Orientador: Débora Mazza / Banca: Cristina Vaz Duarte / Banca: Maria Rosa Rodrigues Martins de Camargo / Abstract: This work was originate from reading and writing workshops developed into "Aldeia-Movimento Pró-Cultura", a Non-Governmental Organization that attends young people that came from unfavorable social sectors in city of Limeira, in the State of São Paulo. The objective from reading and writing workshops were to glimpse the development of language, thought and relationship strategies of these young people and understand how they build their cognition, political and socialhistorical processes, as well as how these workshops would contribute to insert these young citizens into society. The hypothesis is that, once the "word" is the main way to constitute human being feelings, that leads them to a constant transformation of individual and public activities, when allowing these young boys and girls - mainly deprive of a practical contact with a text - a reading and writing work, it could contribute to build the subjectivity of these people, as well as contribute in the moment of intellectual appropriation of external objects, enlarging the building of their knowledge into a social way. It was searched into this work: 1) a discussion regarding the formation of a neoliberal State, trying to comprehends the transformation occurred to capitalist societies during this period and the marks under the influence of neoliberalism into Brazilian society and education; 2) research one of the models inside this new relationship between society and State, organization that is current outside the State formal structure: the Third Sector, specially Non-Governmental Organizations; 3) presentation of a historical description of the Non-Governmental Organization "Aldeia Movimento Pró-Cultura", of "Projeto Aldeia Cidadania" and its reading and writing workshops to needy young people; 4) a study of the subjective moment into different processes and forms of organization when building the subjectivity into these... É de fundamental importância nos dias atuais, pois alcança um público que há muito estava esquecido e é justamente nesse setor que a Pastoral da Criança iniciou sua atuação. Na cidade de Florestópolis - Pr, em 1983, foi fundada pela Drª. Zilda Arns, médica pediatra e sanitarista, motivada pelo alto índice de mortalidade infantil ocasionado pela desnutrição. Esse terceiro setor é uma imensa rede de solidariedade e a maior organização não governamental do mundo nas áreas de saúde e nutrição infantil. A Pastoral da Criança não pode atuar em outros países, não podendo transferir recursos, por ser um organismo nacional filantrópico. A Pastoral da Criança conta efetivamente com a atuação dos Líderes Comunitários frente às suas ações que é reconhecida como importante elo do processo de construção do capital social. Este trabalho pretende avaliar o Perfil do Líder Comunitário da Pastoral da Criança da Região Norte da cidade de Londrina - Paraná. A primeira parte deste trabalho apresenta um breve histórico da Pastoral da Criança e suas ações básicas, complementares e opcionais, especialmente ações de prevenção e educação em saúde bucal. O projeto piloto do programa de saúde bucal iniciou-se em Campo Largo - PR, por meio de um convênio de cooperação técnica entre Universidade Estadual de Londrina (UEL), CRO-Pr, Prefeitura Municipal de Campo Largo e Pastoral da Criança, no ano de 1993. Nesse acordo, a UEL ficaria responsável pela capacitação dos líderes comunitários para atuar nas comunidades, sendo que a atuação deles seria a de acompanhar a família assistida pela Pastoral da Criança ...(Resumo completo, clicar acesso eletrônico abaixo). / Abstract: The Third Sector has been gaining importance since 1978, mainly in the economic context. This is of fundamental importance nowadays as it focuses on a type of public which had long been forgotten. The Children's Pastoral starts its work exactly at this point. It was founded in Florestópolis, in 1983, by Dr Zilda Arns, a pediatrician and sanitary doctor who was worried about the high indexes of infant mortality in the city. This Third Sector is a huge net of solidarity and it is considered the biggest non-governmental organization in the world concerning infant's health and nutrition. However, it cannot operate in other countries or transfer funds as it is considered a national philanthropic organism. The job of the Community leaders in the Children's Pastoral can be recognized as an important element in the process of the construction of the social capital which has been generated as the result of the action of the pro-developmental society. This work aims to evaluate the profile of the Community Leader of the Children's Pastoral in the northern region of the city of Londrina - PR. The first part of this work is presented with a brief background history of the Children's Pastoral and its basic, complementary and optional actions, especially those related to the prevention and education of dental health. The pilot project of the dental health program started in 1993, in Campo Largo - Pr and it was based on a technical and cooperative partnership between the State University of Londrina, CRO-Pr, the City Hall of Campo Largo and the Children's Pastoral. Pudemos constatar que há uma grande quantidade de instituições públicas e privadas - ONGs (Organizações Não- Governamentais), escolas, hospitais, centros de recuperação de viciados em drogas - que praticam atividades artísticas com objetivos específicos da sua área de atuação, ora com fins terapêuticos, ora com fins pedagógicos e psicológicos, ora com fins políticos de promoção da cidadania. Essas atividades são intituladas pelas diversas práticas sociais como oficinas artísticas ou culturais. Nesse sentido, nosso trabalho delimita as oficinas como um dispositivo no qual a arte se torna uma das estratégias do capital para controle da população. No interior desse dispositivo são propostas finalidades para o homem, para o mundo e para a arte. No que concerne à arte, essas finalidades são criadas na mediação que as diversas instituições realizam entre o público e as obras. Essa mediação faz da arte um instrumento de interpretação que lhe retira sua potência de criar condições de diferenciação para o mundo e para a vida humana. Nesse lugar, a arte perde sua condição de nos fazer acreditar na potência ilimitada de inventar mundos e outras realidades sensíveis. Palavras-Chave: Arte; Oficinas; Terceiro Setor; Organizações Não-Governamentais; Controle Social. / Abstract: This research is based on the issues related to the conditions of aesthetic formation of the contemporary man and the role of art in our days. We could observe that a large number of public and private institutions - Non-Governmental Organizations (NGO's), schools, hospitals and recovering centers for drug addicts - offer some art activities aiming at specific goals in their field of work , contemplating therapeutic, educational or psychological purposes or even political purposes for citizenship promotion. These activities are considered and called artistic or cultural workshops. In this sense, our work restricts these workshops to a device where art becomes a strategy used by the capitalist system with the aim of controlling the population. Through this device proposals are made having in mind men, the world and art. Concerning art, these proposals can be observed in the mediation several institutions perform between the public and the works of art. Such mediation transforms art into an interpretative tool thus destroying its creative power of differentiation to the world and to human life. Therefore, art loses its ultimate objective, that is, the ability to make us believe in the unlimited power of inventing new worlds and other sensitive realities. / Mestre

Partindo do pressuposto de que o Estado, no Brasil, não se encontra organizado o suficiente para atender carências e necessidades das demandas sociais, o estudo apresenta como objetivo conhecer para compreender a estrutura das organizações não governamentais que atendem crianças de zero a três anos na cidade de Franca. O desenvolvimento da pesquisa teve a clara intenção de agregar conhecimento científico à questão da gestão nas entidades pertencentes ao Terceiro Setor e, consequentemente, estabelecer aproximações teóricas e práticas entre as áreas do Serviço Social e da Administração, diretamente responsáveis pelo processo de formação educacional e humana de crianças inseridas no contexto das creches francanas. Para a construção do conhecimento científico foi utilizado um conjunto metodológico fundamentado no método indutivo, na abordagem quantiqualitativa através de estudos exploratório e descritivo. O universo compreendeu 38 creches inscritas na Secretaria de Educação da Prefeitura de Franca no ano de 2009, selecionadas por amostra não probabilística intencional. Os sujeitos da pesquisa, os presidentes (diretoria voluntária) e os coordenadores (profissionais contratados) das ONGs, foram abordados através de entrevistas presenciais que permitiram tanto o estabelecimento de diálogo franco e aberto como a identificação do perfil dos mesmos e da instituição. Na pesquisa de campo, as entrevistas revelaram representações significativas que as organizações têm para eles, incluindo análises objetivas sobre o atendimento prestado às demandas beneficiárias dos serviços / Abstract: The literature about the Third Sector makes clear its growth and development around the world. Assuming that the State, in Brazil, is not organized enough to meet the needs and necessities of social demands, it is an objective of this study to know to understand the structure of non-governmental organizations that serve children from birth to three years old in the city of Franca. The development of the research had the clear intention of adding scientific knowledge to the management issue in the entities belonging to the Third Sector and, thus, establish theoretical and practical approaches between the areas of Social Work and Administration, which are directly responsible for the children's educational and human process, the ones who are inserted in the context of the francanas day care centers. For the construction of the scientific knowledge, a methodology set was used based on the inductive method, on quantitative and qualitative approach through exploratory and descriptive studies. On the whole, this study was comprised of 38 day care centers enrolled in the Education Department of the City Council of Franca in 2009, selected by intentional non-probable sample. The subjects of this study who are the presidents (voluntary direction) and the managers (hired professionals) of NGOs, were approached through attended interviews that allowed both the establishment of open dialogue as well as the identification of their profile and of the institution.
