of the quality of life. It is translate here as a claim on this research, but to emphasize the role of the Mixed Parliamentary Front for Racial Equality and in Defense of Quilombola Communities in 2011, proclaimed by the United Nations (UN) as the "International Year for People of African Descent." This role, from the perspective of the legislative commitment made by parliamentary members of the Front, given the assumption to think that this dynamic system of political representation, has specific characteristics which stand out: the own limits of parliamentary performance, strengthening of the need to survive on the institutional framework and the legal and institutional principles which are based on. That refers to the thought about the difficulties to be represented before the demands of this specific population.
