Slow delivery of low-income housing at munipal level with special reference to the Nelson Mandela Bay Munipality

The provision of adequate housing is an important part of government's commitment towards providing a better quality of life to the people of South Africa. Housing delivery is, however, not taking place to the extent and speed that will eliminate the backlog in housing delivery. The researcher aims to (i) evaluate and investigate the reasons why housing delivery at municipal level is slow, (ii) discuss the effect of inefficient implementation on delivery, (iii) examine the influence of the lack of infrastructure and the lack of skilled municipal officials and employees of construction organisations and the processes followed to make a success of housing delivery. Chapter 2, Section 26(1), Act 108 0f 1996 of the Constitution of South Africa states that everyone has the right to have access to adequate housing. This places an obligation on government to provide adequate housing to all citizens, within the restriction of available resources. The lack of land hampers the speed at which municipalities can deliver low-income housing. Housing and basic infrastructure (water, sewer and roads) form an integral part of the governments commitment to reduce poverty and improve the quality of life of South Africans. The fact that municipalities do not have capacity to address housing delivery and the fact that most artisans are near retirement age also influence the rate that houses can be delivered. Adequate housing processes are needed for housing delivery to take place, without it government will not succeed in delivering adequate housing. The results of the survey and the literature review confirm that housing delivery at municipality level is slow, that municipal officials need training and more employees to insure that housing delivery improves. The results also show the importance of infrastructure and land, the importance of implementing housing policies and processes adequately.

The experiences of professional nurses working in outpatient departments of the introduction of the Batho Pele Principles in state hospitals

After 1994 with the inception of the South African Democratic Government, the health care delivery system was one of the areas that had to be reviewed. The vehicle for a comprehensive health care system was based on primary health care which encouraged people and patients to take responsibility for their health by being involved in all aspects of their care. For this purpose the Batho Pele principles were introduced, a concept which is informed by 8 principles, namely: consultation, service standards, access, courtesy, information, openness and transparency, redress and value for money. These principles are meant to restore the dignity and the rights of patients which are paramount in the Constitution of South Africa. (Constitution of South Africa 108 of 1996 Chapter 2) The nurses claim that since the introduction of the Batho Pele Principles, patients and their families have been “impossible” towards nurses, making unnecessary and sometimes impossible demands. The nurses also experience patients and their families as being informed of their “rights” but not of their responsibilities as patients. They were also unaware of the rights of the nurses. The objectives of the study were:- To explore and describe the experiences of professional nurses working in the outpatient departments of the introduction of the Batho Pele principles in state hospitals, and to Recommend guidelines that will enhance better understanding and implementation of the Batho Pele principles by the professional nurses. The study is founded on a qualitative research paradigm based on explorative, descriptive and contextual framework. The data was collected from focus groups from each hospital of the Port Elizabeth Hospital Complex. Each group consisted of four to six willing participants all of them were professional nurses who have worked at least five or more years in the outpatient department of the Port Elizabeth Hospital Complex. Data was collected via semi-structured audio-taped interviews together with the researcher’s field notes. Data analysis was done using Tesch’s data analysis spiral. The assistance of independent coder reinforced the truth value of the findings. Themes and subthemes emerged from the data that was collected and revealed that the professional nurses experienced that the Batho Pele Principles as a good policy, but that it was difficulty to uphold due to inadequate planning of health services prior to implementation of the Batho Pele Principles. They experience not getting from their management and they also experience that there was lack of discipline in their institutions. Based on these findings, guidelines that will recommend better implementation of the Batho Pele Principles by nurses were compiled by the researcher and future research in this regard was recommended.

Statutory local government structures to enhance service delivery : Kouga Local Municipality

The purpose of this study was to review ward committee structures and the role of Community Development Workers (CDWs) in terms of service delivery, with special focus on the Kouga Local Municipality in the Cacadu district. For the study to be successful main objectives were to be highlighted. The study sought to highlight and explain the correlation between ward committee structures and Community Development Workers with regard to basic service delivery. Taken further the study will review the kind of service delivery that communities expect and an analysis was undertaken to establish if there is any link between said structures and the expected service delivery by selected communities who fall under the jurisdiction of the Kouga Local Municipality. The literature review assisted in understanding the concepts of public participation, Ward Committees, Community Development Workers and Ward Councillors and their roles and responsibilities in the Local Government Sphere. In essence, the qualitative approach applied in this study has revealed the casual relationships that may be obtained between variables or events, in order to explain or predict particular phenomena in terms of specific causes. The selection of a qualitative and interpretative approach for this research is justified. The main purpose of the study was to determine the level of effectiveness of Ward Committees, as well as the Community Development Workers in co-ordinating and facilitating public participation process in the Kouga Local Municipality. The study has revealed that there is a need for renewal of the operations of the operations of formal structures, especially the ward committees, as they represent the communities at ward level. The study has revealed that the man reason why national programmes deploying community based workers fail is because of inadequate attention to the provision of institutional support such as adequate training, technical expertise and close supervision. It is recommended that a comprehensive support structure ranging from national to local level is a pre-requisite in order for the CDW programme to succeed.

Perspectives of teachers on the problem of child sexual abuse in a squatter camp

Child sexual abuse is a worldwide phenomenon that takes a major toll in squatter camps in South Africa. The conditions under which the squatters live promote and aggravate the abuse. Sadly, the victims hit hardest by the abuse are the children. The negative effects caused by the abuse lead to problems in the educational tasks of these children. This study proposes that teachers can play a significant role in assisting them to overcome their problem. The aim of this study was to: • investigate the perceptions of teachers of the problem of the sexual abuse of children coming from squatter camps; • empower teachers with strategies that will help to alleviate the problem; and • formulate some recommendations on dealing with the situation in the classroom. The literature was reviewed with the aim of substantiating a compact theoretical basis for the study. Various aspects were discussed, such as • the different definitions of child sexual abuse; • short- and long-term effects of the abuse; and • contributory factors of child sexual abuse. This study followed a qualitative design, which is interpretive, naturalistic, descriptive, holistic and exploratory in nature. The participants, chosen purposefully for this study, were ten teachers, teaching children coming from a squatter camp in the Motherwell Township of Nelson Mandela Bay. Themes that emerged from the transcripts of the interviews were: • Sexual abuse has a negative effect on children and causes them to develop problems. • Teachers can play a significant role in assisting learners who are sexually abused. • There are various reasons why sexual abuse is prevalent in squatter camps. The recommendations made are based on the findings of this study and propose to empower teachers so that they will be able to make a difference in the lives of their abused learners.

The quality of life of adolescents living with early childhood HIV-Infection on highly active antiretroviral therapy in Port Elizabeth

This study aimed to explore and describe the quality of life of adolescents living with early childhood HIV infection on Highly Active Antiretroviral Therapy (HAART) in Port Elizabeth. The advent of HAART has resulted in HIV being managed as a chronic illness, instead of the fatal disease that it once was. Children born with HIV can now live longer lives, progressing to adolescence and beyond. Chronic illness is known to impact one’s quality of life, so does adolescent development. A convenient sample of 31 adolescents was used in this study, with an exploratorydescriptive research design. The data was gathered using a cross cultural structured questionnaire developed by the World Health Organization, as well as through individual interviews. The data was then analysed by means of descriptive statistics and thematic content analysis. The results identified and presented the quality of life issues that are specific to this population. The results indicate that HIV as a chronic illness does impact the quality of life of adolescents. The adolescents living with early childhood HIV-infection on HAART in this study were very satisfied with their perceptions of their overall quality of life and general health perceptions. They were least satisfied in the Spirituality/Religion/Personal Beliefs and Social Relationships domains; and were most satisfied in the Level of Independence and the Psychological domains. There is a need for the development of (medical and psychosocial) services that can focus on adolescents as a special population with specific developmental needs in order to improve their treatment outcomes and quality of life.

The experiences of professional nurses regarding the management of health services rendered to tuberculosis patients

The World Health Organisation (WHO) declared tuberculosis (TB) a global emergency, and this infectious disease remains a health threat by being the leading cause of death amongst adults (Naidoo, Dick & Cooper, 2008:55). In 2005, South Africa was ranked seventh in the world for having the highest TB rate and the lowest TB success rate in the world. As a professional nurse involved in the tuberculosis programme at a clinic in the Nelson Mandela Bay Municipality at local government level for approximately three years, the researcher observed that the morale of professional nurses who provide TB services appeared to be low. They also appeared to be frustrated because they feel that they are not winning the battle with regard to the TB epidemic in their communities irrespective of their efforts to try and curb the spread of the disease. The extent of the workload per person also appeared to add to the low morale and frustration of the professional nurses rendering TB health services because they feel that they are unable to manage everything. The objectives of the study were therefore to explore and describe how professional nurses experienced the management of health services being rendered to TB patients in Sub district B of the Nelson Mandela Bay Municipality (NMBM) in order to make recommendations that could be used by the district manager to address the research findings. The research study was based on a qualitative, explorative, descriptive and contextual research design. The research population consisted of all professional nurses who worked in the TB services of Sub district B. Non-probability, purposive sampling was used to select the participants for the study. Seven in-depth and three follow-up interviews were conducted before data saturation was achieved. The data gathered during the interview process by the researcher were transcribed and coded by an independent coder using Tech’s model for data analysis. Ethical considerations were adhered to throughout the research study. The aspect of trustworthiness according to Guba’s model was implemented in the research study and included credibility, applicability, consistency and neutrality. iii One theme, two sub themes and categories were identified relating to the diverse experiences expressed by the participants relating to the management of health services being rendered to TB patients. The experiences expressed by the professional nurses included both negative and positive experiences. The negative experiences expressed by the participants were for example, a lack of resources as hampering adequate service delivery, a concern regarding the number of staff contracting TB due to a lack of infection control measures, a difference in conditions of service between the two local authorities and the DOTS supporters as being a threat to patient confidentiality. The positive experiences expressed by the participants included experiences relating to job satisfaction in rendering TB health services, the DOTS supporters as being supportive to the staff, the TB meetings serving as an appropriate platform for problem solving and the audits conducted by managers as being remedial. The study concludes with recommendations made with regard to the areas of nursing practice, education and research.

Facets of human resource development on building female capacity in the African context : the case of Gqebera Township, Port Elizabeth

An empirical study of HRD, women, HIV and AIDS, and sustainable community development has been undertaken. Women make up approximately half of the population in the world. Taking this into account, there are many places where women do not have the same opportunities as their male counterparts. This is also true for most of Africa. Many people in Africa are deprived of basic education and often the majority of these are women. Even though the situation has improved for many girls and women in many areas, there is still a great deal that needs to be done in order to ensure equal opportunities for everyone within the labor market and society. In order to achieve this, it can be argued that sustainable development and sound human resource (HRD) policy implementation and strategies must be employed. HIV and AIDS damage society just as it does the human body: it begins by killing those parts responsible for building society: the women and breadwinners who sustain and look after the community as a whole. In this proposal, an outline of the structure of the dissertation will be given. The outline of four articles will be presented, as will the uniqueness and the similarities of the articles. For the purpose of this dissertation; different methodological research techniques will be employed according to the themes of the different articles in addition to the desired purpose of the research being conducted. Regarding the data collection, qualitative research will be used in the expectation of uncovering issues relating to women and HRD in Gqebera Township, Port Elizabeth, South Africa. The need for skills development and training in Sub-Saharan Africa is increasing in an area where unstable economies and high unemployment create challenges on many levels. Sub-Saharan Africa is faced with great poverty, skills migration, and HIV and AIDS, which are depleting the region of skilled workers in their prime working years. The region is facing numerous challenges in the development of skills and the ability to make use of the available human resources. It can be argued that the Sub-Saharan African region needs to increase the skilled labor pool and to develop communities. Perhaps most importantly, there is an urgent need for the region to face the impact of globalization on its own terms. This involves the fusion of African philosophy and management styles with the traditional Western theories with HRD strategies and policies that will be suitable for the developing economies in the region. Women in Africa face many difficult and complex situations in society, including difficulties entering the labor market. HIV and AIDS is a major challenge for South Africa and it brings people in the region much grief, sorrow and confusion as the rate of prevalence continues to rise. This article explores the social aspects of the HIV and AIDS pandemic in the communities and in the labor market and the extent to which women are affected on an individual, community and labor market level. HRD in relations to HIV and AIDS is examined in order to get an understanding of the role that HRD should play in the deprived South African communities that struggle to find resources to battle the social consequences of HIV and AIDS. An examination of feminist theory and HRD in Africa indicates the need to incorporate African feminism in the cause of advancing HRD theory. Because they are subject to multiple levels of discrimination, and because there are no country-specific policies to ensure their advancement, African women need to be protected from the patriarchal domination that prevails in the majority of African countries. Despite higher female involvement in African economies, they are denied opportunities and equal rights. If the development goals of Africa are to be achieved, HRD theory needs to incorporate both Western and African feminist theory, specifically related to gender inequalities that women experience in the realm of work. The level women’s understanding of sustainable development in Gqebera Township, South Africa is explored. Further the challenges and opportunities for sustainable HRD in the Sub-Saharan region is examined. Sub-Saharan African is facing numerous challenges including poverty, inequality, HIV and AIDS and high unemployment. All these factors are important to consider when planning HRD policies and strategies in the region. Sustainable development is a worldwide aim and on the agenda of many countries; especially the developing and least developed, the countries on the African continent. The conditions under and the degree to which women in Sub-Saharan Africa have been participating in the development process in the past have often not enabled them to fully develop their capacity in order to take part in the work towards sustainable development.

Sustainable growth of SME's

South Africa and more specifically Port Elizabeth is faced with many challenges with regard to economic growth and unemployment. It is generally acknowledged that the “Small to Medium Enterprises” (SME) are the largest employers in any economy, additionally SME’s are large contributors to the gross domestic product. Successful SME’s are the catalysts of the economy and over time they can develop into large enterprises. It is clear that in order for a country to have a strong and sustainable economy it needs to have a strong and successful SME sector. Unfortunately the South African SME sector performs relatively poorly in comparison with the SME sectors around the world (Herrington, Kew & Kew, 2009). With the knowledge of the importance of the SME sector to the economy and the knowledge that the South African SME’s are generally underperforming, this study will identify how to improve the relative success rate of the SME sector in Port Elizabeth South Africa. In order to achieve this, this study needs to identify why the SME sector is not performing on a par with other SME sectors from around the globe and what initiatives need to be implemented in Port Elizabeth that will enable its SME sector to perform at the same level or better than other SME sectors from around the globe. This study identifies that the South African SME’s are provided with a number of support initiatives. Some of these support initiatives have been very effective, while other support initiatives have been unsuccessful or have failed. This study concludes by identifying a number of areas that need improvement; of these areas two are identified as being critical to SME’s success and sustainability, these two areas are: · The need to make SME’s more aware of the government / business initiatives that are available; and · Establish more effective mentoring and coaching. In order to address these critical areas, the study suggests the use of an internet portal that can be used to coordinate all the activities between the mentors and the SME’s. This internet portal will be expanded to become the core information hub and collaboration centre for the flow of information between the SME’s and any of their stakeholders. Once all this information is centralised it will be a relatively simple process to measure the success rate of the SME’s and the effectiveness of the different mentors.

The extent of the use of ICT in schools in the Nelson Mandela Bay area

It is the 21st Century and the world is a global village. The development of technology like Information and Communication Technology (ICT) has thus become the dominant means of communication. Education has not been left out of this wave of change. In many countries Information and Communication Technology (ICT) has a clear impact in the development of educational curriculum. This cannot be said about South Africa where huge disparities in terms of ICT related resources still exist. There is a range of uses of ICT in South African schools and it varies according to the economic and social conditions where that school is located. For example, the former Model C schools are well-resourced in terms of computers and access to internet whilst township schools lack these resources. In township schools very few students are exposed to computers due to the limited number of computers and lack of properly qualified educators in the field of ICT. In the Nelson Mandela Bay area township schools only offer CAT (Computer Applications Technology) as an ICT related subject whilst the former Model C schools offer CAT and IT (Information Technology).This treatise attempts to show the digital divide that still exists between a former Model C school and a township school, and the impact it has in quality of education in these schools.
