The needs of older people as seen by themselves and support providers

This study compares perceptions of older people's needs from two vantage points: needs as seen by the older people themselves, and the needs of the elders as seen by their family support group. Two hypotheses were examined. The first hypothesis was that the elders and the support people would disagree on the needs of the elders. Secondly, the disagreement would be strongest on more abstract needs, like life satisfaction and contact with the opposite sex.

Beyond Fruit: Examining Community in a Community Orchard

The Fruits of Diversity Community Orchard, located in Portland, Oregon in an affordable housing neighborhood, is a site of alternative food provisioning in which a group of people, organized by two nonprofits, work together to manage fruit and nut producing plants. Through conversations with volunteers who participate regularly and participant observation, this study explores the questions: What does community mean in the context of a community orchard? In what ways does partnering with a nonprofit from outside the neighborhood influence community and the way the project is operationalized? This thesis situates community orchards within the literature on alternative food networks (AFN) and highlights three key findings drawing on literature about community development and race in AFNs. First, neighbors and non-neighbors who participate in the project propose different definitions of community. Second, neighbor involvement is limited by a number of factors, including neighborhood divisions and organizational challenges. Notably, orchard participants do not reflect the racial and ethnic diversity of the neighborhood, putting this project at risk of creating a white space in a majority people of color neighborhood and reproducing inequality rather than fighting against it. Finally, this research complicates the notion of community in alternative food networks and demonstrates how collaborating with an organization from outside the neighborhood impacted the community through increasing non-neighbor participation and through their communications, aesthetics, decision making, and inattention to racial dynamics in the neighborhood and orchard.

Assessing Environmental Inequality in Portland, Oregon: An Exploration of Local Environmental Justice Struggles

This thesis explores patterns of environmental inequality in Portland, Oregon; both the existence of spatial environmental inequalities and the structural and local forces which contribute to them. Research on environmental inequality, or inequitable exposure to toxins, has shown that minority and low-income populations experience the bulk of the exposure to environmental hazards. Although Portland is often cited as the archetype of a sustainable city, environmental inequality is a pervasive issue. This thesis examines the health inequalities that characterize underserved communities in Portland. Utilizing a mixed methods approach, the researcher uses 1) logistic regression to statistically assess the relationship between race, poverty, and Superfund site locations, and 2) in-depth interviews with members of Oregon's environmental justice movement to help understand the historical, social, political, and economic conditions of Portland and their subsequent influence on environmental inequalities. Quantitative data is pooled from 2000 census and 2011 Environmental Protection Agency (EPA) sources. The quantitative findings demonstrate that environmental inequality is present in Portland, with African Americans being particularly overrepresented in tracts with Superfund sites. The quantitative analyses ultimately suggest that minimally populated, highly impoverished tracts with approximately 11% African American residents are most likely to house a Superfund site. The qualitative findings show that a variety of structural and local forces play prominent roles in the formation of Portland's environmental inequalities. The qualitative analyses reveal this to be a multifaceted and complex process that is indicative of Portland's history of racial inequality, contemporary free market and business forces, and governmental interests which culminate in trends of inequitable development.

Hedonic Analysis of Housing Prices Near the Portland Urban Growth Boundary, 1978-1990

The cornerstones of Oregon's 1973 Senate Bill 100 are the preservation of farm, forest, and other resource lands and the containment of urban development within urban growth boundaries (UCB). The UCB is a boundary around each incorporated city containing enough land to meet projected needs until the year 2000. The Land Conservation and Development Commission (LCDC), charged with adopting and implementing state planning policy, sought to keep UGBs small enough to contain urban sprawl. To avoid the potential effects of land price inflation, LCDC allowed UGBs to include more land supply than the forecasted demand. The Portland-Metropolitan region was allowed to have a 15.3-percent surplus. Policy makers are unsure what effect UGBs have on housing costs. The common belief is that by restricting the amount of land available for residential construction the market drives prices up. Contrasting opinions suggest that by substituting low-density with high-density development, per-unit construction costs are lower, thus reducing the costs of owning a home. Efforts to dispel some of the mystery about the relationship between UGBs and housing prices are needed. The objective of this research is to provide empirical evidence of the relationship between the Portland-Metropolitan area's UGB and housing prices. The study uses a hedonic model to conduct a time-series analysis for the years 1978 to 1990 for Washington County. This study found no relationship between housing price and the imposition of the UGB. In fact, the rate of increase in price for single-family housing after UGB implementation was found to be much less than before. Proximity as measured by distance of sale to the UGB was the only variable that was associated with a higher rate of increase in housing prices. All of these results, with the exception of those related to proximity, were unexpected but may be explained by several factors: imposition of the Metropolitan Housing Rule in 1981, a severe recession during the 1980s, and excess land supply. These influences do not support a conclusion that UGBs lead to an increase in housing prices, at least prior to 1990, when the UGB did not constrain the supply of land.

Pupil Mobility and Its Effect on Basic Skills Achievement Growth Rates and the Educational Program

The purpose of the study was to compare the basic skills achievement scores of mobile and non-mobile students within the Portland Public Schools. The problem was to assess the effect of this mobility on basic skills achievement and the total educational program. The study was designed to test differences in reading, language usage and mathematics achievement test scores between pupils in the third through the eighth grades. The instrument that was used was the Portland Achievement Levels Tests of reading, language usage and math. These tests are administered to students in grades 3 - 8 in the fall and spring of each school year. A questionnaire was also designed to determine the effect of student mobility on instructional programs. This questionnaire was mailed to 81 principals with 56 responding. The Portland Public Schools computer banks were utilized to plot the basic skills test results for two groups of students: 1. The clear and intact group, which was the student who was in the same school from September through June (grades 3 - 8). 2. The mobile student (grades 3 - 8) who had a valid fall and spring test score, but from different schools. Plotting was done for the residual effect of variables in basic skill gains rather than plotting for the effects of regression. Additional analysis took place using multiple regressions by stability index, to determine the relationship between student achievement test scores and the independent variables of mobility and other independent variables (ethnic groups, gender). It was determined that student mobility and the independent variables of gender and ethnicity had no negative effect on basic skills achievement test scores. However, for the stable student, the higher the school stability index, the higher the achievement level for the non-mobile students in that school for the fall testing. The achievement gain was no different for a student in a high stability school versus a low stability school. Additionally, based on the results of the questionnaire used in the study, most principals felt that student mobility had a negative impact on instructional programs. Most of the responding principals, however, were opposed to a more structured district wide basic skills curriculum as a way of moderating the negative effects of student mobility on the educational program. Student mobility is a factor related to the success of a school academic program. It cannot, however, be taken as an answer to the low achievement of mobile students. This study concludes that all students can achieve academically, regardless of their mobility. Recommendations were made to the Portland School District that in order to facilitate and decrease the problem of student mobility, the district might wish to require that each school have a formal plan for integrating new students into the instructional program. Additionally, a more structured district wide basic skills curriculum was recommended. Suggestions for additional in-depth studies were made to determine the kinds of problems that students and school staffs encounter with school mobility. This would include a longitudinal study for students with only one valid test score during an academic year, comparing their fall or spring scores over several years and the frequency of their mobility.

Informal Trails and the Spread of Invasive Species in Urban Natural Areas: Spatial Analysis of Informal Trails and their Effects on Understory Plant Communities in Forest Park, Portland, Oregon

The risk of spread and establishment of invasive species to interior habitat within urban parks is of great concern to park managers and ecologists. Informal trails as a vector for this transmission are not well understood. To characterize effects of informal trails on understory plant communities, I conducted a study of the informal trail network in Forest Park, Portland, Oregon. The system of 382 informal trails was mapped and evaluated qualitatively, and from this population a systematic sample was selected for analysis. To identify hotspots of informal trail activity, showing the relationship of informal trails to formal trails, other park features, and trail use level, I evaluated all mapped trails using line density spatial analysis tools. To characterize understory communities, thirty transects were placed along informal trails, with paired transects along nearby formal trails for comparison. I measured percent cover by species for non-graminoid understory plants, and percent total plant cover at different structural layers, for quadrats at regular intervals from the trail edge. I calculated richness and Shannon-Weaver diversity for non-graminoid understory plants. For community analysis, species were grouped by dispersal strategy, native status, and growth form. Observations from system mapping suggest that "hidden" behaviors drive many informal trails: bathroom stops, party spots, waste dumping, and camps make up 28% of all informal trails. Trails to private property are few but represent over 29% of total trail length. Informal trail density is highest along Balch Creek. Hotspots of informal trail presence are associated with trailheads, trail intersections, and water access. Quadrats located within one meter of informal trails showed higher richness and diversity due to increased number of introduced and ruderal species. Formal trails exhibit these same patterns to a stronger degree and over a greater distance (two meters) from the trail edge. Distance from trail edge explained variation in plant communities when grouped by dispersal type, but not by growth form. This study shows that although informal trails are widely distributed throughout the park, they are concentrated in high use areas. The presence of informal trails leads to significant changes in Forest Park plant communities that favor invasive and ruderal species, but these effects appear limited to two meters from the trail edge.

Sustainable, Affordable Housing for Older Adults: A Case Study of Factors that Affect Development in Portland, Oregon

Portland, Oregon, is considered to be a leader in sustainable development. Government agencies, nonprofit organizations, and businesses have been innovators in policymaking and practice that is aimed at creating a more sustainable city. Despite population aging, little is known about how or whether planners and developers consider older persons in terms of sustainable development. Thus, this study examined the case of sustainable, affordable housing developed for low-income adults aged 55 and older. Interviews with 31 key informants were conducted in order to answer three research questions: What is the meaning of sustainable development in Portland, Oregon, as it pertains to affordable housing for an aging society? How and why has sustainable, affordable housing for older adults been developed in Portland? What are the policies that affect the availability and appropriateness of sustainable, affordable housing for older adults in Portland? The sample included individuals who influenced the creation of senior housing (e.g., urban planners, architects, nonprofit directors) and who were identified either because of their roles within local housing development or through snowball sampling. Six Portland-area developments provided the context for studying how and why sustainable, affordable housing for older adults was planned and created in the city. The findings suggested that introducing the topic of aging into the discourse of sustainable development will lead to a more robust meaning of the concept, which can aid future research, policy, and practice. Five elements characterizing sustainable housing for older adults were identified: physical accessibility; proximity to community services; infrastructure that connects housing with services; healthy living environments; and high-quality social spaces in and near housing developments. The findings also pointed to the need for sustainable development practices to pay attention to social equity and the equitable distribution of affordable housing, including housing for older adults. Several insights into how sustainable, affordable housing for older adults developed in Portland were gained (e.g., using government subsidies; involving aging experts in integrated design processes; intersectoral partnerships that led to the city becoming an early adopter in greening its affordable housing), as well as why such housing was completed (e.g., there was a collective public-sector response to meet the need for creating sustainable, affordable housing; an emerging culture of sustainable development in Portland; urban and regional planning efforts have begun to address population aging). However, the amount of sustainable, affordable housing remains insufficient to meet Portland's aging population. Reasons identified include: the absence of specific housing policy attuned to the needs of older adults in Portland; disconnects between housing and health care and supportive services; and lack of integration of older adults in the planning, design, and development processes. Room for innovation and improvement exists in regard to healthy, accessible, green, and affordable housing policies and the development of new models of housing for an aging population. Based on this research, 10 guiding principles of sustainable development for an aging society were proposed to inform future research, as well as planning and development efforts.

Bicycle Level of Service: Where are the Gaps in Bicycle Flow Measures?

Bicycle use is increasing in many parts of the U.S. Local and regional governments have set ambitious bicycle mode share goals as part of their strategy to curb greenhouse gas emissions and relieve traffic congestion. In particular, Portland, Oregon has set a 25% mode share goal for 2030 (PBOT 2010). Currently bicycle mode share in Portland is 6.1% of all trips. Other cities and regional planning organizations are also setting ambitious bicycle mode share goals and increasing bicycle facilities and programs to encourage bicycling. Increases in bicycle mode share are being encouraged to increase. However, cities with higher-than-average bicycle mode share are beginning to experience locations with bicycle traffic congestion, especially during peak commute hours. Today, there are no established methods are used to describe or measure bicycle traffic flows. In the 1960s, the Highway Capacity Manual (HCM) introduced Level of Service (LOS) measurements to describe traffic flow and capacity of motor vehicles on highways using an A-to-F grading system; "A" describes free flow traffic with no maneuvering constraints for the driver and an "F" grade corresponds to over capacity situations in which traffic flow breaks down or becomes "jammed". LOS metrics were expanded to highway and road facilities, operations and design. In the 1990s, the HCM introduced LOS measurements for transit, pedestrians, and bicycles. Today, there are many well established and emerging bicycle level of service (BLOS) methods that measure the stress, comfort and perception of safety of bicycle facilities. However, it was been assumed that bicycle traffic volumes are low and do not warrant the use of a LOS measure for bicycle capacity and traffic flow. There are few BLOS methods that take bicycle flow into consideration, except for in the case of separated bicycle and bicycle-pedestrian paths. This thesis investigated the state of BLOS capacity methods that use bicycle volumes as a variable. The existing methods were applied to bicycle facility elements along a corridor that experiences high bicycle volumes in Portland, Oregon. Using data from the study corridor, BLOS was calculated and a sensitivity analysis was applied to each of the methods to determine how sensitive the models are to each of the variables used. An intercept survey was conducted to compare the BLOS capacity scores calculated for the corridor with the users' perception. In addition, 2030 bicycle mode share for the study corridor was estimated and the implications of increased future bicycle congestion were discussed. Gaps in the BLOS methods, limitations of the thesis study and future research were summarized. In general, the existing methods for BLOS capacity are intended for separated paths; they are not appropriate for existing high traffic flow facilities. Most of the BLOS traffic flow methods that have been developed are most sensitive to bicycle volumes. Some of these models may be a good starting point to improve BLOS capacity and traffic flow measures for high bicycle volume locations. Without the tools to measure and evaluate the patterns of bicycle capacity and traffic flow, it will be difficult to monitor and mitigate bicycle congestion and to plan for efficient bicycle facilities in the future. This report concludes that it is now time to develop new BLOS capacity measures that address bicycle traffic flow.

Does the "news" come first? Social responsibility, infotainment, and local television newscasts in Portland, Oregon : a content analysis

This study examines the infotainment versus social responsibility debate as it applies to local television newscasts in the United States. An overview of the concerns surrounding infotainment as news follows, including a look at a newsroom's traditional responsibilities to its viewers, as well as its current role in adding to parent company profit. Socially responsible hard news and infotainment characteristics are defined as they apply to television news broadcasts, both within the context of news story content and in presentation style. A descriptive content analysis examines these characteristics within the late night local newscasts airing in Portland, Oregon. Portland is a large broadcast news market with over one million potential local news viewers. It is also a community with an exceptionally high rate of civic engagement (Abbott, 2001; Putnam & Feldstein, 2003). Its media coverage of the city, however, has been the subject of criticism by local columnists and national journalism scholars. A socially responsible news product would provide the city's residents with the information needed to continue the trend of participation, community betterment, and overall citizenship knowledge.

Mobility of physicians into prepaid group health practice; a case study

This thesis is concerned with changes over time in the social characteristics of doctors who have entered prepaid group health plans. It focuses on the past social positions which these doctors have occupied and on their status, or rank. The general expectation is that both the rank and positions occupied by doctors prior to entering prepaid group plans have varied as the prestige of these plans has varied. The entrance of physicians into prepaid group health plans was conceptualized as mobility between different contexts of work. Blau’s exchange theory of mobility proved to be the most fruitful source of hypotheses for this study. Blau states that extrinsic rewards are the major incentives for mobility and that intrinsic rewards interact with extrinsic rewards in influencing mobility. From these basic propositions two hypotheses were generated: 1) As the status of prepaid group health plans increases, the status of physicians entering these plans will increase. 2) As the status of prepaid group health plans increases, high status recruits will less frequently come from positions offering intrinsic rewards similar to those found in prepaid group plans. The design of this research was a longitudinal case study. Data were obtained relevant to one prepaid group health plan, the Portland Kaiser Foundation Health Plan. The universe included all physicians who had practiced as full-time, salaried staff in Kaiser at any time since 1945 when Kaiser was first opened to the public. Indicators were obtained from various sources of data. The Kaiser personnel records provided data on physicians’ social characteristics. Data on the status of Kaiser came from an official salary schedule and records of personnel advertisements. Informants were used to rank medical schools and the AMA’s Directory of Approved Internships and Residencies provided a ranking of teaching hospitals. The evidence for the first hypothesis was generally negative. The data indicated that although the status of Kaiser had increased over the years, the status of physicians entering Kaiser had decreased. This conclusion was reached on the basis of findings using prestige of medical school as an indicator for physicians’ achieved status as well as findings using nationality and length of practice as indicators for their ascribed status. Thus, the first hypothesis of this study had to be rejected. The evidence for the second hypothesis was inconclusive: it indicated that as the status of Kaiser increased, the percentage of high status recruits from certain positions with intrinsic rewards similar to Kaiser’s decreased, whereas the percentage from other positions increased. High status physicians have less frequently entered Kaiser a) having held positions emphasizing the scientific aspects of care, b) having memberships in scientific or specialty societies, c) having changed the location of their practice, and d) having changed their specialty. They have more frequently entered Kaiser a) having had postgraduate training b )having had at least five years of training, c) having held jobs in bureaucratic contexts, d) having graduated from medical schools in the North Central and Western states, and e) having engaged in two of more different types of activities. In sum, it was unclear whether the second hypothesis should be accepted or rejected.
