Cargo containers and vessel shipments enter the US from all over the world. Tracking these shipments from their origin to destination requires professional expertise. Security organizations, such as the Regional Maritime Security Coalition of the Columbia River, realize the potential of these professionals, who track and coordinate cargo containers as they move through a supply chain, to enhance security of maritime cargo. In order to utilize these supply chain logistic professionals in a security coalition, proper training and certification would be required to comply with the US Federal Code on Liability Protection. This study examines the requirements that are necessary to certify supply chain logistic professionals as certified volunteers in an information sharing, security communication network to prevent terrorist activity, smuggling, theft, and to assist in general crisis mitigation. The thesis studies how the RMSC is currently developing its security communication system around supply chain logistic professionals, and the requirements and training that would be necessary to certify them under the US Federal Code. / by Alexander R. Such a constraint precludes the use of costly, highly accurate sensors. As a result, to achieve a highly accurate and robust navigation system, navigation data from any and all sources must be processed. This information may come from a number of sources such as an Acoustic Doppler Current Profiler, Long Baseline acoustic travel times to known beacons, Inertial Measuring Units, or Sonar. The objective of this research was to develop a Kalman filter-based navigation algorithm for the AUV REMUS that improves positioning accuracy, provides rejection of poor fixes, and decreases energy use due to excessive corrections in course. Research was conducted in the context of Naval Special Warfare and its current vision for use of the REMUS vehicle in shallow water mine hunting. Navigation performance is illustrated using REMUS data for a Phase I search of a shallow water environment. Results are presented from a navigation sensor data fusion algorithm being developed for this scenario. Results demonstrate outlier rejection and track smoothing, both of which are beneficial to improving sensor data and increasing the reliability of target reacquisition. / by Christopher John Cassidy. / S.M.

D.)--Massachusetts Institute of Technology, Dept. of Ocean Engineering, 2004. / Includes bibliographical references (v. 2, p. 587-601). / Flow-structure interaction is a generic problem for many engineering applications, such as flow--induced oscillations of marine risers and cables. In this thesis a Direct Numerical Simulation (DNS) approach based on spectral/hp elements is employed. Structural motion implies changes on the boundaries of the flow domain. An Arbitrary Lagrangian Eulerian (ALE) scheme is incorporated to efficiently move the mesh without remeshing. Efficient three-dimensional simulations with periodicity in at least one space direction are achieved using Hybrid Fourier-Jacobi expansions. Both 2D and 3D formulations can treat an arbitrary number of oscillating bodies. Due to the large computational demands of the resulting systems parallel computing is used with MPI. Numerical experiments are run and systematic data sets are obtained for flow around two cylinders. Stationary cylinders in tandem and side-by-side arrangements are examined parametrically over spacing and Reynolds number. Parametric studies of tandem cylinders in prescribed motion and free oscillation are also conducted. For tandem cylinders, sudden changes in the forces occur at a critical spacing where a transition from reattachment to binary vortex regime occurs. / (cont.) A hysteresis effect is observed for spacings near the nominal critical, where for given Reynolds number there are two possible solutions depending on the initial conditions. Discrepancies in the prediction of the critical spacing using 2D and 3D simulations are identified and explained. The three-dimensional effects are found to cause a weakening of the strength of the primary vortices and a delay in the inception to) binary vortex regime. When the cylinders oscillate in prescribed motion, the phase angle of the oscillations can alter significantly the hydrodynamic work on the downstream cylinder. For spacings smaller than the critical spacing, the lock-on range of frequencies is wider than that of a single cylinder. As the oscillations amplitude increases however, pockets of non-lock-on regions are found within the Arnold synchronization regions. A shift towards higher frequencies in the synchronization range is found for the in-phase oscillations compared to the anti-phase oscillations. A consistent change is found in the spanwise correlations. For the elastically mounted two-degree of freedom tandem cylinders it is found that the synchronization range of the upstream cylinder is wider when its latest shed pair of vortices intercepts the downstream cylinder. / (cont.)
