Cyprus, 1963-64 : a new conceptual framework for chaotic security structures and momentous phases in polity-building

My work explores the development of the security and defence structures of the Cypriot state in the turbulent post-colonial years 1959-65. After a series of political imbroglios, exacerbated by the involution of external actors in the internal affairs of the nascent bicommunal Republic of Cyprus (established in 1960, preceded by a Greek Cypriot national-liberation revolution), the constitutional arrangement between Greek Cypriots and Turkish Cypriots collapsed. In the 1959-63 period, new bicommunal institutions are set, and the creation of these institutions is characterised by political arbitrariness and power rivalries. I term this process “structural flux” and during this time a “security deficit” for the Greek Cypriots developed out of fear of Turkish partition plans for the island. The crisis culminated violently in 1963-64 and the political, legal, and institutional rearrangements of that crucial period left a lasting effect. Through interaction between scholarly literature and the emerging data of the Greek Cypriot case-study, the thesis develops a novel theoretical framework to analyse conflict situations in new states, or states-in-transition, and understand societal feelings of security and insecurity. In particular, the thesis analyses how the Greek Cypriots responded to threats coming from the Turkish Cypriots and Turkey, the first in the form of wide-scale violent disturbances on the island, and the second in the form of threats for an invasion, termed “sociological” and “geopolitical security deficit” respectively. I then proceed to explain how the Greek Cypriot elites reacted to this threat with the limited resources available and in a relatively short period of time, mustering support from thousands of volunteers amongst the wider population. The study then zooms in on the crucial months between November 1963 and August 1964 when, incapable to counter the threat otherwise, and after the dissolution of the bicommunal government, a constellation of disparate Greek Cypriot forces took over both the internal security and the external defence of the now Greek-controlled Republic of Cyprus. It consisted of citizen paramilitary formations, known as omádhes, usually headed by ex-revolutionaries, officers of the defunct Cyprus Army, policemen, and gendarmes. The monocommunally-controlled state armed citizen volunteers in a process I call the “communalisation of the monopoly of violence”. I have termed this hastily built, largely unplanned model, with a significant overlap and blurring between military, police, and paramilitary roles, as “chaotic security structure”. The social origins of these forces, rooted in the small, agrarian Greek Cypriot society are also explored, as well as their complex institutional intertwining, which was mired with the often conflictual and unstable political and personal relationships between their members. The final parts of the thesis analyse the consolidation of this “chaotic security structure”, the “decommunalisation” of the monopoly of violence and its contribution to polity-building. The end of the events signalled the creation of a new professional military force, wholly Greek Cypriot in composition, the National Guard, on the chaotic infrastructure of the past, the amalgamation of the Police and the Gendarmerie into one force, the clear demarcation between police and military roles, and the dissolution of the paramilitary formations. Considering the lack of formal structures in relation to the events, and the limited existence of documents, I employed a methodological approach blending semi-structured interviews and documentary analysis. Overall, the thesis makes a theoretical contribution to the understanding of post-colonial civil-police and civil-military relations, with a keen interest on the recruitment of new police and military personnel out of former revolutionaries as well as a particular focus on paramilitarism and the cultural factors that contribute to its emergence, including phenomena such as volunteerism and vigilantism. It uses the Greek Cypriot community in 1963-64 Cyprus as a case-study to understand momentous phases in polity-building such as the transitional periods between a violent crisis and the return to peaceful normality.

A Ação Democrática Mato-Grossense (ADEMAT) foi uma subsidiária do Instituto Brasileiro de Ação Democrática (IBAD) fundada em 1963 na cidade de Campo Grande (MT) e posteriormente em outros doze municípios deste estado. Entre seus anos de funcionamento dispôs de um quadro de sessenta e duas pessoas apenas nas cidades de Campo Grande e Cuiabá. No ano de sua fundação publicava uma coluna semanal no jornal O Matogrossense em Campo Grande, de caráter anticomunista, tendo veiculado vinte e uma edições. Após o golpe de 1964 realizou atividades repressivas constituindo-se em um grupo de ação paramilitar. O objetivo desta dissertação é analisar as práticas discursivas e repressivas da ADEMAT entre os anos de 1963 e 1985. Desse modo, é explorado quem foram os integrantes dessa organização, como se deu sua ação discursiva através da utilização da imprensa campo-grandense, quais redes de vínculos existiam entre seus membros e outras organizações, como a Associação dos Criadores do Sul de Mato Grosso (ACSMT) e a Associação Comercial e Industrial de Campo Grande (ACICG). Nos anos posteriores ao golpe analisa-se que tipo de atividades foram exercidas pela ADEMAT: sua atuação no fornecimento de informações ao comando da 9ª Região Militar, a perseguição política aos adversários e sua participação na indicação de cargos públicos vinculados ao aparelho repressivo. That way, it is explored who were the members of this organization, how was its discursive action through the using of the campo-grandense press, what networks linking existed among its members and other organizations, like The Associação dos Criadores do Sul of Mato Grosso (ACSMT) and the Associação Comercial e Industrial of Campo Grande (ACICG). In the posterior years of the coup, it is analyzed which kind of activities were exercised by ADEMAT: like acting on the information supply for the command of the 9th Military Region, the political persecution towards the opponents and its participation on the indication of public posts linked to the repressive apparatus. For this purpose, are used periodic sources, interviews, biographies and documents of the National Service of Information (SNI).

The regional response to the crisis in Colombia

Approved for public release, distribution is unlimited / This thesis focuses on the regional response to the crisis in Colombia. The major conclusions of the thesis are that the crisis directly affects the security of Colombia's neighbors; that the use of military force will be the most important element in a strategy to restore security and that the Colombian military will require external military assistance to do so; that while Colombia's neighbors have traditionally rejected ideas of intervention, there are indications that they may be willing to participate in such an endeavor; and that while less politically risky courses of action are more likely to occur, a regional military force operating in a peacemaking role will be the most effective course of action towards restoring security in Colombia and the region. These conclusions are reached through an examination of the conflict's effect on Colombia and its neighbors, the capabilities of the Colombian security forces, the history of regional cooperative efforts, and recent political rhetoric and policy decisions region-wide. / Major, United States Marine Corps

Parastát v Řecku po občanské válce: Realita a Interpretace / Parakratos in Post-Civil War Greece: Reality and Interpretation

Based on a historiographical, archival and media analysis, this doctoral thesis explores the phenomenon of parakratos (translated as deep state or parastate) in post-civil war Greece (1949-1967). Research perspectives are fourfold: Firstly, parakratos is discussed in the context of academic debates on parapolitics and the concepts of the dual state, the security state and the deep state; and presented as a Cold War parallel power mechanism, analogical to Italy and Turkey. Secondly, parakratos is analysed as part of domestic political reality through the prism of the historical events documented in Greek historiography. In this sense, the thesis concentrates on the emergence and operation of clandestine military groups and parastate ultra- nationalist organisations against the backdrop of the Greek political, legal and social environment. Both phenomena are elaborated on through the lens of the inefficient Greek political and administrative system, a deeply divided society, the politicisation of the public space, and the persistence of clientelist networks constructed upon political loyalties.
