Los países de América Latina, por su génesis geológica, su posición geográfica y sus condiciones climatológicas, son muy proclives a estar afectados por los desastres originados por los riesgos naturales y tecnológicos. Sin embargo, no todos estos países se ven capacitados de la misma manera para dar una respuesta eficaz a estos efectos devastadores. En el momento actual, la mayor parte de los países de América Latina, se asocian en las dos organizaciones de integración más importantes, MERCOSUR y Comunidad Andina. Estos países, presentan grandes contrastes en sus niveles de renta y ello se refleja en las grandes diferencias en la estructura administrativa y territorial, así como en el marco legislativo sobre el que se sustenta la defensa civil.   South American countries, for their geological genesis, their geographical position and their climatological conditions, are very proclive to natural and technological disasters. Nevertheless, not all the countries have the same capabilities to give an efficient answer to this devastating effects. At present, MERCOSUR and Comunidad Andina, the two more important organizations, are composed by most of South American countries. These countries have big contrasts in their levels of income and this is reflected in the administrative and territorial structure, as well as in the legislation that is the basis of «Civil Defense».
