This is a qualitative case study which is based on the method of analysis of the policy cycle (BOWE, BALL, GOLD, 1992; Ball, 1994) to understand the network of policies and knowledge surrounding the internationalization of higher education and its weight in the evaluation of graduate programs conducted by CAPES. Through documentary analysis, questionnaires, and semi-structured interviews it was possible to understand how the administrators and professors of a program evaluated by CAPES at four, and another at five, deal with internationalization in the context of praxis at the same institution. The Bardin Content Analysis (2010) and the Statistical Package for Social Sciences (SPSS) were used to interpret the qualitative and quantitative data. The results show weaknesses in the dynamics of internationalization experienced in everyday programs by their administrators and professors, compromising their performance. Despite the existence of international activities, the process is incipient and isolated in each program. There is a lack of institutional policies with financial support and internationalization strategies built with the demands of the current National Plan for Graduate Studies in mind. Since internationalization is an important criterion in CAPES evaluations, it needs to be prioritized in the internal policies of graduate programs, contributing to the expansion of international academic production and strengthening partnerships. / Esta pesquisa investiga como a proposta de internacionaliza????o do Plano Nacional de P??s-Gradua????o (2011-2020) ?? traduzida no contexto da pr??tica de dois programas Stricto Sensu de uma institui????o de educa????o superior privada da Regi??o Centro-Oeste. Trata-se de um estudo de caso qualitativo que se inspira no m??todo de an??lise do ciclo de pol??ticas (BOWE; BALL; GOLD,1992; BALL,1994) para compreender as redes de pol??ticas e conhecimentos que cercam a internacionaliza????o da educa????o superior e o seu peso na avalia????o de programas de p??s-gradua????o realizada pela CAPES. Por meio da an??lise documental, question??rios e entrevistas semiestruturadas foi poss??vel compreender como gestores e docentes de um programa com nota quatro e outro com nota cinco lidam com a internacionaliza????o no contexto da pr??tica da mesma institui????o. A An??lise de Conte??do de Bardin (2010) e o Statistical Package for the Social Sciences(SPSS) foram utilizados para tratar os dados qualitativos e quantitativos. Os resultados revelam fragilidades na din??mica de internacionaliza????o vivenciada no cotidiano dos programas por seus gestores e docentes, o que compromete um melhor desempenho. Apesar da exist??ncia de a????es de internacionaliza????o, o processo ocorre de modo incipiente e isolado em cada programa. Falta uma pol??tica institucional com apoio financeiro e estrat??gias de internacionaliza????o articuladas com as demandas do atual Plano Nacional de P??s-Gradua????o. Dessa maneira, adquirir vantagem competitiva perante seus concorrentes representa um fator cada vez mais complexo e necess?rio, fazendo com que os recursos e capacidades pertencentes ?s organiza??es caracterizem-se como elementos-chave nesse processo, assim, conhec?-los e, principalmente, entend?-los torna-se primordial. No entanto, apesar dos modelos criados para se entender a vantagem competitiva gerada atrav?s dos recursos e capacidades, ? fato que nem todas as organiza??es funcionam da mesma maneira, fazendo com que os principais recursos e capacidades geradores de vantagem competitiva n?o sejam os mesmos para todas elas. Percebe-se que estes modelos s?o aplicados predominantemente em organiza??es privadas, havendo pouco conhecimento sobre sua efetividade nos demais tipos organizacionais, tornando-se necess?rio, dessa forma, um estudo aprofundado e direcionado para cada tipo de organiza??o. Dentro deste contexto est?o inseridas as Universidades p?blicas que, dentro de suas complexidades, cada vez mais prezam pela qualidade na oferta dos seus servi?os, criando, assim, estrat?gias para a gera??o de vantagens competitivas e mecanismos capazes de mensurar seus desempenhos, nesse sentido, assuntos que envolvem o desempenho das institui??es de ensino superior (IES) tem sido objeto de aten??o crescente nos ?ltimos anos, sendo tema de diversos estudos nacionais e internacionais. Sabendo disso, esta pesquisa, utilizando a estrat?gia de estudo de caso ?nico, objetivou analisar os principais tipos de recursos e capacidades geradores de vantagem competitiva em um Programa de P?s-Gradua??o, sob o ponto de vista dos seus pr?prios discentes e docentes, utilizando a perspectiva do modelo VRIO. A coleta de dados foi feita por meio de an?lise documental e da aplica??o de um roteiro semiestruturado. Dessa forma, essa pesquisa identificou que alunos e professores acreditam que apenas alguns recursos espec?ficos s?o capazes de gerar vantagem competitiva ao PPGA, objeto deste estudo: a plataforma de informa??es financeiras Bloomberg e as disciplinas e professores de Metodologia. J? o rec?m-constru?do pr?dio de apoio ?s bases de pesquisa do Programa, bem como os docentes, discentes e a produ??o gerada pelo Programa foram identificados como geradores de paridade competitiva ao PPGA. Por fim, o Programa se encontra em desvantagem competitiva nos recursos/capacidades tecnol?gicos, f?sicos, organizacionais (conte?do do Programa), integra??es com outros Programas e conex?es corporativas do PPGA. Conclui-se tamb?m que a pesquisa ? replic?vel, com roteiro de entrevista adapt?vel a qualquer Programa de P?s-Gradua??o do Brasil, e que os resultados encontrados pelo estudo podem servir de insumo ao planejamento estrat?gico do PPGA. / In the face of increasing dynamism and competitiveness in the market, a good strategy becomes an essential element for the survival of organizations. In this way, acquiring a competitive advantage about the competitors represents an increasingly complex and necessary factor, making the organizations resources and capabilities key elements in this process. With that, to know them and, mainly, to understand them becomes primordial. However, despite the models created to understand the competitive advantage generated through resources and capabilities, it is a fact that not all organizations function in the same way, making the main features and capacities of competitive advantage not the same for all they. It is noticed, then, that these models are applied predominantly in private organizations, with just a little knowledge about their effectiveness in others organizational types, making it necessary, in this way, an in-depth and directed study for each type of organization. Within this context are included the public universities that, within their complexities, increasingly value the quality of their services, thus creating strategies for the generation of competitive advantages and mechanisms capable of measuring their performance. In this sense, the performance of higher education institutions (HEIs) has been the object of increasing attention in recent years, being the subject of several national and international studies. Knowing this, this research, using the single case study strategy, aimed to analyze the main types of resources and capacities generating competitive advantage in a Post Graduate Program (PGP), from the point of view of its own students and professors, using the Perspective of the VRIO model. Thus, the data collection was done through documentary analysis and the application of a semi-structured script. This research identified that students and professors believe that only a few specific resources are capable of generating competitive advantage to the PGP, such as the financial information platform Bloomberg and the methodology disciplines and professors. One of the buildings, the professors, students and the production generated by the Program were identified as generators of competitive parity to the PGP. Finally, the Program is at a competitive disadvantage in technological, physical, content, integrations and the Program corporate connections resources and capacities. The results found by the study can serve as input to the strategic planning of the PGP, and can also be replicated to other Programs.

Therefore, phytotherapy has presented great potential for economic and social development, considering not only Brazilian plant diversity, as well as medicinal plants has closely been associated to popular culture. In the last 25 years, 77.8% of the anti-cancer agents tested becoming unquestionable their contribution to new drugs development (Nogueira et al, 2010). On the other hand, the University has been responsible for following reality and time, as well as generating knowledge and critical mass for transforming verities for the benefit of the society, training ethical and competent professionals and citizens committed to the well-being of present and future society. Need for Stricto Sensu Post Graduation course for professional generation in the quality processing, production and control from plant raw material to herbal products has been fundamental to understand the differences between the concept of phytotherapic as medicine and the use of medicinal plants in Integrative and Complementary Therapies, always observing the rational relevance of its use. Thus, this study aimed considering the UFRRJ potential by interdisciplinary and multiprofessional manner proposing the establishment of a Stricto Sensu Post Graduation course in phytotherapics and medicinal plants prioritizing the formation of human resources acting in whole productive chain from plant raw material harvested in the field and its processing to phytotherapic medicine industrial manufacture, as well as establishing criteria for the rational use of medicinal plants within the context of the Practices of Integrative and Complementary Actions of Health Ministry for health professionals besides complying with the National Policy Guidelines for Medicinal Plants and Phytotherapics. This qualitative, descriptive and exploratory research was carried out at Universidade Federal Rural do Rio de Janeiro (UFRRJ) in Serop?dica municipality-RJ. Data from January to July, 2016 were collected. Open unstructured interviews of participant observations by telephone and e-mail with professionals working in related areas were the instruments used. As a result, the UFRRJ, for its tradition in Agricultural Sciences teaching and research has presented in its Institutes, Departments, Disciplines, Laboratories and Research Groups all the potential and infrastructure for organizing and complying with the implementation of Phytotherapics and Medicinal Plants Stricto sensu Post Graduation course . / Em todas as ?pocas e culturas o homem aprendeu a tirar proveito dos recursos naturais locais, incluindo-se o uso de plantas medicinais. A fitoterapia apresenta grande potencial de desenvolvimento econ?mico e social, considerando-se n?o somente a diversidade vegetal que o Brasil possui, mas tamb?m porque o uso das plantas medicinais est? intimamente ligado ? cultura popular. Nos ?ltimos 25 anos, 77,8% dos agentes anticancer?genos testados e aprovados foram derivados de produtos naturais sendo inquestion?vel a contribui??o dos mesmos no desenvolvimento de novos f?rmacos (NOGUEIRA et al., 2010). Por outro lado, a Universidade tem por responsabilidade acompanhar a realidade de seu tempo e gerar conhecimento e massa cr?tica para transformar realidades, em benef?cio da sociedade, formando profissionais competentes, ?ticos e cidad?os comprometidos com o bem-estar da sociedade de hoje e do futuro. Nesse sentido, a cria??o de um curso de p?s-gradua??o stricto sensu nos moldes de Mestrado em Plantas Medicinais e Fitoter?picos para forma??o de profissionais capacitados para o processamento, a produ??o e controle de qualidade desde a mat?ria prima vegetal at? o produ??o de fitoter?picos torna-se fundamental para que os profissionais prescritores possam entender as diferen?as entre o conceito de fitoter?pico como medicamento e o uso de plantas medicinais segundo as pol?ticas do governo de Terapias Integrativas e Complementares, observando sempre a import?ncia racional do seu uso. Assim, este trabalho tem como objetivo geral levantar as potencialidades da UFRRJ para de forma interdisciplinar e multiprofissional, avaliar as condi??es para propor a cria??o de um curso de p?s-gradua??o stricto sensu em plantas medicinais e fitoter?picos priorizando a forma??o de recursos humanos para atuar em toda a cadeia produtiva que vai desde a mat?ria prima vegetal cultivada no campo, seu processamento, at? a produ??o industrial do medicamento fitoter?pico, bem como estabelecer crit?rios para o uso racional de plantas medicinais dentro do contexto das Pr?ticas de A??es Integrativas e Complementares do Minist?rio da Sa?de para os profissionais da sa?de al?m de atender as Diretrizes da Pol?tica Nacional de Plantas Medicinais e Fitoter?picos. A pesquisa foi qualitativa, descritiva e explorat?ria, realizada na Universidade Federal Rural Rio de Janeiro no munic?pio do Serop?dica ? RJ. A coleta dos dados ocorreu de janeiro a julho de 2016. Os instrumentos utilizados foram: entrevistas abertas, n?o estruturadas, observa??o participante, por meio telef?nico, eletr?nico (e-mail) com profissionais que atuam em ?reas afins dentro das IES. Como resultado, constatou-se que a Universidade Federal Rural do Rio de Janeiro, pela sua tradi??o em pesquisa e ensino em Ci?ncias Agr?rias, apresenta em suas ?reas de conhecimento, Institutos, Departamentos, Disciplinas, Laborat?rios e Grupos de Pesquisa, potencialidades e infraestrutura capaz de se organizar para atender a cria??o de um curso de p?s-gradua??o stricto sensu em Plantas Medicinais e Fitoter?picos.
