Intersetorialidade : a constru??o hist?rica do conceito e a interface com as pol?ticas sociais p?blicas

To this end, a documental and empirical research regarding health and social care policies was carried out between the years of 1978 and 2013 with managers at both federal and state levels, by means of a qualitative approach guided by the critical-dialectic method and its categories (such as historicity, totality and contradiction), in conjunction with the thematic categories of intersectorality and public management, intersectorality in health policies, and intersectorality in social care policies. The data were retrieved from governmental sites such as the Ministry of Health and the Ministry of Social Development portals. Legislations regarding the state of Rio Grande do Sul were retrieved from the Department of Health and the Department of Labour and Social Development websites. In the empirical research, four approaches were used in order to analyse the contents of the data gathered. The results have shown that the intersectorality category has been gaining prominence in official documents, such as laws, ordinances and resolutions, as well as in handbooks, plans and other legislations that direct the operationality of health and social care policies. In the management field, likewise, intersectorality has proved itself an important articulator between public sectors. However, in light of the vast bibliographic research carried out, which substantiated the construction of concepts, we corroborate that intersectorality ? nowadays used in public social policies and in managers? lectures ? is an innovative paradigm that has been gradually emerging in public social policies and whose intent is to overcome the historic Cartesian empiricist tradition and the compartmentalised bureaucracy of public administrations. Intersectorality ? in the management field and in legal documents that guide public social policies ? is referred to as a successful tool to ensure social rights due to its presenting itself in certain practices utilised in programmes, benefits and social projects as an articulator which goes beyond sectorality. Intersectorality carries in its essence the typical contradictions of public social policies, subsidising basic attention to citizens? needs through the operationality of different public sectors as well as maintaining the reproduction of the capitalist order by attenuating the expression of social issues. This reproduction is characteristic of the capitalist model which seeks to obscure state ineffectiveness and to optimise and reduce the financial resources destined to public social policies. / Construir o conceito de intersetorialidade ? o tema central desta tese de doutorado em Servi?o Social, que teve como objetivo geral investigar e analisar a concep??o de intersetorialidade que ampara a gest?o federal e estadual das pol?ticas de sa?de e assist?ncia social, a fim de buscar clareza conceitual que possa contribuir para a gest?o das pol?ticas p?blicas. Para tanto, recorreu-se ? realiza??o de uma pesquisa documental e emp?rica com gestores da esfera Federal e do estado do Rio Grande do Sul, da pol?tica de sa?de e assist?ncia social, atrav?s de uma abordagem qualitativa norteada pelo m?todo dial?tico-cr?tico e suas categorias, como historicidade, totalidade e contradi??o, articuladas ?s categorias tem?ticas intersetorialidade na pol?tica de sa?de, intersetorialidade na pol?tica de assist?ncia social, intersetorialidade e gest?o p?blica, no per?odo de 1978-2013. As fontes dos dados foram localizadas nos sites e portais do governo, como no Minist?rio da Sa?de e no Minist?rio do Desenvolvimento Social. No estado do Rio Grande do Sul, foram localizadas as legisla??es nos sites da Secretaria Estadual de Sa?de e da Secretaria do Trabalho e Desenvolvimento Social. Na pesquisa emp?rica, foram realizadas quatro abordagens, em que os dados da pesquisa foram submetidos ? an?lise de conte?do. Os resultados mostraram que a categoria intersetorialidade vem ganhando ascens?o nos documentos oficiais, tais como leis, portarias, resolu??es, bem como nos cadernos, planos e demais legisla??es que direcionam a operacionalidade das pol?ticas de sa?de e assist?ncia social. Da mesma maneira, no campo da gest?o mostra-se como importante articula??o entre os setores p?blicos. Contudo, diante da vasta pesquisa bibliogr?fica levantada e que fundamenta a constru??o dos conceitos, corroboramos que a intersetorialidade, hodiernamente usada nas pol?ticas sociais p?blicas e nas prele??es dos gestores, se configura como um paradigma inovador que surge gradativamente nas pol?ticas sociais p?blicas, cujo intento ? superar a hist?rica tradi??o empirista cartesiana e a burocracia compartimentalizada das administra??es p?blicas. ? referida no campo da gest?o e nos documentos legais que direcionam as pol?ticas sociais p?blicas como uma ferramenta exitosa para garantir direitos sociais, pois se apresenta, em determinadas pr?ticas experimentadas em programas, benef?cios e projetos sociais, como meio articulador que ultrapassa a setorialidade. A intersetorialidade carrega na sua ess?ncia as contradi??es t?picas das pol?ticas sociais p?blicas, de subsidiar atrav?s da operacionalidade de diferentes setores p?blicos a aten??o basilar das necessidades do cidad?o, assim como mant?m a reprodu??o da ordem capitalista de atenuar as express?es da quest?o social. Essa reprodu??o ? caracter?stica do modelo capitalista que visa obscurecer a inoper?ncia estatal, bem como otimizar e reduzir os recursos financeiros para as pol?ticas sociais p?blicas.
