Considering the sheer size of its population and low cost labor in Mainland China, KTV enterprises should also expand business into the new market just like those in the manufacturing and electronics sector under new operation strategies. ¡§People¡¨ is believed to be the core of chain entertainment business, thus it's the duty of expatriate to build effective business unit and play an important communication role between business abroad and parent company. Expatriate training must include multicultural preparation, strengthening professional knowledge and skill to help them adapt to local culture and execute missions successfully. SUMMARY Taiwan is an island of dense population, all-around ocean and insufficiency of natural resources. In order to continuously maintain economic development and effective utility of space resources, the all-around marine environment should be developed and managed in a fitting plane. Accordingly, during the development of marine environment, the environmental surveillance and resource preservation should also be well improved; that is to avoid the same mistakes of environmental pollution and destruction caused by development of continental resources. The Environmental Bureau recently lays much emphasis on the protection of marine environment, surveys the ocean water specimens in great efforts and regulate the marine anti-pollution law to guarantee the quality of marine environment. The most important subject therefore is how to effectively control those pollutants undergo in marine water which causes substantial pollution, in terms of the present development and utility of marine environment. As an ocean-established country, the protection of marine environment has been long term overlook; it makes our ocean damaged and polluted seriously, it is therefore required to launch more research and understanding over marine environment. That is, the ocean except for the continent is the biggest treasure to adjust human living surroundings; we should protect the marine environment without turning back. To explore the marine environment in Taiwan southern ocean as a research target, we reshape the marine concept; bring up effective strategy against the ocean pollution located in Pin-Don County; develop our ocean everlasting; and, finally promote marine economic income and environmental protection. The proposal to the protection of marine environment in Pin-Don County draws as followed: 1. Strengthen to build up Ken-Ding drainage system. 2. Continue to survey the Long-Ken Preservation Area and establish emergent adaptive team for oil pollution. 3. Strengthen to survey the drainage of lukewarm water by Nuclear Factory. 4. Supervise the Dapeng Bay National Scenic Bureau to execute the work of environmental surveillance and waste water treatment. 5. Educate farmer the correct concept to use pesticide. 6. Improve the pollution in river. 7. Watch the pollution caused by vess.

Abstract Bio-Technology is one of the fastest growing industry in current world, many countries regard it as the major future developing focus, no matter the country is at the stage of developing or developed. Although Taiwan has already accumulated over 20 year experiences in bio-technology, plus the government have issued many policies to accelerate the speed, until now there is no outstanding research outcomes in this area. Mainly because Bio-technology is still a young industry and its special character is not easy to grasp, especially during the first stage of development. The objective of this report is to evaluate the development of Bio-technology in Mainland China and Taiwan, based on the analysis of the competitive advantages of Bio-tech industry in Mainland China and Taiwan, especially focus on analyzing the competencies of Bio-Pharmaceutical production. The Bio-pharmaceutical industry has its own characters, 1. High technical requirement, 2.long value chain, 3, high risk and high ROI, 4. Big initial investment and return is unsecured. However, it is easy to get supports from government through legal regulation and contract protection. Therefore, we regard it as the leading segment in bio-technology industry, due to its driving power in developing subsidiary segment, for example, Bio-chip business, Bio-material business and testing reagent business. In this report, I will analyze the competitive advantages between bio-pharmaceutics industry in Mainland China and Taiwan, through Michael Porter¡¦s Five Forces Model; then I will give some recommendations on what business strategy they should implement in future development. According to the survey by Ernst & Young, the outstanding performer in Bio-technology is United States. In 2002, their revenue of this industry occupied 73% of the worldwide revenue. Whether Taiwan can copy the development model of Electronic Industry, which is started from OEM, we need to further analyze the related issues¡C The reasons that we target mainland China as our main competitor¡A are 1. The market volume of mainland is huge, 2. Talents volume is big, as well as the cost is lower, 3. We have similar culture and language advantages. Hence, we wish can help developing the future strategy for both side, through comparison of each competitive advantages. The methodology of this report is first, set up the overall framework through researching, using 5 forces from Michael Porter to do the comparison of competitive advantages between Taiwan and mainland China, finally, analyze each part¡¦s situation using SWOT. It is necessary for us to analyze the experiences from different countries, to find out the best path for us to develop Bio-technology. It is also a necessity for government to continuously support this industry. Although both Taiwan and mainland China only occupy small share in this industry right now, we still believe in that we have the capability and potentials to achieve the leading position in this area, through continuous communication and experience sharing.
