In this context, focusing on the Intelligent Tutoring Systems (ITS) as a representative instance of such educational technologies (with novel paradigms with respect to other media such as data extraction and computation and information inference), this investigation aims at assessing and explaining, through the pedagogical perspective, the possible occurrence of approximations to the technicism. The methodology relies on the in-depth study of the ITS based on the pedagogical paradigms which ground the focused educational technology, being the method of analysis that of established models and processes of the System Engineering field, in which ITS are effectively developed as artifacts. The results identify and explain non-intentional technicists approximations that are not inherent neither to the conception nor to the implementation, but to an intermediary phase of the process corresponding to the system design. In addition, some considerations are drawn on the difficulties and hindrances found in the disciplinary study of interfacing technologies / Este trabalho tem como ponto de partida a conjectura proposta por Oliveira sobre um possível refluxo tecnicista conseqüente da expansão das novas tecnologias de comunicação e informação (TICs) sobre diversos âmbitos (político, econômico, científico etc.), destacando sua incidência na implementação de seus recursos no domínio dos métodos e técnicas de ensino. Enfocando, nesse contexto, os Sistemas Tutores Inteligentes (STI) pela sua representatividade no domínio da tecnologia educacional (paradigmas inovadores em relação a outras mídias, como extração e computação de dados com inferência sobre eles), esta investigação teve como objetivo verificar e explicar, sob a ótica pedagógica, a possível ocorrência de aproximações com o tecnicismo. A metodologia compreendeu o exame dos STI fundamentado nos paradigmas pedagógicos que embasam as tecnologias educacionais em foco, sendo o método de análise estabelecido pelo modelo de processos de engenharia de sistemas, consagrado no domínio da Engenharia de Sistemas, onde são desenvolvidos os STI. Os resultados identificaram e explicaram aproximações tecnicistas não intencionais que não se localizam nem na concepção nem na implementação, mas numa fase intermediária correspondente ao projeto. The overall object of this thesis is to analyse the news challenges that brazilian informatics industry will have to face, considering the emergency of a new model of international competition identified in the last decade and the transformations identified in Brazil in the begging of the 90's. This thesis also verifies the difficulties of the informatics companies and the informatics sector probable behaviour facing a new standard of international competition. In addition, the thesis identifies the development models and the foreign commerce policy identified in brazilian industrialization history. In terms of the new paradigm of industrial organization, the thesis objective is to identify the open economy and the new international order, making an analysis of transformations that are occurring in world wide. This analysis will be done through the critical revision of literature, exposing the thinking of some authors about the destituteness of "old world order" and installation of "new world order". Finally, the study point out the impacts of open commerce concerning the informatics sector in Brazil. / A presente tese tem por propósito identificar e avaliar os impactos provocados pelo fim de reserva de mercado de informática e a política de abertura comercial brasileira, em termos de modernização tecnológica e informatização da sociedade. O objetivo geral é o de analisar os novos desafios que a indústria de informática brasileira terá que enfrentar, dado o novo modelo de competição internacional estabelecido nas últimas décadas e as transformações ocorridas em âmbito nacional neste início dos anos 90, verificando as eventuais dificuldades a serem enfrentadas pelas empresas de informática e o comportamento provável do setor diante deste novo padrão de concorrência internacional. Aborda, portanto, os modelos de desenvolvimento e a política de comércio exterior adotados no Brasil, em sua trajetória de industrialização. Em termos de identificação de emergência de um novo paradigma de organização industrial, este estudo trata da economia aberta e a nova ordem mundial, efetuando uma análise das transformações que estão ocorrendo em nível mundial, através de uma revisão crítica de literatura, expondo o pensamento de vários autores sobre o que está provocando o desmoronamento da chamada “velha ordem” e instituindo uma “nova ordem” mundial.
